This article examines the formative platform of the Congress of Panama of 1826. It seeks to support the hypothesis that the nature and scope of the first test of integration in the Western Hemisphere depended critically on the platform created by Simón Bolívar and other Latin American Independence heroes from the Declaration of Independence of Venezuela in 1810 until the last bilateral agreement of 1826. In that respect, it corroborates the Latin American Identity of the initiative.

This article recommends a new way to improve Refugee Status Determination (RSD) procedures by proposing a network society communicative model based on active involvement and dialogue among all implementing partners. This model, named after proposals from Castells, Habermas, Apel, Chimni, and Betts, would be mediated by the United Nations High Commissioner for Refugees (UNHCR), whose role would be modeled after that of the International Committee of the Red Cross (ICRC) practice.

Em 2013 o Tratado do Eliseu, de amizade e cooperação entre França e Alemanha completa 50 anos. O modelo de bilateralismo complementar por ele estabelecido instituiu um modelo de cooperação bem sucedido, de cujas características beneficiou-se tanto a dupla franco-alemã quanto o itinerário mesmo da União Europeia. A política externa de Paris e Berlim, tornada política interna à Europa, inspira a arquitetura da política externa e de segurança comum, cujo desenvolvimento somente começou com o Tratado de Lisboa, de 2009, cujos entraves operacionais subsistem. O texto dos tratados ecoa a parceria franco-alemã e registra as superposições institucionais remanescentes.

This article combines both international practice and analytical contributions into a systematic and synthetic presentation of the evolution of peace operations from their modern inception in 1948 to the present. It seeks to serve a didactic purpose in proposing a basic structure for Brazilian scholars' burgeoning debate on peace operations and intervention, rather than a definitive characterization of blue helmet practice. Peace operations' progression is traced through five analytical "generations," each adding a crucial factor distinguishing it from its predecessors. Each generation is placed in relation to changes in the nature of conflict and in the interpretation of the foundational principles of peace operations, and links to broader theoretical issues in International Relations are made explicit at each stage.

A literatura sobre refugiados tem explorado a vinculação entre refúgio e direitos humanos nos países de acolhida - aspecto fundamental do regime internacional dos refugiados - em uma perspectiva predominantemente descritiva. Ressaltando a necessidade de abordagens analíticas sobre a temática, este trabalho analisa como o Alto Comissariado das Nações Unidas para os Refugiados (ACNUR) tem se manifestado no que concerne aos direitos humanos dos refugiados nos países de acolhida, apontando a influência da política internacional nesse contexto. Entende-se que, uma vez compreendido o regime em sua relação com os direitos humanos, estes devem representar o parâmetro para se analisar a forma como ocorre a concretização da proteção internacional.

Against the backdrop of China's assertive policies in the South China Sea, the present study evaluates how Vietnam has sought to mitigate the increasingly unequal regional power distribution vis-à-vis China. It argues that Vietnam tends to cope with China mainly by engaging itself in hedging strategies on the basis of diversified and strong relationships with different players. Appraising the roles of Russia and the European Union (EU), the study analyzes the pay-offs of Vietnam's military hedging with Russia and its economic hedging with the EU.

In this period, the key to the relationship between India and Latin America and the Caribbean (LAC) was based in the political nature of this liaison: it was a "uni-multilateral" relationship, centered in India, where LAC countries operated as a group of autonomous entities (an "island chain" structure), and not as a unit of a supranational character with unified international conduct (an island structure). As we will see, faced with uniform and consistent Indian policies, LAC had national policies which make it impossible to discuss a regional policy towards India. The goal of this work is to form a general characterization of the bilateral policies during the period of the Cold War with the intent of identifying the key explanatory factors of the process. While this may be a limited objective, it addresses the non-existence of an academic debate surrounding the topic. We intend to contribute an analysis which in this phase is primarily descriptive.
