President Jimmy Carter once said, "I had a different way of governing." In attempting to explain what he meant by this, Carter has been variously described as a political amateur, a trustee, a non-political politician, an "active-positive" president, and a forerunner of the 1990s' New Democrats. It is argued here, however, that mere secular descriptions and categories such as these do not adequately capture the essence of Carter's brand of politics and his understanding of the presidency. Rejecting Richard Neustadt's prescriptions for effective presidential leadership, Carter thought political bargaining and compromise were "dirty" and "sinful." He deemed the ways of Washington as "evil," and considered many, if not most, career politicians immoral. While he fully supported the institutional separation of church and state, politics for Carter was about "doing right," telling the truth, and making the United States and the world "a better demonstration of what Christ is." Like two earlier Democrats, William Jennings Bryan and Woodrow Wilson, Carter understood politics as an alternative form of Christian ministry and service. In this regard, Carter was a presidential exception. Carter's evangelical faith gave his politics meaning, skill, vision, and a framework for communication. Using Fred Greenstein's categories of presidential leadership, Carter's faith provided him with "emotional intelligence", too. However, Carter's evangelical style provoked many of his contemporaries, including many of his fellow Democrats. To his critics at home and abroad, Carter was often accused of being arrogant, stubborn, naive, and ultimately a political failure. But as evinced by his indispensable role in negotiating peace between Israel and Egypt, his leadership style also provided him some remarkable achievements. The research here is based on a thorough examination of President Carter's many writings, his public papers, interviews, and opinion pieces. Written accounts from former Carter administration officials and from Israeli and Egyptian participants at Camp David are also used. This project is largely descriptive, qualitative in approach, but quantitative data are used when appropriate and as supplements.

This study looks at the broader transformations in Cuban history through the case study of a single, yet symbolic, man, and proposes a new paradigm for understanding the dynamics of Cuban society and culture. It also examines the implications for Cuba’s aspiring national identity at the turn of the twentieth century, by detailing the interplay between fact and fiction in the story of Alberto Yarini: elite born; well-educated; politically and socially well-connected; powerful; and celebrated Cuban racketeer and chulo (pimp). Yarini was described as vibrant and triumphant at a time when other nation-building forces in Cuba were weak and ambivalent. A century after his dramatic death, Yarini became the quintessential public man in Cuban lore who symbolized a cubanidad (Cuban national identity) not defined in terms of the ideological hegemony of class, race, or gender, and who through his actions dispelled the ambivalence that plagued Cuban nationalism. Using archival documents, contemporary newspaper accounts, court records, memoirs, and published works, this study analyzes the confluence of national events and individual action in the formation of Cuban national identity. It contends that for Cuba, the failure of nation-building experiments resulted in an ambivalent national identity based on failed philosophical and political ideals of equality and prosperity. These ideals played out within the context of the realities of racial discrimination, political dissonance, and class and gender barriers. Instead of a cohesive sense of national character, for Cubans the result was a competing set of identities including a populist version that was defined through identification with antitypes and pseudo-heroes such as Alberto Yarini y Ponce de León (1882-1910), a rising politician and celebrated chulo of the early republic. The telling and retelling of his story has given rise to what has been termed the island nation’s first national myth – one that continues to evolve and grow in the twenty-first century. For many Cubans, the Yarini antitype provided an idealized national identity which in many ways was—and many argue continues to be— the expression of an elusive and ambivalent cubanidad.

Prostitution scandals stigmatize workers for their entire lives, but the politician involved is marred for only one news cycle. “White knight” feminists shame women for sexually catering to the patriarchy but talk from a place of economic privilege. Religious organizations engage in misguided attempts to “save” women who use the industry as a job. Exploitive policies aimed at curtailing sex work hurt the individuals who wish to practice safe sex for their own protection. In the guise of aiding sex workers, or saving them from themselves, those that would advocate for more restrictive policies ignore the ramifications of what these laws would entail.

Vaclav Havel changed history as an advocate of freedom and universal human rights. A playwright, essayist, poet, dissident, and politician, Havel became a symbol of the civic opposition to the communist government in Czechoslovakia. After the Prague “Velvet Revolution” that toppled the communist regime, Havel became president of Czechoslovakia, and later the first president of the Czech Republic. Ten years ago, on September 21, 2002, President Vaclav Havel came to FIU and delivered memorable remarks about freedom and in support of a peaceful transition to democracy in Cuba. Madeleine K. Albright is Chair of Albright Stonebridge Group, a global strategy firm, and Chair of Albright Capital Management LLC, an investment advisory firm focused on emerging markets. She was the 64th Secretary of State of the United States. On May 29, 2012, Dr. Albright received the Presidential Medal of Freedom, the nation’s highest civilian honor, from President Obama. She received an honorary degree from FIU in 1996. Dr. Albright is a Professor in the Practice of Diplomacy at the Georgetown University School of Foreign Service. In this research, I analyze the effects of candidate nomination rules and campaign financing rules on elite recruitment into the national legislatures of Germany and the United States. This dissertation is both theory-driven and constitutes exploratory research, too. While the effects of electoral rules are frequently studied in political science, the emphasis is thereby on electoral rules that are set post-election. My focus, in contrast, is on electoral rules that have an effect prior to the election. Furthermore, my dissertation is comparative by design.^ The research question is twofold. Do electoral rules have an effect on elite recruitment, and does it matter? To answer these question, I create a large-N original data set, in which I code the behavior and recruitment paths and patterns of members of the American House of Representatives and the German Bundestag. Furthermore, I include interviews with members of the said two national legislatures. Both the statistical analyses and the interviews provide affirmative evidence for my working hypothesis that differences in electoral rules lead to a different type of elite recruitment. To that end, I use the active-politician concept, through which I dichotomously distinguish the economic behavior of politicians.^ Thanks to the exploratory nature of my research, I also discover the phenomenon of differential valence of local and state political office for entrance into national office in comparative perspective. By statistically identifying this hitherto unknown paradox, as well as evidencing the effects of electoral rules, I show that besides ideology and culture, institutional rules are key in shaping the ruling elite. The way institutional rules are set up, in particular electoral rules, does not only affect how the electorate will vote and how seats will be distributed, but it will also affect what type of people will end up in elected office.^
