Brazilian foreign policy towards South America during the Lula administration: caught between South America and Mercosur

The aim of this article is to analyze Brazil's foreign policy towards the South American region during President Lula's administration. As such, the article intends to highlight two specific dimensions: the extent to which foreign policy during this period has differed from previous periods and the relative importance granted by Brazilian diplomacy to recent cooperation and integration efforts, more specifically the Unasur and Mercosur. The article argues that the Lula administration has behaved differently from its predecessors by prioritizing the building up of Brazilian leadership in South America on several different fronts, especially by strengthening multilateral institutions in the region

In the post-Cold War world, Africa has been an important focus of Brazilian foreign policy. Having a significant historical weight in building our nation, African countries are also part of the moves adopted by Brazil's foreign policy. The main purpose of the present text is to show this relevant regional dimension regarding Brazil's international insertion during the Lula era. The work is divided in two parts: the first part approaches Africa's international insertion throughout recent years and the second analyses the dimension occupied by African affairs in Brazil during the Lula era. The main argument is that the new role played by Africa in the international scene coincides with a global Brazil

Emerging global partnership: Brazil and China

The Lula era has witnessed a changing bilateral strategic partnership between China and Brazil, having the interlocutions between both countries became more substantial, comprehensive and influential. To enlarge the global impacts of the partnership, both countries should inject more regional and global components into their bilateral agenda. Foreign Minister of Brazil since 2003, Ambassador Celso Amorim outlines the main guidelines and accomplishments of Brazil's foreign policy under President Luiz Inácio Lula da Silva. The article provides a full-fledged, although not exhaustive, narrative of a number of diplomatic initiatives championed by Brazil over the last eight years: from the gathering of the group of developing countries in a World Trade Organization (WTO) meeting in Cancun to the negotiations that led to the Declaration of Tehran, as well as the challenges the country has been facing as its international weight grows.

Guerra Fria na Região Amazônica: um estudo da Missão Venturini ao Suriname (1983)

O artigo aborda a evolução das relações bilaterais entre o Brasil e o Suriname durante a primeira metade da década de 1980, e especificamente o processo de tomada de decisão que culminou com o envio da assim chamada missão Venturini ao Suriname. O texto fundamentase em evidência documental primária resgatada em dois arquivos brasileiros. Conclui-se que os objetivos fundamentais propostos pelo governo brasileiro com relação ao Suriname - então controlado pelo comandante Desiré Delano Bouterse - foram alcançados, particularmente no que diz respeito a evitar a instalação do conflito Leste-Oeste na sensível fronteira norte do país e na região amazônica, em geral.

América Latina a inicios de la segunda década del siglo XXI: entre el regionalismo estratégico y la regionalización fragmentada

El artículo analiza la evolución del regionalismo en América Latina desde los años noventa. Expone las opciones que se plantean a los países en sus políticas exteriores frente a las iniciativas de Estados Unidos y los cambios en el sistema internacional. Se expone la importancia funcional de las potencias emergentes (PEMS) y las regiones en la fase actual del capitalismo. Finalmente el artículo analiza las perspectivas del regionalismo en América Latina tanto en el sistema internacional como en la construcción de un modelo de gobernanza regional.

"Depois aconteça o que acontecer": por uma rediscussão do Caso Panther e da política externa de Rio Branco

O Caso Panther foi um incidente que envolveu o Brasil e a Alemanha e que teve grande repercussão internacional em sua época, ficando marcado na história da política externa brasileira enquanto um episódio de agressão imperialista contra o Brasil e como o momento que marca a aproximação entre nosso país e os Estados Unidos. Acreditamos, porém, que uma rediscussão do Caso Panther permita um novo exame das dinâmicas do Imperialismo a partir de um olhar periférico, bem como uma outra compreensão das ideias acerca da nação que imprimiram suas marcas no pensamento de Rio Branco.

Começa por enquadrar a intervenção da União Europeia na política internacional, com a adoção de uma política externa e de segurança pelo Tratado de Maastricht. Em seguida, refere as inovações do Tratado de Lisboa nessa política, analisando os aspectos de maior relevo.

El presente artículo tiene por objetivo analizar el problema de la reunificación entre la República Popular China y Taiwán en la última década, en el marco de dos hitos: por un lado, la promulgación de la Ley Antisecesión del 14 de marzo de 2005 y, por otro, la firma del Acuerdo Marco de Cooperación Económica el 30 de junio de 2010.

Terrorism as war by other means: national security and state support for terrorism

The conventional approach in the discipline of International Relations is to treat terrorist organizations as "non-state" actors of international relations. However, this approach is problematic due to the fact that most terrorist organizations are backed or exploited by some states. In this article, I take issue with the non-stateness of terrorist organizations and seek to answer the question of why so many states, at times, support terrorist organizations. I argue that in the face of rising threats to national security in an age of devastating wars, modern nation states tend to provide support to foreign terrorist organizations that work against their present and imminent enemies. I elaborate on my argument studying three cases of state support for terrorism: Iranian support for Hamas, Syrian support for the PKK, and American support for the MEK. The analyses suggest that, for many states, terror is nothing but war by other means.

Human Rights promotion in Serbia: a difficult task for the European Union

This article explores the role of the European Union in the human rights protection, implementation and promotion in Serbia. It is clear that the EU demands on democratisation in the region of Western Balkans are crucial to achieve the respect for human rights. The human rights standards as part of the conditionality criteria of the EU is a clear message towards the countries aspiring membership. However, Serbia progress in the field has been difficult due to several internal constraints. This paper aims to uncover the democratisation process of Serbia on its path towards the EU, and its progress (or not) regarding human rights protection and implementation.

De como o Brasil quase se tornou membro permanente do Conselho de Segurança da ONU em 1945

Este artigo busca investigar como surgiu e se desenvolveu a hipótese de que o Brasil se tornasse um dos membros permanentes do Conselho de Segurança das Nações Unidas quando a organização foi criada em 1945. As motivações do presidente Roosevelt ao fazer essa proposta em 1944, durante a Conferência de Dumbarton Oaks, as resistências encontradas, assim como a posição que adotou o governo brasileiro na Conferência de São Francisco, são analisadas com base em fontes de arquivo e documentos do período em estudo.
