Are public officials really less satisfied than private sector workers?A comparative study in Brazil

This research aims to compare the public and private sectors with regard to satisfaction at work. We conducted a survey with 670 professionals from both sectors in Brazil. The results of variance analysis confirm previous researches indicating that public officials are less satisfied with their work than private sector workers. However, this result does not repeat when we evaluate the satisfaction dimensions. For instance, public officials reported being more satisfied than private sector workers with regard to social environment and work stability. Unexpectedly, the results suggest that there is no difference between these sectors when we analyze the satisfaction with supervision. Therefore, this article is relevant for Brazilian managers, by offering an empirical research on the distinction between public and private. The article also discusses the theoretical implications, since Brazilian findings do not completely support the international literature.

OBJECTIVE To describe the migration flows of demand for public and private hospital care among the health regions of the state of Sao Paulo, Brazil. METHODS Study based on a database of hospitalizations in the public and private systems of the state of Sao Paulo, Southeastern Brazil, in 2006. We analyzed data from 17 health regions of the state, considering people hospitalized in their own health region and those who migrated outwards (emigration) or came from other regions (immigration). The index of migration effectiveness of patients from both systems was estimated. The coverage (hospitalization coefficient) was analyzed in relation to the number of inpatient beds per population and the indexes of migration effectiveness. RESULTS The index of migration effectiveness applied to the hospital care demand flow allowed characterizing health regions with flow balance, with high emigration of public and private patients, and with high attraction of public and private patients. CONCLUSIONS There are differences in hospital care access and opportunities among health regions in the state of Sao Paulo, Brazil.

This article reports the HPV status and cervical cytological abnormalities in patients attended at public and private gynecological services from Rio de Janeiro State. It also comments the performance of each HPV DNA tests used. A set of 454 women from private health clinics was tested by routine Capture Hybrid II HPV DNA assay. Among these, 58.4% presented HPV and nearly 90% of them were infected by high risk HPV types. However, this group presented few premalignant cervical lesions and no invasive cervical cancer was registered. We also studied 220 women from low income class attended at public health system. They were HPV tested by polymerase chain reaction using My09/11 primers followed by HPV typing with E6 specific primers. The overall HPV prevalence was 77.3%. They also showed a high percentage of high squamous intraepithelial lesion-HSIL (26.3%), and invasive cervical carcinoma (16.3%). HPV infection was found in 93.1% and 94.4% of them, respectively. The mean ages in both groups were 31.5 and 38 years, respectively. In series 1, HPV prevalence declined with age, data consistent with viral transient infection. In series 2, HPV prevalence did not decline, independent of age interval, supporting not only the idea of viral persistence into this group, but also regional epidemiological variations in the same geographic area. Significant cytological differences were seen between both groups. Normal and benign cases were the most prevalent cytological findings in series 1 while pre-malignant lesions were the most common diagnosis in the series 2. HPV prevalence in normal cases were statistically higher than those from series 1 (p < 0.001), indicating a higher exposure to HPV infection. Women from both samples were referred for previous abnormal cytology. However, socio-demographic evidence shows that women from series 1 have access to treatment more easily and faster than women from series 2 before the development of pre-malignant lesions. These data provides baseline support for the role of social inequalities linked to high risk HPV infection leading to cervical cancer. Broadly screening programs and the development of safe and effective vaccines against HPV would diminish the toll of this disease that affect mainly poor women.

O hemograma e o perfil bioquímico são usados para diagnosticar doenças em animais domésticos. Esses exames podem ser influenciados pela idade, sexo, nutrição, raça, espécie e condições ambientais. Portanto, dados de uma região não podem ser totalmente extrapolados para animais criados em regiões geograficamente distintas. Isso se aplica a ovinos criados no Bioma Amazônico. O objetivo deste estudo foi determinar os valores hematológicos e bioquímicos de ovinos Santa Inês, de diferentes idades e gêneros criados na Amazônia oriental. Foram examinados 91 ovinos divididos em três grupos: G1 (3-6 meses de idade, n = 31); G2 (7 a 24 meses de idade, n = 30) e G3 (mais de 24 meses de idade, n = 30). O hemograma e as determinações bioquímicas foram realizados com um contador automático e um analisador semi-automático, respectivamente. Os resultados foram comparados pelo teste de Tukey. O número de eritrócitos, índices eritrocitários, plaquetograma, número de eosinófilos, teor de proteína total, de ureia e de creatinina foram influenciados pela idade dos animais. O coeficiente de variação dos eritrócitos e a concentração de creatinina foram influenciados pelo sexo, sendo maiores nos machos. A relação neutrófilos:linfócitos (N:L) foi maior que um para todos os grupos etários. Neste estudo foram determinados valores de referência para ovinos criados na Amazônia Oriental. Além disso, demonstrou-se que ao interpretar exames hematológicos e bioquímicos de ovinos, a idade e o sexo devem ser considerados.

OBJECTIVE: To characterize the risk profile for atherosclerosis (AS) in adolescents and young adults of a private university in São Paulo. METHODS: Clinical, nutritional, and laboratory parameters were evaluated in 209 students of both genders aged 17 to 25 years. In addition to determination of the lipid profile, the association of its abnormal values with other risk factors for AS was also investigated. RESULTS: Increased levels of total cholesterol, LDL-C and triglycerides (TG) were observed in 9.1%, 7.6% and 16.3% of the students, respectively, and decreased levels of HDL-C in 8.6% of them. Prevalence of the remaining risk factors analyzed was elevated: sedentary life style (78.9%); high intake of total fat (77.5%); high cholesterol intake (35.9%); smoking, hypertension (15.8%) and obesity (7.2%). There was an association between elevated LDL-C and TG levels and sedentary life style and body mass index. CONCLUSION: The high prevalence of risk factors for AS in young individuals draws attention to the need for adopting preventive plans.

Background:Despite being recommended as a compulsory part of the school curriculum, the teaching of basic life support (BLS) has yet to be implemented in high schools in most countries.Objectives:To compare prior knowledge and degree of immediate and delayed learning between students of one public and one private high school after these students received BLS training.Methods:Thirty students from each school initially answered a questionnaire on cardiopulmonary resuscitation (CPR) and use of the automated external defibrillator (AED). They then received theoretical-practical BLS training, after which they were given two theory assessments: one immediately after the course and the other six months later.Results:The overall success rates in the prior, immediate, and delayed assessments were significantly different between groups, with better performance shown overall by private school students than by public school students: 42% ± 14% vs. 30.2% ± 12.2%, p = 0.001; 86% ± 7.8% vs. 62.4% ± 19.6%, p < 0.001; and 65% ± 12.4% vs. 45.6% ± 16%, p < 0.001, respectively. The total odds ratio of the questions showed that the private school students performed the best on all three assessments, respectively: 1.66 (CI95% 1.26-2.18), p < 0.001; 3.56 (CI95% 2.57-4.93), p < 0.001; and 2.21 (CI95% 1.69-2.89), p < 0.001.Conclusions:Before training, most students had insufficient knowledge about CPR and AED; after BLS training a significant immediate and delayed improvement in learning was observed in students, especially in private school students.

Pest Control is treated as a economic problem. The social and the private perspectives differ due to the consideration of the environmental and social impacts as well as technical aspects such as resistance, resurgence and secondary pests. A mathematical model is developed to determine and compare the social and the private optimum control strategies (which define the Economic Thereshold Levels) for the velvetbean caterpillar on soybeans in Brazil. The crop/pest system incorporates effects of predators and parasites, the soybean natural capacity to compensate for injury and the pesticide effects on both pests and its natural enemies; in the social case, the environmental and social impacts and the effects of pest resistance to the pesticide are incorporated. Consideration of density dependence, weather effects, randomnes of pest attack and risk aversion are discussed. The results can be compared with current control practices and IPM programme recomendations.

The main purpose of the present study was to examine if there is difference in terms of incidence rates of congenital toxoplasmosis among populations assisted in public and private hospitals from Uberlândia, state of Minas Gerais, Brazil. A total of 805 serum samples from cord blood were collected, being 500 from public hospital and 305 from private hospital, and all patients answered a questionnaire about pregnancy and newborns. An indirect enzyme linked immunosorbent assay (ELISA) was performed to detect IgG antibodies to Toxoplasma gondii and the positive samples were retested to verify the presence of specific IgM and IgA antibodies in a capture ELISA. We found significant differences among data from both hospitals with respect to maternal age, origin city, gestational age, number of visits to physicians during pregnancy, type of delivery, and birth weight. Seroprevalence of IgG antibodies against T. gondii for patients from public and private hospitals was 57.6% and 41.9% respectively, and this difference was statistically significant (P < 0.0001). In addition, the frequency of congenital toxoplasmosis measured by the presence of IgM and/or IgA antibodies toward T. gondii was exclusively located in samples from public hospital (0.8%), and no positive sample was seen in private hospital (0%). Considering that almost all babies suffering from congenital toxoplasmosis, if undiagnosed and untreated, will develop visual or neurological impairments by adulthood, the results presented herein emphasized the importance to accomplish screening programs for toxoplasmosis during pregnancy, particularly in the public hospitals, due to the expressive rate of congenital disease showed in the patients attended at these centers.

O trabalho objetivou determinar a composição corporal de cordeiros Santa Inês e estimar suas exigências de magnésio, potássio e sódio, para ganho de peso. Foram conduzidos dois experimentos com 18 cordeiros machos em cada um, com peso médio inicial de 25 e 15 kg no primeiro e no segundo experimentos, respectivamente. Em cada experimento, seis animais foram abatidos, para determinação das quantidades de cada mineral retido no corpo, servindo como animais-referência para a técnica do abate comparativo. Os doze animais remanescentes em cada experimento foram divididos em dois grupos: seis animais receberam alimentação ad libitum e seis receberam alimentação restrita. Os cordeiros do grupo ad libitum e restrito foram abatidos quando os do grupo ad libitum atingiram 35 e 25 kg de peso vivo no primeiro e segundo experimentos, respectivamente. A composição corporal em Ca, P, Mg, K e Na foi estimada a partir de equações de regressão do logaritmo da quantidade desses minerais presentes no corpo vazio dos animais, em razão do peso corporal vazio. As exigências líquidas desses minerais por kg de ganho de peso vivo, obtidas a partir da derivação das equações de predição da composição corporal foram: 0,47 e 0,41 g de Mg, 2,32 e 2,05 g de K e 1,33 e 0,55 g de Na, respectivamente, em animais com 15 e 35 kg.

Dois experimentos foram conduzidos com o objetivo de determinar a composição corporal e estimar as exigências de Ca e P, para ganho em peso, de cordeiros Santa Inês em crescimento. Em cada experimento foram usados 18 animais com 25 a 35 kg de peso vivo (PV), no primeiro, e com 15 a 25 kg no segundo experimento. Seis animais foram abatidos no início de cada experimento para avaliar o conteúdo de Ca e P corporal, servindo como animais referência para o método do abate comparativo, seis animais receberam alimentação ad libitum e seis, alimentação restrita. As exigências líquidas de Ca e P para o ganho em peso foram estimadas a partir da derivação de equações de regressão do logaritmo da quantidade desses minerais presentes no corpo vazio, em função do peso do corpo vazio. As exigências líquidas por quilo de ganho de PV para animais com 15, 25 e 35 kg de PV foram, respectivamente: 11,63, 10,52 e 9,82 g de Ca e 5,82, 4,99 e 4,28 g de P.

O objetivo deste trabalho foi avaliar o efeito do fotoperíodo e da raça nas características de carcaça de cordeiros machos Hampshire Down e Santa Inês. Sete cordeiros Hampshire Down e sete Santa Inês foram submetidos a fotoperíodo de 12 horas luz x 12 horas escuro (curto) e de 18 horas luz x 6 horas escuro (longo). Após o desmame, os cordeiros foram alojados em baias individuais de acordo com os tratamentos. Ao atingirem 31 kg de peso vivo, foram abatidos e a carcaça e os componentes não-constituintes da carcaça foram pesados. Cordeiros Santa Inês apresentaram peso de carcaça quente superior ao dos Hampshire e maior rendimento comercial. Cordeiros Santa Inês apresentaram maior peso de sangue, coração, pulmão, rins e baço. Já os cordeiros Hampshire Down apresentaram pesos de pele, patas e aparelho gastrintestinal cheio superiores aos do Santa Inês. Os cordeiros Santa Inês apresentaram maior largura de garupa e comprimento de perna do que os Hampshire Down. Os cordeiros Santa Inês apresentaram porcentagem de costela descoberta e baixos maior do que os Hampshire Down, com maior porcentagem de perna. A raça influencia mais as características de carcaça do que o fotoperíodo.

O objetivo deste trabalho foi avaliar a eficiência bioeconômica de cordeiros F1 Dorper x Santa Inês para produção de carne. Analisou-se o desempenho de ovinos ½ sangue Dorper x ½ sangue Santa Inês, nas fases de cria e de acabamento. A fase de produção das crias foi realizada em caatinga nativa e a fase de acabamento em confinamento. As matrizes foram suplementadas nos últimos 50 dias de prenhez e nos primeiros 30 dias de lactação. As crias foram desmamadas aos 70 dias de idade, divididas em três lotes e confinadas, alimentadas com capim-elefante (Pennisetum purpureum) ad libitum e concentrado na proporção de 1,5%, 2,5% e 3,5% do peso vivo, respectivamente. O sexo não exerceu influência sobre os pesos no nascimento, no desmame, nem sobre o ganho em peso até o desmame. Não foi observada influência do sexo sobre os pesos e os ganhos em peso aos 30 e 50 dias de confinamento. Nas fases de produção e acabamento em confinamento, os animais de nascimento simples foram superiores aos de nascimento duplo quanto a essas variáveis. Houve efeito linear significativo para peso e ganho em peso aos 30 e 50 dias de confinamento. Os três níveis de uso de concentrado foram economicamente viáveis. As margens brutas de peso vivo, por kg de cordeiro produzido, foram de R$ 0,26 kg-1, R$ 0,30 kg-1 e R$ 0,36 kg-1 para concentrados a 1,5%, 2,5% e 3,5% do peso vivo, respectivamente. Os melhores resultados econômicos foram obtidos quando o nível de concentrado foi de 3,5% do peso vivo.

The objective of this work was to evaluate the reproductive performance of Santa Inês ewes fed a diet supplemented with protected fat. Intervals from lambing to first clinical estrus and to conception, conception rate, prolificacy, live weight and body condition were determined. After lambing, 60 ewes and their offsprings were weighted and randomly assigned to three treatments, based on age, body weight and number of born lambs. Treatments consisted of: control diet, or control diet plus 30 g of protected fat, from lambing to day 25 of post-lambing (Sup25), or to day 60 of post-lambing (Sup60). Out of 60 evaluated ewes, 93.3% returned to estrus, and 74.5% got pregnant, with 73.53% lambing rate and 196.5 days lambing interval. The average periods from lambing to first estrus were 32.4, 27.2 and 35.5 days for ewes fed the control diet, Sup25, and Sup60, respectively. The intervals from lambing to conception were 45.2, 46.5 and 45.2 days, and the supplemented diets did not show differences in comparison to the control diet. Supplementation with protected fat to well-nourished Santa Inês ewes does not improve their reproductive performance.

O objetivo deste trabalho foi avaliar a estrutura populacional de ovinos da raça Santa Inês criados no Brasil. Foram utilizados dados de pedigree de 13.216 animais, pertencentes a 53 rebanhos de oito estados brasileiros, nascidos no período de 1976 a 2010. O programa Endog foi utilizado para análise do pedigree e estimação dos parâmetros populacionais. Do total de animais estudados, 80,86% apresentaram pedigree na primeira ascendência, 73,78% na segunda e 67,75% na terceira. O número máximo de gerações conhecidas foi de 19, e a média de gerações equivalentes foi de 4,67. A média do intervalo de gerações foi de 3,22±1,77 anos. O tamanho efetivo da população apresentou média de 172,5 animais. O número de animais fundadores foi 829, mas o número efetivo de fundadores foi apenas 50. Os 17 principais ancestrais explicaram 50% da variabilidade genética total. O coeficiente médio de relação foi de 3,87% e o de endogamia, de 6,92%. Apesar do satisfatório coeficiente médio de endogamia nas últimas gerações, este coeficiente requer monitoramento por sua proximidade do limite recomendável. O fluxo de genes entre os rebanhos é o principal fator para o aumento do tamanho efetivo e a manutenção da variabilidade genética da raça Santa Inês.

Brazil was the first country in Latin America to establish and regulate this type of reserve, and there are currently more than 700 Private Nature Heritage Reserves (RPPN in Portuguese) officially recognized by either federal or state environmental agencies. Together, these RPPN protect more than a half million hectares of land in the country. The coastal forests in the southern part of Bahia State extend 100 to 200 km inland, gradually changing in physiognomy as they occupy the dryer inland areas. The coastal forest has been subjected to intense deforestation, and currently occupies less than 10% of its original area. For this work the creation processes of the RPPN were consulted to obtain the data creation time, size of property, the condition of the remaining forest, succession chain and the last paid tax. After that, interviews with the owners were made to confirm this data. Sixteen RPPN have been established in this region until 2005. Their sizes vary from 4.7 to 800 ha. Ten of these RPPN are located within state or federal conservation areas or their buffer zones. In spite of the numerous national and international conservation strategies and environmental policies focused on the region, the present situation of the cocoa zone is threatening the conservation of the region's natural resources. The establishment of private reserves in the cocoa region could conceivably improve these conservation efforts. This type of reserve can be established under a uniform system supported by federal legislation, and could count on private organizations.
