Enormous change and innovation in governmental practices are occurring throughout the world. Local governance, in particular, has become a concern in many countries. Processes such as redemocratization and decentralization and imperatives of international lending agencies have focused attention on developing good governance practices. Improvement in local government remains a high priority in most countries, but unless the relationship between citizens and government is more fully developed the actions of local government will not necessarily lead to improvement in the conditions of people's lives. This paper will explore the concept of governance and propose an analytical framework for the study of local governance in an international context. The article concludes with recommendations on strategies to improve governance systems and government performance.

Os comportamentos de ética empresarial têm sido questionados, com os recentes escândalos econômico-financeiros e as práticas de empresas e trabalhadores. Neste estudo, baseado em dados recolhidos por questionário, comparamos as perceções de ética de estudantes portugueses (N=109) e brasileiros (N=190) de Administração, expostos a um conjunto de cenários de ética e aceitabilidade de práticas comerciais, diante de duas dimensões culturais: a tolerância à ambiguidade e a antecipação das consequências futuras. Os resultados mostram diferenças significativas entre os brasileiros e os portugueses nas três dimensões, sendo os brasileiros mais tolerantes à ambiguidade e mais conscientes das consequências futuras dos seus atos, mas com maior propensão a comportamentos menos éticos. A perspetiva de ganhos mais imediatos parece sobrepor-se à incerteza e aos riscos a médio e longo prazos que a prática de comportamentos menos éticos pode acarretar. Concluímos com uma discussão ampla e pistas para investigação futura.

O ajustamento intercultural tem sido considerado fator determinante do sucesso em missões internacionais e o conceito-chave do modelo de ajustamento internacional de Black, Mendenhall e Oddou (1991a). O objetivo deste artigo é analisar o ajustamento intercultural de executivos japoneses expatriados. Realizou-se uma pesquisa qualitativa com 37 executivos japoneses expatriados, em 21 empresas de diversos setores no Brasil. Apesar de a literatura considerar os expatriados japoneses exemplos de sucesso, devido às baixas taxas de falhas em missões internacionais, os resultados mostram que eles não se ajustam, pois recebem pouco ou nenhum treinamento intercultural, permanecem distantes dos locais, além de acumularem estresse no trabalho e não poderem falhar. Este artigo contribui para o melhor entendimento do construto do ajustamento intercultural e reforça a necessidade de rever o modelo de Black, Mendenhall e Oddou (1991a) para outras nacionalidades.

In this study, the events following application of the insecticideDemand 2.5 concentrated solution (CS) in the field, to control Tityus stigmurus, were investigated. Data on attitudes and practices relating to scorpionism were collected using a questionnaire. During the months of May to July 2005, 69 premises were monitored on different days following insecticide treatment, focusing on scorpion frequency and mortality. According to the results, 42% of the premises showed scorpion incidence, with an average of three specimens per house. The highest incidence was recorded during the first week following the treatment. Only 7% of the specimens were found dead. Most (72%) of the population showed knowledge about prevention and control measures. Despite this, 100% of the premises presented breeding sites, mainly in debris (79.7%). These results indicate that the scorpion control method used by health agents during this investigation was not efficient, and the results suggest that the method may have had a dispersive effect on these animals.

The epidemiology of animal trypanosomosis around Bobo-Dioulasso (Burkina Faso, West Africa) benefited a lot in the last years from the progress of molecular tools. The two most used molecular techniques were the polymerase chain reaction for the diagnosis of the disease in cattle and the characterization of the trypanosomes in the host and the vector on one hand, and the microsatellite DNA polymorphism in tsetse flies to study the intraspecific genetic variability of the vector on the other hand. The results obtained in the Sideradougou area during a recent two year survey with these techniques, associated with many other georeferenced informations concerning vector and cattle distribution, natural environment, landuse, ground occupation, livestock management, were combined in a Geographical Information System. This new approach of a complex pathogenic system led to a better evaluation of the risk of trypanosome transmission.

The present paper summarizes new approaches regarding the progress done to the understanding of the interaction of Trypanosoma cruzi-cardiomyocytes. Mannose receptors localized at the surface of heart muscle cell are involved in binding and uptake of the parasite. One of the most striking events in the parasite-heart muscle cells interaction is the disruption of the actin cytoskeleton. We have investigated the regulation of the actin mRNA during the cytopathology induced in myocardial cells by the parasite. T. cruzi invasion increases calcium resting levels in cardiomyocytes. We have previously shown that Ca2+ ATPase of the sarcoplasmic reticulum (SERCA) is involved in the invasion of T. cruzi in cardiomyocytes. Treating the cells with thapsigargin, a drug that binds to all SERCA ATPases and causes depletion of intracellular calcium stores, we found a 75% inhibition in the T. cruzi-cardiomyocytes invasion.

Human organism is interpenetrated by the world of microorganisms, from the conception until the death. This interpenetration involves different levels of interactions between the partners including trophic exchanges, bi-directional cell signaling and gene activation, besides genetic and epigenetic phenomena, and tends towards mutual adaptation and coevolution. Since these processes are critical for the survival of individuals and species, they rely on the existence of a complex organization of adaptive systems aiming at two apparently conflicting purposes: the maintenance of the internal coherence of each partner, and a mutually advantageous coexistence and progressive adaptation between them. Humans possess three adaptive systems: the nervous, the endocrine and the immune system, each internally organized into subsystems functionally connected by intraconnections, to maintain the internal coherence of the system. The three adaptive systems aim at the maintenance of the internal coherence of the organism and are functionally linked by interconnections, in such way that what happens to one is immediately sensed by the others. The different communities of infectious agents that live within the organism are also organized into functional networks. The members of each community are linked by intraconnections, represented by the mutual trophic, metabolic and other influences, while the different infectious communities affect each other through interconnections. Furthermore, by means of its adaptive systems, the organism influences and is influenced by the microbial communities through the existence of transconnections. It is proposed that these highly complex and dynamic networks, involving gene exchange and epigenetic phenomena, represent major coevolutionary forces for humans and microorganisms.
