El artículo analiza los intereses y prioridades de la política económica externa de los Estados Unidos y las complejas relaciones entre Washington y el gobierno de Buenos Aires en relación a la puesta en marcha del Plan Marshall de reconstrucción de Europa Occidental. La no participación de la Argentina en él dificultó su proceso de industrialización al restringir su comercio con el viejo continente e impedirle obtener las divisas necesarias para comprar en los EEUU, proveedor fundamental de los bienes que necesitaba.

Abstract In the present article we analyze the characteristics and the reception of the first plan for global governance, the New Cyneas by Émeric Crucé. With this goal in mind, we examine the history of its readings and the possible influence on the Duke of Sully's project for European confederation, the case most often cited by historians of ideas. Our analysis takes into consideration the 17th century reception, the scant dissemination of the work and the possible causes of its limited impact. Our conclusions support, on the one hand, the novelty of Crucé's principal ideas, and on the other, their limited impact over the time with the exception of the period surrounding the creation of the League of Nations.

Coffee cultivation via central-pivot fertigation can lead to fertilizer losses by soil profile internal drainage when water application is excessive and soils have low water retention and cation adsorption capacities. This study analyses the deep water losses from the top 1 m sandy soil layer of east Bahia, Brazil, cultivated with coffee at a high technology level (central-pivot fertigation), using above normal N fertilizer rates. The deep drainage (Q) estimation is made through the application of a climatologic water balance (CWB) program having as input direct measures of irrigation and rainfall, climatological data from weather stations, and measured soil water retention characteristics. The aim of the study is to contribute to the understanding of the hydric regime of coffee crops managed by central-pivot irrigation, analyzing three scenarios (Sc): i) rainfall only, ii) rainfall and irrigation full year, and iii) rainfall and irrigation dry season only. Annual Q values for the 2008/2009 agricultural year were: Sc i = 811.5 mm; Sc ii = 1010.5 mm; and Sc iii = 873.1 mm, so that the irrigation interruption in the wet season reduced Q by 15.7%, without the appearance of water deficit periods. Results show that the use of the CWB program is a convenient tool for the evaluation of Q under the cited conditions.

OBJETIVO: Aplicar una técnica que oriente la distribución de recursos financieros del Plan de Atención Básico para acciones colectivas, según las condiciones de salud diferenciales. MÉTODOS: Se parte de la estimación previa de un índice global de salud mediante análisis de componentes principales, que jerarquiza las localidades de Bogotá, Colombia, en grupos según su estado de salud: "peor" estado, "intermedio" y "mejor" que los anteriores. Se aplica una técnica de mínimos cuadrados que minimice la diferencia entre el índice global de salud observado y un índice esperado con la inversión de tales recursos. RESULTADOS: Se obtiene la distribución de los recursos del Plan de Atención Básico para las veinte Localidades, destinando una cifra superior a la mediana Distrital en las Localidades con "peor" estado de salud. Además, se identifican las Localidades con déficit para el cubrimiento universal de la población de acuerdo con la destinación per cápita de dichos recursos. CONCLUSIÓN: La técnica utilizada pone en evidencia la diferencia en las condiciones de salud entre las localidades con "peor" estado de salud, con respecto a las localidades con "mejor" estado, a pesar de la incremento en la asignación del Plan de Atención Básico, indicando la necesidad de inversión social a nivel intersectorial en dichas localidades.

Specimens of Spinitectus osorioi Choudhury and Pérez-Ponce de León, an intestinal nematode species previously considered to be specific to Chirostoma spp and endemic to some lakes in the Pacific drainage in Michoacán, were collected from the freshwater fish Atherinella alvarezi (Díaz-Pardo) (Atherinopsidae) of the Michol River near Palenque, Chiapas, Southern Mexico, which belongs to the Atlantic drainage system. Studies using light and scanning electron microscopy revealed some taxonomically important, previously unreported or erroneously reported features of S. osorioi, such as the location of the vulva, the actual number and distribution of postanal papillae and phasmids and the presence of a short median cuticular ridge anterior to the cloacal opening (in addition to two long subventral ridges). The recorded somewhat shorter spicules (420-465 and 105-111 μm) and mostly smaller eggs (33-36 × 18-20 μm) as compared to the original species description may be due to a different type of host, geographical region or generally smaller body measurements of these specimens. These biometrical differences are considered to be within the limits of the intraspecific variability of S. osorioi. A key to species of Spinitectus parasitizing freshwater fishes in Mexico is provided.
