This paper reexamines the issue of international financial capital mobility, which is today's economic orthodoxy. Discussion is often framed in terms of the impossible trinity. That framing distorts discussion by representing capital mobility as having equal significance with sovereign monetary policy and control over exchange rates. It also distorts discussion by ignoring possibilities for coordinated monetary policy and exchange rates, and for managed capital flows. The case for capital mobility rests on neo-classical economic efficiency arguments and neo-liberal political arguments. The case against capital mobility is based on Keynesian macroeconomic inefficiency arguments, neo-Walrasian market failure arguments, and neo-Marxian arguments regarding distortion of the social structure of accumulation. Close examination shows the case for capital mobility to be extremely flimsy, pointing to the ideological dimension behind today's policy orthodoxy.

The fundamental concepts of the green chemistry are highlighted in order to present the enormous number of challenges to develop a new chemistry in research, industry and education. The practice of an environmental friendly chemistry are presented to improve the economics of chemical manufacturing and to enhance the much-tarnished image of chemistry and to present the opportunities to discover and apply this new chemistry. The challenges and opportunities of green chemistry in the world and Brazil are introduced and discussed in this report.

The ecological and evolutionary economics of Georgescu-Roegen. The main argument of this paper is that Georgescu-Roegen's contributions represent a major disruption with economics' pre-analytic vision. He rejected at the same time both the closed and circular view of the economy and the mechanic analogies that oriented economics in the past century. Even though his influence has been felt mainly in the field of ecological economics, his epistemological contributions represent a major challenge to equilibrium thinking. Nowadays, treating economic systems as complex and evolutionary systems is becoming not only acceptable, but also a trend in the way political economy is made. We defend that Georgescu-Roegen's disruption represents a scientific revolution in economics, in the sense attributed by Kuhn.

A study about the victimization in the city of São Paulo. This paper applies the crime economics theory to Brazilian data. Following Becker (1968), Hinderlang et al. (1978) and Cohen et al. (1981), we tested the microeconomic factors that influence crime and victimization. For this end, the two waves of research of victimization of the Instituto Futuro Brasil, 2003 and 2008, were used in an effort to identify the determinants of victimization and police notification, using probit model. The main results suggest the factors which impact significantly the probability of victimization are the demographic characteristics, economic conditions and personal habits. The models of "life style" and "opportunity" seem to have good performance.

Quality of municipal public spending on primary education in Brazil. The focus of this paper was to analyze the relationship between municipal public education spending and students' academic achievement, evaluated according to IDEB (Index of Basic Education Development) of 2005. The following databases were used: School Census 2005, Brazil Exam (mathematics evaluation applied to students from fourth grade of elementary school) and Finance of Brazil (FINBRA). A multilevel model was estimated and the results suggest that simply increasing the percentage of municipal expenditures on education or the percentage of spending on primary education in relation to municipal expenditures on education do not automatically guarantee improvements in the quality of education.

One of the merits of contemporary economic analysis is its capacity to offer accounts of choice behavior that dispense with details of the complex decision machinery. The starting point of this paper is the concern with the important methodological debate about whether economics might offer accurate predictions and explanations of actual behavior without any reference to psychological presuppositions. Inspired by an exercise of rational reconstruction of ideas, I aim to offer an interpretation of the process of freeing economic analysis from psychology at the end of the 19th century and the contemporary resurrection of behavioral approaches in the late 1980s.
