The present article is an analysis of Brazilian nuclear diplomacy and of the international relevance of the national nuclear program adopted during the two Presidential terms of Luiz Inácio Lula da Silva. Particular attention will be given to the Brazilian position in the agreement on nuclear non-proliferation, to the role of mediation between Iran and the nuclear powers, and finally to the national ambitions concerning the industrial and military uses of the nuclear technologies.

This article describes the Brazilian position on forests and climate change from 1997 to 2012. It argues that it has evolved from a veto, which excluded from the climate change regime emissions from the conversion of native forests, to a proposition, as Brazil offered its approach to the international community. It explains the change with domestic developments: governance over deforestation, the emergence of new and relevant actors, and presidential diplomacy.

Everyone knows that democracy played a role in the Bush Doctrine. What not everyone knows is that this role was essential for the doctrine to be put into operation under which the Iraq invasion was prepared and launched. We argue moreover that, even if aggressive, the Bush doctrine is compatible with the American Liberal Tradition. To demonstrate these arguments we analyze the links between democracy, security, and the US national interests as expressed in the pillars of the American foreign policy since the end of Cold War. The consequential belief of the Bush Administration on the positive effect of exporting democracy by the use of force to Afghanistan and Iraq to fight terrorism will be remarked. It will be shown, however, that in the first years of the Bush Administration, among the justifications for the military interventions in the two countries, security reasons prevailed over democratic concerns, although the latter was significantly present since the early hours after September 11. It was only when it became clear that WMDs did not exist in Iraq that the exporting of democracy as the ultimate weapon to fight terrorism grew remarkably and prevailed over security reasons to invade those rogue states. The paper uses quantitative and qualitative content analysis of the speeches of President Bush and his Secretaries of State and Defense.

O estudo analisa a inserção do crime organizado transnacional na agenda de segurança dos Estados Unidos e sua qualificação como uma das principais ameaças contemporâneas à ordem internacional pós Guerra Fria. Os resultados apontam a importância dos dois mandatos de Clinton (1993-2001) neste processo, cuja maior expressão é a Presidential Decision Directive 42, ao viabilizar, inclusive, a reorganização das estruturas policiais, militares e de Inteligência do país para combater esta ameaça. Conclui-se que a década de 1990 é o momento determinante da identificação norte-americana desta criminalidade como uma ameaça inédita, estrangeira e de grandes proporções.

Objective: Understanding the experiences of health professionals in primary care with the Child Health Booklet in child health care. Method: A qualitative study with a phenomenological approach, in which participated nurses and doctors from six teams of the Family Health Strategy (FHS) in Belo Horizonte, MG. In total, were carried out 12 non-directive interviews, using two guiding questions. Results: A comprehensive analysis of the speeches enabled the construction of three categories that signal the experiences of the professionals with the booklet. The experiments revealed difficulties arising from the limitations of knowledge about the instrument; incomplete filling out of the booklet by many professionals that care for children; the daily confrontations of the process and the organization of work teams; disinterest of families with the instrument. Conclusion: The research points possible and necessary ways to improve the use of booklets as an instrument of full child health surveillance.

Abstract OBJECTIVE To learn mothers' perceptions of the main care practices that are to be administered after their children's heart transplantation, as well as the main difficulties they experience. METHOD A descriptive qualitative study conducted in March and April 2014, using the focus group technique for data gathering. Participants were 12 mothers who were monitoring their children in a hospital that is a reference for treating cardiopulmonary diseases. Speeches were recorded, transcribed, and organized around the care practices that the mothers performed after the children's heart transplantations, the mothers' main difficulties, their perceptions of their children's quality of life, and the use of educational materials to disseminate post-transplantation care practices. For data analysis, we used the content analysis technique. RESULTS The following were clarified: the schedule of immunosuppressive medication; food, environmental, and bodily and oral hygiene; the use of surgical masks; and keeping the children away from crowds. CONCLUSION The study contributed to the situational diagnosis of the care administered by the mothers of transplanted children.

In the present work, we provide some considerations about the role of scientific communication in Chemistry Education. Such considerations may subsidize the development of communication in scientific language by Chemistry students. These considerations are based on information collected during a participatory research for the production of didactic material about scientific communication. The meetings were audio recorded and the contents of the participants' speeches were divided into categories. The category analysis supported the elaboration of the considerations.

This paper investigates the relationship between the impact of Bolsa Família Program in the Brazilian population and the result of the presidential elections of 2006. The database involves municipal information provided by MDS, IBGE and TSE. To control the experiment, the eventual influences of other variables in the determination of this relationship had been studied. All those variables come from specific characteristics of the cities, such as: city with predominant urban or not urban population; size of the city population; among others. The results state that the Bolsa Família was, in fact, a very important factor in the determination of the votes in Lula. It was, in itself, responsible by 45% of the total votes in Lula.

Recent results of presidential elections in Latin America suggest a turn to the left in various countries. In Bolivia, such a movement includes the victory of an Aymara Indian who is also a leader of coca farmers. The article proposes an interpretation of this event, describes and discusses the main actions of the new government, stressing the reactions they provoked, and explores the class, ethnic and territorial dimensions of the resulting conflicts. The regional aspects of the fights, seen in connection with the country's historical regionalism, are highlighted and their basic conditions are investigated.

Development conventions in Lula's mandates: an essay on political economy. This article analyses the different development proposals put forward during the two Lula Presidential mandates. It is argued that such proposals are structured as "development conventions", which involve different priorities and different solutions to the problem of structural transformation. Their analytical frame is also different as are the interest groups which uphold them. Therefore their epistemology must be placed in the political economy context. It is argued that, notwithstanding the weight gained by a "developmental" convention over the second mandate, a "stability" convention is still hegemonic and commands macroeconomic policies.
