Although inflation target regime seeks to serve as a reference for the expectation formation process of the agents, its implementation does not necessarily imply the acquisition or the best result in terms of economic growth. The present article aims the development of a model that explains, by firms' investment decisions, the product path behavior, undertaking monetary authority may present distinct situations associated with the reputation-credibility-transparency trinomial. The article also detaches different kinds of reputation and its degrees.

The State and the economy in South Korea: from the developmentist state to the Asian crisis and later recovery. The article focuses on the institutions of South Korean capitalism and on the interactions between the state and the economy. The economic model in South Korea was characterized by a very interventionist state, which played a very active role in the process of industrialization. However, South Korea suffered a severe crisis in 1997, attributed by many authors to the distortions inherent to strong state intervention. The article shows that the crisis was a result of the combination between internal economic fragilities and a rapid process of financial deregulation, which undermined the state's capacity of control. The crisis, nevertheless, does not disqualify the role of the national institutions in the very successful process of industrialization. Despite the reforms, the Korean capitalism conserves much of the previous model of business organization and industrial relations. The state continues strong and played active role in the process of economic reforms. There are, nevertheless, doubts about the impacts of the reforms and the new configuration of Korean capitalism. They will depend on the current transformations in world economy and in the East Asian countries.

Marshall and the critics to the classical political economy. This paper analyzes the period of transition between the millian orthodoxy and the marshallian orthodoxy with special emphasis on the influence of the economic debates of the 1870's and 1880's in the genesis of Marshall's conceptions. It is argued that in these decades Political Economy was questioned in three different fronts: by the theoretical critics, by the adepts of the historical method, and by the humanists. It is also argued that Marshall answered these criticisms, sometimes by accepting and incorporating them, sometimes by rejecting them, and in doing so he was able to construct a new disciplinary consensus - that gave the foundations to the practice of the next generation of economists.

The ecological and evolutionary economics of Georgescu-Roegen. The main argument of this paper is that Georgescu-Roegen's contributions represent a major disruption with economics' pre-analytic vision. He rejected at the same time both the closed and circular view of the economy and the mechanic analogies that oriented economics in the past century. Even though his influence has been felt mainly in the field of ecological economics, his epistemological contributions represent a major challenge to equilibrium thinking. Nowadays, treating economic systems as complex and evolutionary systems is becoming not only acceptable, but also a trend in the way political economy is made. We defend that Georgescu-Roegen's disruption represents a scientific revolution in economics, in the sense attributed by Kuhn.

A master in the periphery of capitalism. Maria da Conceição Tavares is an eminent figure in Brazilian economic thought, especially in heterodox circles. She has tackled various issues, such as underdevelopment, from the perspective of a "critique of political economy". The purpose of this article is to identify the main theoretical references, as well as the methodological stance, in Tavares's works, by revisiting the author's critical dialogue with some strands of Political Economy. Although Tavares's work sets up a dialogue with various economists, the paper will focus on her interpretation of Marx, Keynes and Kalecki, whose ideas are of utmost importance for the construction of her analytical framework.

The Brazilian economy pulled by the aggregate demand. This article aims to present the demand-led growth theory and some empirical evidences for a demand-led growth regime in Brazil. First of all, we will do a brief review of the theory of demand led-growth, based in the seminal work of Kaldor (1988), for whom long-run growth is determined by the growth rate of consumption expenditures and the growth rate of exports. Based in the empirical methodology developed by Atesoglu (2002), we run some econometric tests for the hypothesis of demand-led growth for Brazilian economy. The results of such tests shown that near of 85% of GDP growth in Brazil in the period 1991-2005 is explained by variables at the demand side of the economy. Besides that, based in the methodology developed by Ledesma and Thirwall (2002), we shown that natural rate of growth for Brazilian economy is endogenous, increasing during boom times. This means that appears to be no restrictions in the supply side of the economy for a faster growth of Brazilian economy. Finally, we argue that a necessary condition for a sustained growth of Brazilian economy is the adoption of a export-led growth model. For such it is necessary to put an end on the actual over-valuation of real exchange rate.

Development conventions in Lula's mandates: an essay on political economy. This article analyses the different development proposals put forward during the two Lula Presidential mandates. It is argued that such proposals are structured as "development conventions", which involve different priorities and different solutions to the problem of structural transformation. Their analytical frame is also different as are the interest groups which uphold them. Therefore their epistemology must be placed in the political economy context. It is argued that, notwithstanding the weight gained by a "developmental" convention over the second mandate, a "stability" convention is still hegemonic and commands macroeconomic policies.

From political economy to economic policy: The neo-developmentalism and the Lula administration. This article critically reviews the design of neo-developmentalist economic policies in Brazil, in the first half of the last decade, and their relationship with the economic policies of the Lula administration after 2006. Paradoxically, the neo-developmentalist policies were implemented jointly with the main (neoliberal) macroeconomic policies which had been introduced earlier. The article reviews the relevant literature, and examines the contradictory nature of this 'inflection' of economic policy. So far, this combination of policies has achieved an unquestionable - though provisional - success, despite the persistence of the structural macroeconomic problems due to the continuity of the neoliberal policies.

Implicit reciprocity and growth in the international economy: a structuralist perspective. This paper discusses some of the structuralist ideas about international coordination and growth in an international system formed by countries whose productive structures and technological capabilities are strongly asymmetric. These ideas are formalized taking as a point of departure the Keynesian Balance-of-Payments constrained growth model with two countries. To this model is added a function (based on the catching up literature) in which the income elasticity of the demand for exports and imports depends on the technology gap. The model allows for discussing the inter-relations between the fiscal and the industrial and technological policies. It also allows for finding the rate of growth of autonomous expenditure in the periphery which ensures that it will use all the foreign exchange it earns in promoting economic growth (the principle of "automatic reciprocity").

Democracy and efficiency: hard relations between politics and economy. Many economists see politics as an irrational activity. They also think state action usually generates market inefficiencies and democratic institutions, such as elections, often work as obstacles to sound economic measures. Showing that vision has been embedded into the main currents of economic thought since the last century, we also argue those ideas are exported to great part of contemporary political science, including the area of public policies. Examining the literature, we show that rational choice political scientists, as the economists, claim governability and effective decisions will be guaranteed mainly through concentrated arenas or through insulated arrangements able to protect policy makers from political interference. In other words, governability depends on the reduction of the political arenas. On the contrary, we reject this technocratic solution of splitting politics from economy. With the support of classical pluralist thinkers, we stand another conception, arguing politics is the privileged social space for building interests and values in an institutionalized way. The difficulties to surpass current international crises since 2008 reveal this is a crucial problem: reducing politics would prevent societies from improving institutional solutions which are the only ones able to give space to emerging conflicts and, then, reach eventual consensus around them.

This paper presents the two major hypotheses explaining the relatively higher GDP growth of Northeast, when compared to the one for the whole country. These hypotheses are that governmental transferences towards the poorest and the rises in minimum wages are responsible for such relative performance. They are formally presented theoretically and a method to test their relative role is developed, relying on county data for the period 2000 to 2006. The results indicate that the Bolsa Familia Program had a higher positive impact in the GDP growth rate of the region than the rises in Minimum wage.

Complexity and constructivism in economics. This paper attempts to show and summarize the concept of rules, order and complexity introduced around the mid-twentieth century by Friedrich August von Hayek. It also attempts to create a current parallel between those concepts and the field of complexity economics. At the time of his writings, the author sought to present arguments against the Cartesian rationality. Nowadays, the concepts presented by him could also serve as arguments against the way of thought used in mainstream microeconomics. A debate can now be seen between the mainstream microeconomics and the authors of the complexity theory applied to the economy, which can be understood as explanations guided by generic assumptions versus natural explanations guided in a computational approach.
