Despite significant concern among policy, law enforcement and intelligence communities in the United States (U.S.) over the possible spread of radical Islamist thought throughout the world as part of a global jihad movement, there has been little investigation into the growing cyber networks in Latin America that promote strong anti-Semitic and anti-U.S. messages. This paper offers an overview of that network, focusing on the structure of Shi’ite websites that promote not only religious conversion but are also supportive of Iran -- a designated State-sponsor of terrorism – its nuclear program. Hezbollah, and the “Bolivarian revolution” led by Venezuelan President Hugo Chávez and his allies in Bolivia, Ecuador and Nicaragua. There is also a smaller group of Sunni Muslim websites, mostly tied to the legacy organizations of the Muslim Brotherhood. Many of the Shi’ite websites are linked to each other consistently portray Israel as a Nazi State, and the United States as an imperialist war monger. The Palestinian issue is frequently juxtaposed with the anti-imperialist struggle that those states supporting Chávez’ Bolivarian revolution claim to wage against the United States. Some of the Islamist websites claim thousands of new convert, but such claims are difficult to verify. Most of the websites visited touted the conversion of one or two individuals as significant victories and signs of progress, implying that there are few, if any, mass conversions. While conducting this research, no websites directly claiming to be linked to Hezbollah were found, although there numerous sites hosted by that group that were active until around 2006. Several of the inactive links are supportive of Hezbollah as a political party. No websites linked to al Qaeda were found. Yet a substantial Internet network remains operational. Much of the outreach for Shi’ite Muslims, closely tied to Iran, is sponsored on numerous websites across the region, including El Salvador, Chile, Ecuador, Colombia, Mexico and Bolivia. Numerous Facebook forums for discussion are also hosted around Latin America. These links must be viewed in the context of the rapidly expanding diplomatic, intelligence, political and economic ties of Iran in recent years with the self-proclaimed Bolivarian states. Given the sparse literature available and the rich vein of un-mined information on the sites cited as well as others that one could find with additional research, the cyber network of Islamist groups remains one of the least understood or studied facets of their presence in Latin America and the Caribbean. It merits significantly more investigation.

This ex post facto study (N = 209) examined the relationships between employer job strategies and job retention among organizations participating in Florida welfare-to-work network programs and associated the strategies with job retention data to determine best practices. ^ An internet-based self-report survey battery was administered to a heterogeneous sampling of organizations participating in the Florida welfare-to-work network program. Hypotheses were tested through correlational and hierarchical regression analytic procedures. The partial correlation results linked each of the job retention strategies to job retention. Wages, benefits, training and supervision, communication, job growth, work/life balance, fairness and respect were all significantly related to job retention. Hierarchical regression results indicated that the training and supervision variable was the best predictor of job retention in the regression equation. ^ The size of the organization was also a significant predictor of job retention. Large organizations reported higher job retention rates than small organizations. There was no statistical difference between the types of organizations (profit-making and non-profit) and job retention. The standardized betas ranged from to .26 to .41 in the regression equation. Twenty percent of the variance in job retention was explained by the combination of demographic and job retention strategy predictors, supporting the theoretical, empirical, and practical relevance of understanding the association between employer job strategies and job retention outcomes. Implications for adult education and human resource development theory, research, and practice are highlighted as possible strategic leverage points for creating conditions that facilitate the development of job strategies as a means for improving former welfare workers’ job retention.^

Computer networks produce tremendous amounts of event-based data that can be collected and managed to support an increasing number of new classes of pervasive applications. Examples of such applications are network monitoring and crisis management. Although the problem of distributed event-based management has been addressed in the non-pervasive settings such as the Internet, the domain of pervasive networks has its own characteristics that make these results non-applicable. Many of these applications are based on time-series data that possess the form of time-ordered series of events. Such applications also embody the need to handle large volumes of unexpected events, often modified on-the-fly, containing conflicting information, and dealing with rapidly changing contexts while producing results with low-latency. Correlating events across contextual dimensions holds the key to expanding the capabilities and improving the performance of these applications. This dissertation addresses this critical challenge. It establishes an effective scheme for complex-event semantic correlation. The scheme examines epistemic uncertainty in computer networks by fusing event synchronization concepts with belief theory. Because of the distributed nature of the event detection, time-delays are considered. Events are no longer instantaneous, but duration is associated with them. Existing algorithms for synchronizing time are split into two classes, one of which is asserted to provide a faster means for converging time and hence better suited for pervasive network management. Besides the temporal dimension, the scheme considers imprecision and uncertainty when an event is detected. A belief value is therefore associated with the semantics and the detection of composite events. This belief value is generated by a consensus among participating entities in a computer network. The scheme taps into in-network processing capabilities of pervasive computer networks and can withstand missing or conflicting information gathered from multiple participating entities. Thus, this dissertation advances knowledge in the field of network management by facilitating the full utilization of characteristics offered by pervasive, distributed and wireless technologies in contemporary and future computer networks.

Network simulation is an indispensable tool for studying Internet-scale networks due to the heterogeneous structure, immense size and changing properties. It is crucial for network simulators to generate representative traffic, which is necessary for effectively evaluating next-generation network protocols and applications. With network simulation, we can make a distinction between foreground traffic, which is generated by the target applications the researchers intend to study and therefore must be simulated with high fidelity, and background traffic, which represents the network traffic that is generated by other applications and does not require significant accuracy. The background traffic has a significant impact on the foreground traffic, since it competes with the foreground traffic for network resources and therefore can drastically affect the behavior of the applications that produce the foreground traffic. This dissertation aims to provide a solution to meaningfully generate background traffic in three aspects. First is realism. Realistic traffic characterization plays an important role in determining the correct outcome of the simulation studies. This work starts from enhancing an existing fluid background traffic model by removing its two unrealistic assumptions. The improved model can correctly reflect the network conditions in the reverse direction of the data traffic and can reproduce the traffic burstiness observed from measurements. Second is scalability. The trade-off between accuracy and scalability is a constant theme in background traffic modeling. This work presents a fast rate-based TCP (RTCP) traffic model, which originally used analytical models to represent TCP congestion control behavior. This model outperforms other existing traffic models in that it can correctly capture the overall TCP behavior and achieve a speedup of more than two orders of magnitude over the corresponding packet-oriented simulation. Third is network-wide traffic generation. Regardless of how detailed or scalable the models are, they mainly focus on how to generate traffic on one single link, which cannot be extended easily to studies of more complicated network scenarios. This work presents a cluster-based spatio-temporal background traffic generation model that considers spatial and temporal traffic characteristics as well as their correlations. The resulting model can be used effectively for the evaluation work in network studies.

Online Social Network (OSN) services provided by Internet companies bring people together to chat, share the information, and enjoy the information. Meanwhile, huge amounts of data are generated by those services (they can be regarded as the social media ) every day, every hour, even every minute, and every second. Currently, researchers are interested in analyzing the OSN data, extracting interesting patterns from it, and applying those patterns to real-world applications. However, due to the large-scale property of the OSN data, it is difficult to effectively analyze it. This dissertation focuses on applying data mining and information retrieval techniques to mine two key components in the social media data — users and user-generated contents. Specifically, it aims at addressing three problems related to the social media users and contents: (1) how does one organize the users and the contents? (2) how does one summarize the textual contents so that users do not have to go over every post to capture the general idea? (3) how does one identify the influential users in the social media to benefit other applications, e.g., Marketing Campaign? The contribution of this dissertation is briefly summarized as follows. (1) It provides a comprehensive and versatile data mining framework to analyze the users and user-generated contents from the social media. (2) It designs a hierarchical co-clustering algorithm to organize the users and contents. (3) It proposes multi-document summarization methods to extract core information from the social network contents. (4) It introduces three important dimensions of social influence, and a dynamic influence model for identifying influential users.

With the growing commercial importance of the Internet and the development of new real-time, connection-oriented services like IP-telephony and electronic commerce resilience is becoming a key issue in the design of TP-based networks. Two emerging technologies, which can accomplish the task of efficient information transfer, are Multiprotocol Label Switching (MPLS) and Differentiated Services. A main benefit of MPLS is the ability to introduce traffic-engineering concepts due to its connection-oriented characteristic. With MPLS it is possible to assign different paths for packets through the network. Differentiated services divides traffic into different classes and treat them differently, especially when there is a shortage of network resources. In this thesis, a framework was proposed to integrate the above two technologies and its performance in providing load balancing and improving QoS was evaluated. Simulation and analysis of this framework demonstrated that the combination of MPLS and Differentiated services is a powerful tool for QoS provisioning in IP networks.
