East Asian economic integration is less well known in Europe than is desirable in the EU’s own enlightened self-interest. It is also badly understood, not least because a range of ‘soft’ cultural, historical and political aspects are insufficiently appreciated in Europe. This CEPS Essay offers a deeper personal reflection on the emergence and development of East Asian economic cooperation and market-driven integration. It attempts to address some of the lingering reservations on both sides and to render the reservations in East Asia more intelligible to Europeans.

On 22 January 2013, French President François Hollande and German Chancellor Angela Merkel gathered in Berlin to celebrate the 50th anniversary of the signing of the Élysée Treaty, the document that ended centuries of rivalry and warfare between their two countries. It is all too easy to forget the importance of Franco-German reconciliation. The 1950 Schuman Declaration, which led to the creation of the European Union’s (EU) predecessor, the European Coal and Steel Community (ECSC), sought to render the prospect of war between France and Germany ‘not only unthinkable but materially impossible’. Over 60 years later, when the EU was awarded the Nobel Peace Prize, the Norwegian Nobel Committee noted that indeed, ‘war between Germany and France is unthinkable’. Halfway around the world in Asia, the other theatre of World War II, tensions between China and Japan have arisen, with Taiwan and South Korea also in the fray. Nationalist movements in these countries have grown. This background brief lays out the issues for a timely reappraisal of the applicability, or otherwise, of the European integration and reconciliation processes to East Asia. The brief seeks to outline the contours of the historic act of Franco-German reconciliation, and its consequences ever since. Starting from a brief look at the history of rivalry and war between the two countries, the brief examines the events leading to the signing of the Élysée Treaty in 1963, and the development of Franco-German exchanges that have cemented the relationship. Difficulties between the countries are also raised. A timescale analysis of the opinion of the two publics is considered, as a measure of the success of Franco-German reconciliation.

The APEC summit in Vladivostok (8–9 September) was expected to confirm Russia’s ambitions to play a more significant role in the Asia-Pacific region (particularly in East Asia) and balance Moscow’s foreign policy by shifting some of its focus from Europe to Asia. The measures taken ahead of the summit included both the implementation of economic projects in Russia’s Far East and greater diplomatic engagement in the region. The summit itself, however, was less effective than expected. Russia failed to define its place in the Asia-Pacific order, and did not propose any new political or economic initiatives that would go beyond the discussions that have already been held within APEC for years, including plans for a free trade area.

Summary. Mainstream thinking about the role of the European Union in East Asia usually rests on non-traditional security threats such as human and environmental security. In contrast, and within the context of the continuing instability on the Korean peninsula, this Policy Brief looks at the potential for EU-Republic of Korea cooperation on hard security matters. This Policy Brief surmises that there is much room for cooperation that chimes with the objectives of the European Security Strategy and its Implementation Report. The Policy Brief concludes that the EU and Member States will need to balance desirability and ambition if coherent and effective EU-ROK cooperation is to emerge.

One of the important themes in the new institutionalism is the convergence of market regulations in a world with three powerful clusters of countries (Western Europe, North America, and East Asia) on a small number of regimes, like disorganized capitalism, free market capitalism, and coordinated market capitalism. This paper examines the political-economic theory of regulatory convergence. It reconstructs and compares three welfarist approaches: the optimal regulatory regime (Tinbergen), the rule of constitutional law (Buchanan), and regulatory rivalry (Hayek). The paper concludes that most plausible results of convergence theory are completely opposite to the expressed political intentions of the theorists. Tinbergen's theory predicts neoliberalism, not social democracy. The theories of Buchanan and Hayek predict respectively a consensual or spontaneous formation of corporatist regulations, not the return of classical constitutionalism or liberalism. The paper summons new institutionalists to repair the weak scientific elements of convergence theory and to make a distinction between the ideological origins of this theory and its unintended ideological consequences.

The policy of the European Union (EU) towards Taiwan has mostly been analysed either as a by-product of EU-China relations or with reference to the general lack of a European geopolitical approach towards East Asia. By adopting a lobbying approach which focusses on Taiwan’s different ‘channels of influence’ within the complex European foreign policy system in Brussels, this study provides new insights into the functioning of EU-Taiwan relations. It also sheds new light on the implications of the radical change in Taiwanese diplomacy after 2008, when Chen Shui-bian’s assertive and identity-based diplomacy was replaced with the Kuomintang’s new dogma of ‘workable diplomacy’. Based on semi-guided interviews with Taiwanese and European actors, this paper examines why Taiwanese lobbying in Brussels, albeit very active and professional, is not salient enough to meet the challenges arising from the overwhelming Chinese competition and from the increasing proliferation of regional trade agreements – with active EU participation – in the Asia-Pacific region. It argues that the pragmatic ‘workable diplomacy’ approach, while smoothing out working-level relations between Taiwan and the EU, fails to attract a sufficient degree of political and public attention in Europe to the Taiwan question and thus fosters the neglect of Taiwan by European foreign policy-makers. The main challenge faced by Taiwanese diplomacy, however, is not simply one of convincing through technical arguments, but one of agenda setting, that is, of redefining European priorities in Taiwan’s favour.

Do realizacji niemieckich interesów w polityce zagranicznej, bezpieczeństwa i gospodarczej RFN wykorzystuje instrumenty soft power z obszaru dyplomacji publicznej, polityki rozwojowej, kulturalnej i naukowej. Budowanie sieci kontaktów i lobbing polityczny, programy współpracy rozwojowej oraz zagranicznej polityki kulturalnej i naukowej, mają służyć wspieraniu niemieckiej gospodarki uzależnionej od eksportu, uzyskaniu statusu europejskiego ośrodka technologii i innowacji oraz zwiększeniu wpływu RFN na działania zewnętrzne UE. Jednym z priorytetowych obszarów stosowania tych instrumentów są dla Niemiec państwa Europy Wschodniej, Kaukazu Południowego i Azji Centralnej. Decydują o tym bliskość geograficzna i otwierające się rynki zbytu, konieczność modernizacji gospodarek tych krajów, zagrożenia dla „miękkiego” bezpieczeństwa RFN oraz rozwój relacji UE z tymi państwami. Niemiecka aktywność jest w tych krajach niezależna od sytuacji politycznej i stanowi długofalową strategię ugruntowującą pozycję RFN jako ich najważniejszego europejskiego partnera gospodarczego i politycznego.
