Resumo:
A contribution to the debate on the efficacy of monetary policy and some implications in the case of Brazil. The main opposition between Keynesian and Classic monetary theories is defined by the former's proposition of money non-neutrality in the long period. According to Keynes, it is not possible to describe a monetary economy's long period position without first specifying the monetary policy it is adopting. The policy is described by the choice of the short-term interest rate which exerts an important determining influence on the long term rate and, therefore, on real investment decisions. Based on this reasoning, inflation target monetary policy regimes are criticized, in particular the one adopted in post-1999 balance of payments crisis Brazil because of its deleterious impact on investment and growth.

Addressing rural development discussions in Brazil: context and issues of debate. The work analyzes the main theoretical trends and subjects that integrate the recent Brazilian debate about rural development. We agued that the agenda of the rural development in Brazil, on which actively participate scholars, organizations and institutions, have been formulated by the State and the public politics implemented since the beginning of the 1990. Among the factors that had influenced the emergency of the debate about rural development is distinguished the increasing social and political legitimating of family farming and the agrarian reform, the reorientation of the state policies, the increasing sharply political and ideological quarrels with the agribusiness wing and the matters about sustainability. It is also argued that the analytical and interpretative references that have being used by the scholars are still diffuse and varied, but has been capable to influence the policy makers.

Theories of international trade: a debate on the relationship between economic growth and foreign market insertion. The paper analyzes the importance accorded to the high technology industry sector in the process of economic growth, in its relation to international trade. Considering at first liberal arguments that disregard productive and commercial specialization as a cause of unequal economic development, the paper discusses then some institutionalist and evolutionist arguments which, since List, stress that high technology specialization matters for the rate of increase of productivity and for the surmount for foreign exchange restrictions to growth.

The historical phases of the debate on the transformation of values into production prices. Even though the transformation problem in general does not have a widen accepted solution, it is possible to recognize scientific progress when the historical phases of the debate are put side by side in order to complement each other. Therefore, the debate originated from the challenge of the conciliation of the law of value with an equal average rate of profit, though sometimes said to be unfruitful by economists, shows evolution in the long run because it forces non-marxist economic schools to confront concretely the quality side of value in theory and to develop abstract models of planned economy in practice.

Democracy and efficiency: hard relations between politics and economy. Many economists see politics as an irrational activity. They also think state action usually generates market inefficiencies and democratic institutions, such as elections, often work as obstacles to sound economic measures. Showing that vision has been embedded into the main currents of economic thought since the last century, we also argue those ideas are exported to great part of contemporary political science, including the area of public policies. Examining the literature, we show that rational choice political scientists, as the economists, claim governability and effective decisions will be guaranteed mainly through concentrated arenas or through insulated arrangements able to protect policy makers from political interference. In other words, governability depends on the reduction of the political arenas. On the contrary, we reject this technocratic solution of splitting politics from economy. With the support of classical pluralist thinkers, we stand another conception, arguing politics is the privileged social space for building interests and values in an institutionalized way. The difficulties to surpass current international crises since 2008 reveal this is a crucial problem: reducing politics would prevent societies from improving institutional solutions which are the only ones able to give space to emerging conflicts and, then, reach eventual consensus around them.

Industrial policy and economic development: a review of the contemporary debate. This paper discusses the importance of the industrial policy for the Brazilian economic development. It presents the theoretical foundations and the main international experiences about this theme. Besides it examines the main industrial policies adopted in Brazil, especially in recent years. Based on this discussion, it is possible to note that despite the criticisms against this policy, they were widely used by many developed countries in the past and also played an important role, contributing to increase the industrial growth in Brazil. However, the recent Brazilian industrial policies were not so efficient, especially when compared with those adopted during most of the 20th century.

RESUMOEste artigo examina o desenvolvimentismo, explicando por que certas proposições pós-keynesianos devem ser aceitas a partir de uma perspectiva marxista, e o que deve ser modificado dentro da antiga abordagem, a fim de cumprir um papel transformador na sociedade. Também contrasta criticamente os pontos de vista marxista e pós-keynesianos dos papeis do Estado e do mercado, a fim de justificar políticas alternativas para transformar sociedades capitalistas.

Tanto desde el punto de vista teórico como desde una perspectiva práctica, el fenómeno de la "estetización" no parece ser portador de buenos augurios. En el ámbito teórico, la estetización ha sido vinculada con la crisis de los discursos orientados en términos de verdad, mientras que en el terreno práctico, ella ha sido asociada a ciertos procesos culturales que conducirían a la debacle de los principios normativos. Dejando de lado la problemática teórica, el presente trabajo se concentra en el debate en torno al fenómeno práctico de la estetización de la política. En primer lugar, nos remontamos a la historia de la condena filosófica de la estetización de la esfera política para ocuparnos luego, en un segundo momento, de algunas posiciones esteticistas y antiesteticistas de finales del siglo XX. Posteriormente, procuramos avanzar en una redescripción de esta problemática que nos permita rescatar un sentido productivo de lo estético para el pensamiento político. Para esto último, nuestro trabajo se apoya en las reflexiones de la actual coeditora de la Neue Zeitschrift für Sozialforschung, Juliane Rebentisch. Tomando como parámetro algunos de los supuestos de sus investigaciones, aquí intentaremos demostrar hasta qué punto la estetización de la vida política puede contribuir al desarrollo de una concepción renovada de esta última.

RESUMO: Bergson e Einstein participaram de uma conferência no Collège de France, em Paris, no mês de abril de 1922. Muitos desencontros entre o físico e o filósofo, no que diz respeito à questão do tempo, são já superados, se considerarmos a existência de processos dinâmicos instáveis, mas ainda permanece atual a questão da interioridade do tempo à ciência e, portanto, a possibilidade de retomada da complementaridade entre a ciência e a metafísica, proposta por Bergson, como necessária para a compreensão da complexidade dos problemas contemporâneos. A partir das concepções de intuição em Bergson e Einstein, este artigo explora as dificuldades e as potências do diálogo entre a Física e a Filosofia.
