The study of public administration has been characterized as a strong international focus, as both governments and scholars have sought to learn from the experience of other societies. While in a perfect world, one would expect a sort of pragmatic universalism, instead, many scholars tend to bring lessons from one country, or from a single cultural reality. This modest contribution lies in showing a series of national experiences rarely brought to the discourse about public administration in Brazil: Canada, Australia, India and the Philippines. Special emphasis will be given to the following: the origins and the development of public administration; the influence of ideology; and the complex tension between global theory and local practices.

The objective of the present study was to investigate the psychometric properties and cross-cultural validity of the Beck Depression Inventory (BDI) among ethnic Chinese living in the city of São Paulo, Brazil. The study was conducted on 208 community individuals. Reliability and discriminant analysis were used to test the psychometric properties and validity of the BDI. Principal component analysis was performed to assess the BDI's factor structure for the total sample and by gender. The mean BDI score was lower (6.74, SD = 5.98) than observed in Western counterparts and showed no gender difference, good internal consistency (Cronbach's alpha 0.82), and high discrimination of depressive symptoms (75-100%). Factor analysis extracted two factors for the total sample and each gender: cognitive-affective dimension and somatic dimension. We conclude that depressive symptoms can be reliably assessed by the BDI in the Brazilian Chinese population, with a validity comparable to that for international studies. Indeed, cultural and measurement biases might have influenced the response of Chinese subjects.

As relações internacionais passaram a refletir, em ritmo crescente, a partir dos anos 1990, a exigência de moralização do espaço público. O tema da ética, já presente na agenda política interna, é incorporado no programa de ação dos organismos multilaterais e cobrado cada vez mais intensamente dos agentes políticos. Nos campos interno como externo a agenda ética contemporânea articula-se sobretudo em torno dos direitos humanos, como pauta de valores comportamentais válida de igual forma para indivíduos e coletividades, inclusive as politicamente institucionalizadas. Disso dão exemplo a política interna e externa brasileira, a tendência organizacional dos blocos regionais, como a União Européia, e a "cláusula social" tornada indispensável às relações econômicas, comerciais e financeiras.

China e Índia fazem parte do noticiário cotidiano. Dois momentos históricos recentes marcaram aqueles países. O primeiro foi a abertura chinesa para o exterior, na década de 1980. O segundo é a emergência indiana atual. A maioria das análises disponíveis, no entanto, se esgota na expansão das duas economias. O artigo, contudo, busca situar o impacto que a multiculturalidade daquelas civilizações poderá causar em novo ordenamento internacional, distinto do atual, onde prevalece a força militar e o poder econômico. São apresentadas, em linhas gerais, as origens e a espiritualidade dos povos em questão.

No Mercosul, as questões culturais estão ausentes. Os ricos patrimônios culturais dos Estados-membros permanecem pouco conhecidos, não são utilizados como instrumentos para a construção de vínculos de confiança e de cooperação entre seus povos. Os resultados da atuação da Reunião dos Ministros da Cultura do Mercosul revelam a ausência uma diplomacia cultural dos países e do Bloco, cujas prioridades são as de natureza comercial.

This study aims to understand how Chinese enterprises acted in Brazilian energy and telecommunication sectors in the past ten years and whether they would be leading to an increase in the asymmetries between Brazil and China. It argues that the asymmetries presented in the relations are due in large part to successful Chinese enterprises' strategies.

This paper analyzes People's Republic of China (PRC) economic and political ascendance in the 21st century focusing on the evolution of the sui generis economic development model and its significances of the evolution of relationship between China and the developing countries in the peripheral "Global South." The objective of this article is to analyze the relationship between China and the Global South (Africa and South America) in the 21st century, characterized as a new Center-periphery global network power based on trade and investment that we call as "Asian Consensus."

The rise of large developing countries has led to considerable discussions of re-balancing global relations and giving greater priority to understanding South-South relations. This paper, in exploring the central ideas of Chinese and Brazilian foreign policy and the behavior of these two rising Southern countries toward Sub-Saharan Africa, argues that the English School of International Relations is well suited to understanding the intentions and actions that characterize South-South relations.
Chinese energy policy progress and challenges in the transition to low carbon development, 2006-2013

If the world is not to jeopardize the chances for human life on Earth, climate change must be mitigated; therefore, achieving low carbon development is crucial. China is the world's greatest GHG emitter, energy producer and energy consumer; investigating its energy-climate policy developments and international positions are of utmost importance to understand and tackle current stumbling blocks of the global energy and climate governance.

Throughout the last thirty years of opening to the world Beijing has stressed that its rise will be peaceful and that, from a strategic point of view, China is exceptional. There are many challenges facing Beijing's response to the US rebalancing to the Asia-Pacific, but we consider that the ones with greater impact are, in point of fact, of a domestic nature and constitute limits to Chinese exceptionalism.

The text defends the thesis that China is aware that its process of modernization is still recent and needs more growth, maturation and consolidation to assume the role and responsibilities of a regional or even a global leader. This text pursues an understanding about the Chinese stance in relation to the negotiations for the redefinitions of the International Order and the International System (and, hence, Global Governance) and, secondly, seeks to perceive the reactions of non-developed and developed countries in relation to Chinese strategies.

A abordagem convencional do problema da formação de filas para agendar consultas médicas assume, como pressuposto, que a causa primeira está em uma demanda impossível de ser atendida com os recursos disponíveis. Este artigo aponta outras causas, até então desconhecidas, que fundamentaram o desenvolvimento de uma sistemática que fez as filas desaparecerem sem que houvesse aumento no número de médicos ou de consultas/médicos. Essa sistemática é apresentada e analisada em seus aspectos significativos de desenvolvimento e implantação.
