We sought to analyze, from the perspective of professors and students, the reasons and consequences of the expansion of undergraduate courses in nursing, discussing the dilemmas and the contradictions confronting the labor market. It was a qualitative study with data obtained from focus groups, conducted in 18 undergraduate nursing courses in the state of Minas Gerais, during the period of February to October of 2011. The narratives were submitted to critical discourse analysis. The results indicated that the education of the nurse was permeated by insecurity as to the future integration into the labor market. The insecurity translates into dilemmas that referred to employability and the precariousness of the working conditions. In this context, employment in the family health strategy emerges as a mirage. One glimpses the need for a political agenda with the purpose of discussion about education, the labor market and the determinants of these processes.

Karl Polanyi is considered one of the most prominent social scientists of the 20th century. In his writings, an important concern was the relationship between the markets and the society (therefore, the state) as a whole; to discuss it, he introduced the concept of "embeddedness", fundamental for his study of the origins and consequences of the Industrial Revolution. An important part of his heritage is the study of the economic history of what he called "ancient societies," especially of Classical Greece. Polanyi used these studies to compare the ancient societies with his own times, in an effort to understand them all. This paper aims to relate Polanyi's work on the Athenian society with his studies about the modern times, showing that it is possible to draw lessons from Polanyi's thought on the relationship between the society, the state and the market that can help to design a political agenda for our days. In the first part, we present the most important aspects o the life and work of Polanyi, and in the second we discuss the most important aspects of his worldview. Then, in the third part, we study his view of the early Athenian economy; mainly, we focus on the coexistence of a kind of state planning and a market, showing how this understanding is crucial for the whole Polanyian legacy, with its emphasis in the comparison of different societies and times. We conclude by underlining the relevance of this interpretation advanced by Polanyi to understand the societies of our days, focusing on some proposals to extend his approach to deal with our contemporary problems.

The main purpose of this paper is to explore the possibility of articulating Political Discourse Theory (PDT) together with Organizational Studies (OS), while using the opportunity to introduce PDT to those OS scholars who have not yet come across it. The bulk of this paper introduces the main concepts of PDT, discussing how they have been applied to concrete, empirical studies of resistance movements. In recent years, PDT has been increasingly appropriated by OS scholars to problematize and analyze resistances and other forms of social antagonisms within organizational settings, taking the relational and contingent aspects of struggles into consideration. While the paper supports the idea of a joint articulation of PDT and OS, it raises a number of critical questions of how PDT concepts have been empirically used to explain the organization of resistance movements. The paper sets out a research agenda for how both PDT and OS can together contribute to our understanding of new, emerging organizational forms of resistance movements.

The purpose of this paper is to discuss the main characteristics of new Lula's government support. The paper's hypothesis concentrates in the idea of starting a different political approach, "a new populism". The paper argues that Lula's government to keep in power, beyond of going on with the neoliberal project - unfinished in the last years of FHC government -, needs to build up a solid and trustful political support, which is being done by implementing income transfer programs directed to poor people and the ones with less organization experience. This paper also calls the attention to Lula's government nature, in order to clarify the difficulties which should be dealt and the tasks to be developed in building up a political party that defends workers emancipation and Brazilians exploited.

Decisive factors affecting the recent increase in formal employment in Brazil. This paper gives a general overview of the evolution of labour market indicators between 1995 and 2005 in Brazil. It shows an overall increase in formal employment rates from 2001 to 2005, as opposite to what had happened from 1995 to 1999. It is argued that such recent trends might indicate the reconfiguration of the labour market in better terms, with potential positive consequences to the finance performance of the Social Security sector. The paper also examines some of the major factors associated with this new trend and their chances to maintain such tendency in the near future. It's important to notice that all of them may be subject to some kind of political management by the State. In other words, we suggest that there are suficient instruments and operative skills in the Brazilian State to make these and others factors work in favour of a more persistent strategy of development with social inclusion through labour.

Fifteen years of monetary rigidity in Brazil after the Real Plan: a research agenda.The paper makes a review of literature and a research agenda on the anomaly of Brazilian monetary policy. Following a retrospect of the first 15 years after the Real Plan, there is a review of studies aiming to explain the high real interest rate. None of the summarized theses can completely explain the phenomenon. The main research opportunities are: deepening of empirical evidence of monetary policy efficacy loss; improvement in mensuration of its inefficacy; and improvement of alternative instruments to control inflation. The field of political economy is also fertile. One should assess the relevance of oligopolies as an explaining factor of persistence of high inflation.

A idéia central do artigo é que o fim da Guerra Fria no final da década de 1980 não deve ser interpretado como um episódio e sim como parte de um amplo processo de mudança. A partir desta idéia, tenta-se demonstrar, por meio de visões expressas em várias obras e artigos, que o processo que levaria ao fim da Guerra Fria já estava em andamento quase duas décadas antes de 1989. Na parte final, propõe-se a lógica da ação coletiva de Olson e o descompasso no desenvolvimento das regiões como instrumentais teóricos para compreender o caráter eminentemente instável da ordem internacional. A conclusão é que a complexa agenda internacional da realidade contemporânea não é muito diferente da que predominava na última década da Guerra Fria, mas a forma como as questões são percebidas e encaminhadas se modificou substancialmente.

As relações internacionais passaram a refletir, em ritmo crescente, a partir dos anos 1990, a exigência de moralização do espaço público. O tema da ética, já presente na agenda política interna, é incorporado no programa de ação dos organismos multilaterais e cobrado cada vez mais intensamente dos agentes políticos. Nos campos interno como externo a agenda ética contemporânea articula-se sobretudo em torno dos direitos humanos, como pauta de valores comportamentais válida de igual forma para indivíduos e coletividades, inclusive as politicamente institucionalizadas. Disso dão exemplo a política interna e externa brasileira, a tendência organizacional dos blocos regionais, como a União Européia, e a "cláusula social" tornada indispensável às relações econômicas, comerciais e financeiras.

Este artigo analisa a agenda política para a governança econômica global para os próximos cinqüenta anos. Segundo o autor, o grande crescimento populacional proveniente dos países pobres induzirá uma maior participação desses países na tomada de decisão no âmbito internacional, fomentando a troca de informações e experiências entre os países ricos e pobres. Por fim, há uma breve explanação de outras razões pelas quais os países emergentes deveriam ter maior voz na governança econômica global.

Este artigo trabalha a tese de que a agenda de segurança dos EUA para Colômbia, que adquire expressão concreta em mecanismos como o Plano Colômbia e a Iniciativa Regional Andina, continuará sendo o eixo central da política de segurança na região sul-americana. No entanto, a noção de segurança que têm em mente os decisions makers dos EUA no caso colombiano reflete uma visão nas percepções de ameaças na que se misturam fortemente elementos novos ("as novas ameaças"), como o tráfico de drogas e fatores clássicos.

Agenda Internacional de Segurança mudou após o fim da Guerra Fria. Surgiram novas ameaças, frequentemente domésticas, que vão de encontro às tradicionais teorias de segurança. Este artigo analisa documentos oficiais produzidos por atores nacionais e internacionais. É possível concluir que existem incentivos políticos e jurídicos para a participação de militares em atividades policiais. Essa participação, contudo, pode apresentar riscos para a democracia.

Cuba passou por muitas transformações após a Guerra Fria. A economia está mais diversificada e o país logrou escapar do isolamento internacional, estabelecendo parcerias com China, União Européia e América Latina. Além disso, a transformação na comunidade cubano-americana coloca em posições de influência ativistas mais jovens, com maior disposição para o diálogo com os Estados Unidos, inclusive em temas comerciais. Contudo, é difícil que as negociações avancem em pontos controversos, pela relutância de Havana em liberalizar o regime político.

This article discusses Brazil's multilateral policy under Luiz Inácio Lula da Silva's administration, highlighting economic, political and environmental themes. The main argument is that Brazil's multilateral relations during this government reached a new significance with the reinforcement of international coalitions and the articulation with the country's new development model. The country has been using multilateral forums as a way to achieve international projection and support for its development project, highlighting bargaining aspects, variable geometry coalitions and the strengthening of South-South cooperation

El artículo analiza la búsqueda de posiciones comunes del Mercosur Ambiental, teniendo en cuenta la evolución del proceso regional. Desde el constructivismo social se pretende identificar las contribuciones de las comunidades epistémicas y de la sociedad civil para definir una agenda ambiental para Brasil y Argentina, y se describen algunas perspectivas.
