What are Indian and Japanese reactions to China's rise in economic, political and military terms? According to realist tradition, their option would be between balancing and bandwagoning. Applying Stephen Walt's balance of threats approach, this work aims to analyze Indian and Japan responses to an increasingly powerful China; its conclusions point to an evolving relationship between India and Japan, in military terms, especially after 2005.

In 1996, Brazil adopted a worldwide income tax system for corporations. This system represents a fundamental change in how the Brazílian government treats multinational transactions and the tax minimizing strategies relevant to businesses. In this article, we describe the conceptual basis for worldwide tax systems and the problem of double taxation that they create. Responses to double taxation by both the governments and the priva te sector are considered. Namely, the imperfect mechanisms developed by Brazil and other countries for mitigating double taxation are analyzed. We ultimately focus on the strategies that companies utilize in order not only to avoid double texetion, but also to take advantage of tax havens.

Optimal financiai strategies are criticai for long term survival in competitive international markets. Financial strategies pertaining to transfer pricing have become increasingly important as income tax authorities seek additional revenues through increased monitoring of company practices. In this first of two articles, optimal tax strategies are presented after reviewing the transfer pricing concept and the rationale underlying governments' increased focus on transfer pricing. In the second forthcoming article, we analyze the effect of government restrictions on optimal pricing strategies.

Transfer pricing is a pervasive issue that presents significant tax savings potential concerning international enterprises. The authors discuss company incentives to manage transfer prices in an article appearing in the preceding issue of this journal. In response to these incentives, governments have increasingly enacted and enforced domestic restrictions on transfer prices. In this article, contemporary norms restricting transfer pricing are analyzed. The OEGO and US pricing standards are assessed and Brazil's recent application of these standards is considered. Transfer pricing methods are described and evidence of their use is presented. We conclude by describing an intercompany transfer pricing policy intended to facilitate internaI financiaI management and minimize externaI tax threats.

Multi-national enterprises often attempt to replicate successful management practices in "foreign" environments. However, such practices may be ethnocentric because they fit the assumptions, behaviors, expectations, and values of the home cultural environment. Unless the underlying assumptions are shared, transfer to a differing environment may fail. Even if the focus is shifted from cultural differences to implementation, implementation approaches may also be criticized as ethnocentric for the same reasons. In this article, a non-ethnocentric model is expanded and used to test the portability of one management practice, performance appraisal, from the USA to Brazil. This "Test of Portability" may help managers understand which management practices are portable, and, perhaps even more valuable, provide a rationale for adaptation or rejection.

Este estudo usa um modelo intertemporal de equilíbrio geral de precific§Ã£o de ativos para estudar a estrutura a termo das taxas de juros. Nesse modelo, expectativas, aversão ao risco, alternativas de investimento e preferências quanto ao momento do consumo atuam na determin§Ã£o dos preços. Muitos fatores tradicionalmente mencionados como influentes sobre a estrutura a termo são, assim, incluídos de uma maneira plenamente condizente com o comportamento maximizador e as expectativas racionais. O modelo leva a fórmulas específicas de preços de debêntures que são bastante adequadas a testes empíricos.

The International Business Environment (IBE) has been argued to be the essential context for international business (IB) studies and the distinguishing factor from other management studies and studies of large enterprises. Two content analysis show that many papers published in top tier IB journals either lack reference to any dimension of the IBE or tend to be uni-or bi-dimensional when addressing the IBE; it is not a surprise that the cultural dimension is the most often used. We suggest that: (a) there is need to developed more uni-and multi-dimensional environmental constructs; (b) a more holistic view of the IBE provides richer insights on the actual complexity underlying IB research. Future studies that provide more comprehensive models of the IBE that overcome the usual broad classifications of the international environment as undefined and uncontrollable factors are warranted to advance conceptual and empirical research.

Este artigo aborda a Terra do Meio (PA), região brasileira localizada em um dos estados mais conflituosos da Amazônia, que tem se convertido em um desafio simbólico para a gestão pública integrada neste p­s. Ela está em um contexto que traz elementos característicos de um complexo sistema geopolítico: grilagem de terras e explor§Ã£o irracional dos recursos naturais; baixa presença do Estado; falta de integr§Ã£o das políticas públicas que incidem sobre o território. A existência de um movimento social estruturado e a intervenção de ONGs socioambientalistas na proteção e conserv§Ã£o da biodiversidade e das popul§Ãµes tradicionais (índios, ribeirinhos, seringueiros e agricultores familiares) formam o cenário em questão. Este artigo apresenta a caracteriz§Ã£o socioambiental e econômica da região e discute o mosaico de unidades de conserv§Ã£o e o corredor de biodiversidade do Xingu como alternativas para um plano de ordenamento territorial como perspectiva de gestão integrada para a região.

O artigo examina a maneira como imagens de liderança indígena Waimiri-Atroari estão sendo usadas para divulgar mensagens, através da mídia, que rebatem as críticas dirigidas à implant§Ã£o de grandes usinas hidrelétricas em áreas indígenas e suas conseqüências altamente nocivas para os povos indígenas atingidos. As imagens apóiam a política do setor elétrico de implantar mais hidrelétricas que incidem em territórios indígenas na região amazônica. Esta estratégia tem sido usada, sobretudo, após as manifest§Ãµes em Altamira, em 1989, contra a construção de um complexo de usinas hidrelétricas no vale do rio Xingu que afetariam dezenas de aldeias indígenas, e a mobiliz§Ã£o do movimento político indígena nos anos recentes.

OBJETIVO: Investigar efeitos de curto prazo da poluição atmosférica na morbidade respiratória de menores de 15 anos e na mortalidade de idosos. MÉTODOS: O estudo foi realizado na cidade de São Paulo, Brasil. Foram analisadas as contagens diárias de admissões hospitalares, de menores de 15 anos e de mortes de idosos (>64 anos) no período de 1993 a 1997, em rel§Ã£o às vari§Ãµes diárias de poluentes atmosféricos (PM10, CO, O3). Foi utilizada para análise a regressão de Poisson em modelos aditivos generalizados. Os modelos foram ajustados para efeitos da tendência temporal, sazonalidade, dias da semana, fatores meteorológicos e autocorrel§Ã£o. RESULTADOS: Vari§Ãµes do 10° ao 90° percentil dos poluentes foi significativamente associada com o aumento de admissões por doenças respiratórias em menores de 15 anos para PM10 (%RR=10,0), CO (%RR=6,1) e O3 (%RR=2,5). Associ§Ã£o similar foi encontrada para mortalidade em idosos e PM10 (%RR=8,1) e CO (%RR=7,9). CONCLUSÕES: Os resultados encontrados são coerentes com os estudos que apontam associ§Ã£o entre vari§Ãµes de curto prazo dos poluentes atmosféricos e incremento na morbidade e mortalidade nos grandes centros urbanos.

OBJECTIVE: To estimate the validity of three single questions used to assess self-reported hearing loss as compared to pure-tone audiometry in an adult population. METHODS: A validity study was performed with a random sub-sample of 188 subjects aged 30 to 65 years, drawn from the fourth wave of a population-based cohort study carried out in Salvador, Northeastern Brazil. Data were collected in household visits using questionnaires. Three questions were used to separately assess self-reported hearing loss: Q1, "Do you feel you have a hearing loss?"; Q2, "In general, would you say your hearing is 'excellent,' 'very good,' 'good,' 'fair,' 'poor'?"; Q3, "Currently, do you think you can hear 'the same as before', 'less than before only in the right ear', 'less than before only in the left ear', 'less than before in both ears'?". Measures of accuracy were estimated through seven measures including Youden index. Responses to each question were compared to the results of pure-tone audiometry to estimate accuracy measures. RESULTS: The estimated sensitivity and specificity were 79.6%, 77.4% for Q1; 66.9%, 85.1% for Q2; and 81.5%, 76.4% for Q3, respectively. The Youden index ranged from 51.9% (Q2) to 57.0% (Q1) and 57.9% (Q3). CONCLUSIONS: Each of all three questions provides responses accurate enough to support their use to assess self-reported hearing loss in epidemiological studies with adult populations when pure-tone audiometry is not feasible.

OBJECTIVE: To assess the effect of a health promotion program on cardiometabolic risk profile in Japanese-Brazilians. METHODS: A total of 466 subjects from a study on diabetes prevalence conducted in the city of Bauru, southeastern Brazil, in 2000 completed a 1-year intervention program (2005-2006) based on healthy diet counseling and physical activity. Changes in blood pressure and metabolic parameters in the 2005-2006 period were compared with annual changes in these same variables in the 2000-2005 period. RESULTS: During the intervention, there were greater annual reductions in mean (SD) waist circumference [-0.5(3.8) vs. 1.2(1.2) cm per year, p<0.001], systolic blood pressure [-4.6(17.9) vs. 1.8(4.3) mmHg per year, p<0.001], 2-hour plasma glucose [-1.2(2.1) vs. -0.2(0.6) mmol/L per year, p<0.001], LDL-cholesterol [-0.3(0.9) vs. -0.1(0.2) mmol/L per year, p<0.001] and Framingham coronary heart disease risk score [-0.25(3.03) vs. 0.11(0.66) per year, p=0.02] but not in triglycerides [0.2(1.6) vs. 0.1(0.42) mmol/L per year, p<0.001], and fasting insulin level [1.2(5.8) vs. -0.7(2.2) IU/mL per year, p<0.001] compared with the pre-intervention period. Significant reductions in the prevalence of impaired fasting glucose/impaired glucose tolerance and diabetes were seen during the intervention (from 58.4% to 35.4%, p<0.001; and from 30.1% to 21.7%, p= 0.004, respectively). CONCLUSIONS: A one-year community-based health promotion program brings cardiometabolic benefits in a high-risk population of Japanese-Brazilians.
