Hydrometra argentina Berg, 1879, H. caraiba Guérin-Méneville, 1857 and H. guianana Hungerford & Evans, 1934 are newly recorded in the Amazon River floodplain, Brazil. A redescription of H. argentina is also given, as the original description is incomplete. A key to the three known species occurring in this region is provided. Hydrometra argentina can be distinguished from H. caraiba and H. guianana by the body length smaller than 12.50 mm, anteoculus/postoculus ratio between 1.80 and 2.00, clypeus narrow and conical, metacetabulum with no circular pits, and projections on male abdominal sternite VI in the shape of simple spines. The other species can be distinguished mainly by the anteoculus/postoculus ratio and position of projections on male abdominal sternite VI.

Blood pressure (BP) and physical activity (PA) levels are inversely associated. Since genetic factors account for the observed variation in each of these traits, it is possible that part of their association may be related to common genetic and/or environmental influences. Thus, this study was designed to estimate the genetic and environmental correlations of BP and PA phenotypes in nuclear families from Muzambinho, Brazil. Families including 236 offspring (6 to 24 years) and their 82 fathers and 122 mothers (24 to 65 years) were evaluated. BP was measured, and total PA (TPA) was assessed by an interview (commuting, occupational, leisure time, and school time PA). Quantitative genetic modeling was used to estimate maximal heritability (h²), and genetic and environmental correlations. Heritability was significant for all phenotypes (systolic BP: h² = 0.37 ± 0.10, P < 0.05; diastolic BP: h² = 0.39 ± 0.09, P < 0.05; TPA: h² = 0.24 ± 0.09, P < 0.05). Significant genetic (r g) and environmental (r e) correlations were detected between systolic and diastolic BP (r g = 0.67 ± 0.12 and r e = 0.48 ± 0.08, P < 0.05). Genetic correlations between BP and TPA were not significant, while a tendency to an environmental cross-trait correlation was found between diastolic BP and TPA (r e = -0.18 ± 0.09, P = 0.057). In conclusion, BP and PA are under genetic influences. Systolic and diastolic BP share common genes and environmental influences. Diastolic BP and TPA are probably under similar environmental influences.

The record of successful developmental states in East Asia and the partial successes of developmental states in Latin America suggest several common preconditions for effective state intervention including a Weberian bureaucracy, monitoring of implementation, reciprocity (subsidies in exchange for performance), and collaborative relations between government and business. Although Brazil failed to develop the high technology manufacturing industry and exports that have fueled sustained growth in East Asia, its developmental state had a number of important, and often neglected, successes, especially in steel, automobiles, mining, ethanol, and aircraft manufacturing. Where Brazil's developmental state was less successful was in promoting sectors like information technology and nuclear energy, as well as overall social and regional equality. In addition, some isolated initiatives by state governments were also effective in promoting particular local segments of industry and agriculture. Comparisons with East Asia, highlight the central role of state enterprises in Brazil that in effect internalized monitoring and reciprocity and bypassed collaboration between business and government (that was overall rarer in Brazil).

O artigo apresenta uma reflexão de teoria e polÃtica, que busca inserir a análise da polÃtica exterior de Argentina, Brasil e Chile no quadro das relações hemisféricas (Estados Unidos) e do Mercosul. No caso dos três paÃses latino-americanos, apresenta-se uma identificação das tendências predominantes na interpretação da inserção possÃvel, da visão de si mesmos no atual sistema internacional e uma aproximação geral das agendas bilaterais, sub-regionais e da agenda hemisférica norte-americana.

Este artigo procura mostrar que a Argentina não está numa encruzilhada na sua polÃtica externa, tendo que escolher entre Mercosul ou Alca. Ao contrário, a Argentina vê o Mercosul como um caminho que leva à Alca, afirmando uma posição que se tornou possÃvel depois da confluência de outros fatores, como a posição brasileira frente a Alca e o modelo de integração regional proposta para o Mercosul.

Este artigo busca identificar os fatores que concorrem para explicar a mudança no eixo entre a Argentina e o Brasil, no começo da década de 1980, quando as duas diplomacias convergiram em um projeto de integração inovador. O argumento apresentado defende que a aproximação entre os dois paÃses foi o legado, inesperado, do relacionamento bilateral ao longo da gestão do Presidente Geisel (1974-1979).

Trata-se de avaliar como a aproximação entre os paÃses promovendo a integração regional incide sobre qualidade da democracia e como esta se apresenta no setor de defesa e segurança. A perspectiva adotada é que o grau de estabilidade nas relações civil-militares incide diretamente sobre a formulação e desenvolvimento da cooperação em segurança regional e na estabilidade da democracia latino-americana.

Este artÃculo analiza la polÃtica de Brasil y Argentina en relación a los procesos de integración y cooperación regionales, en particular hacia el Mercosur. Se hace previamente una reflexión teórica sobre la regionalización o regionalismo, luego se presenta someramente el Mercosur para en seguida abordar las respectivas polÃticas exteriores. En Sudamérica el Mercosur coexiste hoy con otras dos iniciativas. Como nuevos escenarios de regionalización aparecen, desde diciembre de 2004 la Unasur (Unión Sudamericana de Naciones) como esquema de cooperación y concertación liderado por Brasil y, desde la misma época, ALBA (Alternativa Bolivariana de Integración) promovida por el presidente Chávez como proyecto contrario al Mercosur, al cual considera "neoliberal".

There have been two key initiatives taken in the last two decades in Brazil to create a counter-hegemonic project for the country. One initiative resulted from Brazil's business community and high-level State bureaucracy and aimed at forming a regional economic and political bloc that would guarantee and enlarge a relative independence from the hegemonic powers. The other resulted from the emergence of the new unionist movement in São Paulo and from the formation of Partido dos Trabalhadores and aimed at promoting radical democratization and reducing social exclusion. Both initiatives have created policies and changes that have converged to enhance Brazil's counter-hegemonic position as a regional and emerging power.

Critical assessment of Luis Inácio Lula da Silva's diplomacy, which departed from the previous patterns of the Brazilian Foreign Service, to align itself with the political conceptions of the Workers' Party. This diplomacy has neither consolidated the position of Brazil as a regional leader, nor attained its declared goal of inserting Brazil into the United Nations Security Council, although it has reinforced Brazil's image in the international scenarios; but this was achieved much more through the personal activism of the President himself, than through normal diplomatic work.

This article discusses Brazil's multilateral policy under Luiz Inácio Lula da Silva's administration, highlighting economic, political and environmental themes. The main argument is that Brazil's multilateral relations during this government reached a new significance with the reinforcement of international coalitions and the articulation with the country's new development model. The country has been using multilateral forums as a way to achieve international projection and support for its development project, highlighting bargaining aspects, variable geometry coalitions and the strengthening of South-South cooperation

This paper reviews Brazil's pursuit for international insertion by: discussing its search for new partners; presenting an overview of the historical, cultural, and political features that render it the most Western of the emerging nations; and analyzing its participation in the management of two major international crises, the Honduran constitutional crisis and the Iranian nuclear crisis.

Brazil's rapprochement with Africa during the last decade has been mostly explained as an attempt to improve political dialogue, raise economic interactions, and provide technical cooperation assistance. This article, however, argues that such framework does not sufficiently account for the use of Brazilian material resources in order to attain harder strategic goals towards the continent. By focusing on defense cooperation ties, it highlights an important niche in South-South relations that has also grown exponentially, with important consequences on how Brazil exerts power across the Atlantic.
