Resumo:
This paper presents a technology roadmap applied to renewable raw materials as a basis for public policy and strategies in Brazil. The roadmap, developed by Braskem professionals and academic experts, intends to be a basis of discussion and common language creation regarding the possible utilization of renewable raw materials for biofuel and chemical production in Brazil. Following this perspective, the roadmap is presented to public debate and contribution from the stakeholders. The paper describes the roadmap construction and presents the main implications for policy and strategy goals. An analysis of the innovation dynamics in renewable raw materials is developed as an outcome of the roadmap.

Public debate on social policies in Brazil has focused on the choice between targeted and universal programs. The article argues that the choice is unclear and misleading unless a previous decision is taken concerning principles of social justice. After distinguishing three different connotations of targeting - as residualism, conditionality or retification - and noting that universal programs may be compatible with minimalist social policy, the article goes on to make explicit a number of neglected options.

The participation of citizens in public policies is an opportunity not only to educate them, but also to increase their empowerment. However, the best way for deploying participatory policies, defining their scope and approach, still remains an open and continuous debate. Using as a case study the Brazilian National Agency of Electric Energy (Aneel), with its public hearings about tariff review, this paper aims at analyzing the democratic aspects of these hearings and challenges the hypothesis of many scholars about the social participation bias in this kind of procedure. This study points out a majority participation of experts, contrasting with the political content of discussions. And, this way, it contributes to a critical analysis of the public hearings as a participatory tool, indicating their strengths and their aspects which deserve a special attention.

This article aims to discuss the concepts of Social Determination of Health and Social Determinants of Health, by establishing a comparison between each of their guiding perspectives and investigating their implications on the development of health policies and health actions. We propose a historical and conceptual reflection, highlighting the Theory on the Social Production of Health, followed by a debate on the concepts, with a comparative approach among them.

Addressing rural development discussions in Brazil: context and issues of debate. The work analyzes the main theoretical trends and subjects that integrate the recent Brazilian debate about rural development. We agued that the agenda of the rural development in Brazil, on which actively participate scholars, organizations and institutions, have been formulated by the State and the public politics implemented since the beginning of the 1990. Among the factors that had influenced the emergency of the debate about rural development is distinguished the increasing social and political legitimating of family farming and the agrarian reform, the reorientation of the state policies, the increasing sharply political and ideological quarrels with the agribusiness wing and the matters about sustainability. It is also argued that the analytical and interpretative references that have being used by the scholars are still diffuse and varied, but has been capable to influence the policy makers.

Democracy and efficiency: hard relations between politics and economy. Many economists see politics as an irrational activity. They also think state action usually generates market inefficiencies and democratic institutions, such as elections, often work as obstacles to sound economic measures. Showing that vision has been embedded into the main currents of economic thought since the last century, we also argue those ideas are exported to great part of contemporary political science, including the area of public policies. Examining the literature, we show that rational choice political scientists, as the economists, claim governability and effective decisions will be guaranteed mainly through concentrated arenas or through insulated arrangements able to protect policy makers from political interference. In other words, governability depends on the reduction of the political arenas. On the contrary, we reject this technocratic solution of splitting politics from economy. With the support of classical pluralist thinkers, we stand another conception, arguing politics is the privileged social space for building interests and values in an institutionalized way. The difficulties to surpass current international crises since 2008 reveal this is a crucial problem: reducing politics would prevent societies from improving institutional solutions which are the only ones able to give space to emerging conflicts and, then, reach eventual consensus around them.

Este artigo comenta algumas das críticas feitas à proposta de criação de uma moeda única para o Mercosul. Esclarece-se que a proposta deve ser entendida como uma meta a ser alcançada após a concretização de uma série de pré-requisitos, explica-se por que a interpretação de que a proposta só interessa à Argentina não nos parece correta e expõem-se os motivos pelos quais algumas das outras críticas, ainda que corretas, não invalidam a unificação monetária. O texto conclui com uma reflexão a respeito da necessidade de o Brasil definir que papel pretende desempenhar no contexto mundial, daqui a 15 ou 20 anos.

O artigo tem como objetivo analisar as opções e oportunidades que emergem para a governança ambiental a partir da definição de crise ambiental global. Para tal, faz-se um exame detalhado dos três grupos em torno dos quais a teoria das relações internacionais tem analisado o processo de gestão coletiva da referida crise, bem como a eficácia das respostas institucionais já existentes. Finalmente, o artigo faz uma releitura das questões de comércio e meio ambiente e segurança ambiental.

Abstract This paper analyses public opinion during the João Goulart government in Brazil (1961-1964), focusing on public perceptions on domestic and foreign policies. We employ a recently declassified public opinion survey conducted on behalf of United States Information Agency (USIA) in urban areas. We found that the Brazilian public opinion was somewhat coherent, supporting redistributive reforms domestically and a neutralist approach in foreign affairs.
