Critical assessment of Luis Inácio Lula da Silva's diplomacy, which departed from the previous patterns of the Brazilian Foreign Service, to align itself with the political conceptions of the Workers' Party. This diplomacy has neither consolidated the position of Brazil as a regional leader, nor attained its declared goal of inserting Brazil into the United Nations Security Council, although it has reinforced Brazil's image in the international scenarios; but this was achieved much more through the personal activism of the President himself, than through normal diplomatic work.

The purpose of this paper is to discuss the main characteristics of new Lula's government support. The paper's hypothesis concentrates in the idea of starting a different political approach, "a new populism". The paper argues that Lula's government to keep in power, beyond of going on with the neoliberal project - unfinished in the last years of FHC government -, needs to build up a solid and trustful political support, which is being done by implementing income transfer programs directed to poor people and the ones with less organization experience. This paper also calls the attention to Lula's government nature, in order to clarify the difficulties which should be dealt and the tasks to be developed in building up a political party that defends workers emancipation and Brazilians exploited.

Development conventions in Lula's mandates: an essay on political economy. This article analyses the different development proposals put forward during the two Lula Presidential mandates. It is argued that such proposals are structured as "development conventions", which involve different priorities and different solutions to the problem of structural transformation. Their analytical frame is also different as are the interest groups which uphold them. Therefore their epistemology must be placed in the political economy context. It is argued that, notwithstanding the weight gained by a "developmental" convention over the second mandate, a "stability" convention is still hegemonic and commands macroeconomic policies.

This paper provides an assessment of the tax-reform effort launched by the newly elected Lula government in 2003. It analyzes how the envisaged reform had to be changed and scaled down, in the wake of strong political resistance, after a failed attempt to develop a consensual proposal, fully supported by state-governors. The main effective changes are then evaluated. Challenges ahead are discussed at the end.

The present article is an analysis of Brazilian nuclear diplomacy and of the international relevance of the national nuclear program adopted during the two Presidential terms of Luiz Inácio Lula da Silva. Particular attention will be given to the Brazilian position in the agreement on nuclear non-proliferation, to the role of mediation between Iran and the nuclear powers, and finally to the national ambitions concerning the industrial and military uses of the nuclear technologies.

This article discusses Brazil's multilateral policy under Luiz Inácio Lula da Silva's administration, highlighting economic, political and environmental themes. The main argument is that Brazil's multilateral relations during this government reached a new significance with the reinforcement of international coalitions and the articulation with the country's new development model. The country has been using multilateral forums as a way to achieve international projection and support for its development project, highlighting bargaining aspects, variable geometry coalitions and the strengthening of South-South cooperation

ABSTRACTAfter more than twenty years of low housing construction output, the housing policy recovered its momentum in the country with the ascent of the Partido dos Trabalhadores (Workers' Party, PT) to the seat of the federal government. This article demonstrates - through the analysis of documents, interviews and research conducted with businessmen - that the impetus of such a state policy is a part of the PT electoral strategy, which is based on economic growth and the expansion of social programs. The research analyses the dovetailing of interests between the Lula (the Brazilian President from 2003 to 2010) administration and the civil construction business - the latter concerned with expanding its business, and the former with increasing the supply of jobs and the level of economic activity. This process culminated in the launching of the largest social housing program to be implemented in the country. Minha Casa, Minha Vida (My House, My Life), is a project in whose planning building companies played a key role, performing feasibility studies and carrying out social housing projects.

Este artigo discute as perspectivas para a política africana do Brasil tendo como base as últimas eleições presidenciais. Ao contrário do governo de Fernando Henrique Cardoso, espera-se que o governo Lula renove a política externa brasileira e restabeleça os contatos perdidos com o continente africano ao longo da última década. Por fim, há a exposição dos principais motivos para o relançamento da política africana do Brasil.

Ensaio comparativo, contrastando as políticas externas das administrações Fernando Henrique Cardoso e Luiz Inácio Lula da Silva, com base em suas características gerais e nas tomadas de posição em relação a um conjunto de temas da agenda internacional, nomeadamente: multilateralismo e Conselho de Segurança das Nações Unidas; OMC, negociações comerciais multilaterais e cooperação Sul-Sul; terrorismo; globalização e capitais voláteis; FMI e política de condicionalidades; Brasil como líder; América do Sul; Mercosul; Argentina; Europa; relação com os Estados Unidos e Alca, ademais dos instrumentos diplomáticos mobilizados por cada um dos governos. Os elementos de ruptura são mais evidentes no estilo do que na substância da diplomacia brasileira, que continua a ostentar fortes traços de continuidade.

O objetivo deste artigo é demonstrar que o protagonismo internacional do governo Lula busca ressuscitar a questão do desenvolvimento tendo como base tanto o regionalismo, quanto a recuperação da clivagem Norte/Sul na política internacional em benefício das novas demandas dos países em desenvolvimento. Baseado nessa constatação, indagamos se as estratégias internacionais e o diálogo Sul-Sul presente na retórica e na ação da política externa do governo Lula representam alianças duradouras ou coalizões efêmeras nas relações internacionais contemporâneas entre os países em desenvolvimento e menor desenvolvidos.

Levantamento bibliográfico e discussão das principais linhas argumentativas em torno da diplomacia do governo Lula, com base em três categorias de autores: as "vozes autorizadas", os "aliados benevolentes" e os "independentes ou críticos". Para cada um desses grupos são identificados os principais temas destacados pelos autores e referenciados os títulos mais importantes na bibliografia de referência.

Analisando as orientações estratégicas dos últimos quatro planos plurianuais - 1996-1999, 2000-2003, 2004-2007 e 2008-2011, no artigo, revela-se como a política externa tem sido incorporada no planejamento federal e qual o papel concedido ao setor externo nas estratégias de desenvolvimento empreendidas pelos governos Cardoso e Lula. Demonstra coerência entre a política externa planejada e a efetivamente empreendida, explicitando as diferenças entre as estratégias adotadas e as linhas de ação externa priorizadas.
