From the Introduction. The subject of the position of Spain in the world (through history, recent times, and today) has been described by scholars and casual observers by a combination of qualifiers. It is considered paradoxical, unique and influential, riddled with isolation and ambition, resulting in frustration and success. In any event, Spain’s record in modern times has to be considered as below its potential in historical terms, geographical position, culture and world presence through migration and the results of the empire. In any way, Spain deserves to be included among one of about twenty five countries that, for one reason or another, play a role in the overall current global panorama. 1

The significant gains in export market shares made in a number of vulnerable euro-area crisis countries have not been accompanied by an appropriate improvement in price competitiveness. This paper argues that, under certain conditions, firms consider export activity as a substitute for serving domestic demand. The strength of the link between domestic demand and exports is dependent on capacity constraints. Our econometric model for six euro-area countries suggests domestic demand pressure and capacity-constraint restrictions as additional variables of a properly specified export equation. As an innovation to the literature, we assess the empirical significance through the logistic and the exponential variant of the non-linear smooth transition regression model. We find that domestic demand developments are relevant for the short-run dynamics of exports in particular during more extreme stages of the business cycle. A strong substitutive relationship between domestic and foreign sales can most clearly be found for Spain, Portugal and Italy, providing evidence of the importance of sunk costs and hysteresis in international trade.

After the illegal annexation of Crimea and Russia’s indirect responsibility for the downing of Malaysia Airlines flight MH17 in eastern Ukraine, Steven Blockmans asks what it will take before the EU is able to confront a conflict on its borders and prove to both its own citizens and third countries that it has a meaningful role to play in foreign policy. With numerous competing national interests and some member states unwilling to pay different prices for collective action, any sector-wide EU sanctions are likely to lack serious bite. In an effort to paper over the cracks, the author makes a number of recommendations for policy-makers.

Le présent travail se concentre sur deux principaux acteurs du monde en évolution, l'Union européenne (UE) et l'ensemble des pays BRICS, et le défi que posent collectivement ces derniers à la première sur la base de leurs poids économique et politique accrus dans le cadre de la gouvernance mondiale. On fait valoir que la doctrine d’un « multilatéralisme efficace » décrivant la position de l’UE sur la gouvernance mondiale est de plus en plus remise en cause par les BRICS dont l’approche repose sur un autre principe : celui d’un « multilatéralisme relationnel ». Afin de pouvoir analyser comment l’UE réagit à la confiance et la cohérence croissante des BRICS dans les instances internationales, ce travail examine la réponse de l’UE dans trois domaines de la gouvernance mondiale que sont le commerce, le changement climatique et la sécurité internationale. Ceci permet d’évaluer dans quelle mesure les différentes institutions européennes mettent en œuvre ce que ce travail qualifie de « réponse efficace » à la montée en puissance des BRICS. Au terme de l’analyse, cette étude s’attache à souligner que la réaction des institutions de l’UE à l'influence grandissante des BRICS sur la scène internationale ne peut être considérée comme efficace que dans le domaine du changement climatique.
