A tanulmányban áttekintjük az európai foglalkoztatás- és szociálpolitika kialakulását és tÃrténetét, valamint a területen alkalmazott speciális koordinációs módszert. Ezt kÃvetÅen a csatlakozási tárgyalások elemzésével bemutatjuk a hazai politika helyzetét a csatlakozás idÅpontjában. Az elmúlt idÅszak foglalkoztatási adatai segítségével megvizsgáljuk a hazai és európai foglalkoztatás- és szociálpolitikai intézkedések hatásait. A cikk zárásaként a magyar EU-elnÃkség prioritásait és az aktuális kÃzÃsségi terveket vesszük szemügyre. ______ The article gives a review on the history of the common employment and social policy in the European Union, with special attention to the coordination methods used in the field. The article also analyses the accession negotiations and the domestic policy situation at that time of Hungary's accession to the EU. With the data of recent years, the effects of the Hungarian and common EU measures are also examined. Finally, the priorities of the Hungarian Presidency of the European Council along with the current common policy plans are also demonstrated.

This study examines the tax-arbitrage possibilities on the Budapest Stock Exchange between 1995 and 2007. The theoretical possibility for the arbitrage is the different taxation for different stockholders, for the private investors and for the institutions: the institutions had higher taxation on capital gain while private persons in the whole period had tax-benefits on capital gains. The dynamic clientele model shows, that there is a range of the price drops after dividend payouts which guarantees a risk-free profit for both parties. The research is based on the turnover data from 97 companies listed on the Budapest Stock Exchange. We have tested the significant turnovers around the dividend-dates. The study presents clear evidence that investors continuously did take advantages on the different taxation.

It was the intention of the Institute for Sociology and Social Policy at the Corvinus University Budapest in collaboration with the University of Trento to reflect the breadth of local development studies in the conference it staged in June 2011 â˜Social Resources in Local Developmentâ. The event was in the framework of â˜Efficient Government, Professional Public Administration and Regional Development for a Competitive Societyâ which is part of the TAMOP Project 4.2.1/B-09/1/KMR â 2010-0005 (Social and Cultural Resources Development Policies and Local Development Research Workshop led by Professor Zoltán Szántó). All the papers which feature in this volume were presented at the workshop. The research activity behind these papers (with the exception of Blokker) was supported by the aforementioned TAMOP project. The event was attended by a range of international participants including Erasmus Mundus students from the University of Trento and Corvinus students taking the MA in Local Development. It is hoped that this publication of conference proceedings highlights some current and key issues and controversies in local development research and academic debate.

Scholarship on open innovation examines the different shades of opening up the innovation process of firms, where the most important feature is sourcing in knowledge. In this paper I examine the implications of adapting open innovation frames to a field where it was not investigated before: performing arts (contemporary dance and theatre). I draw on case studies and demonstrate that open innovation strategies are viable for artistic production. Independent companies purposefully mining out external knowledge in production, and commercializing on the spillovers of their body of knowledge, put themselves on the shelf of firms adopting and adapting to open innovation.

In recent decades, spillover has become a highly influential concept which has led to the initiation of new theoretical and methodological approaches that are designed to understand how people attempt to reconcile their work and private lives. The very notion of spillover presupposes that these spheres are connected, since the people who move between them bring certain â˜less visibleâ content with them such as cognitive or affective mental constructs, skills, behaviors, etc. This paper attempts to create fresh insight into the different areas, themes and methodologies related to how spillover has been addressed over the last ten years. Four main categories are discussed based on the 76 academic articles that were selected: (1) general spillover research, (2) job flexibility and spillover, (3) individual coping strategies, and (4) the spillover effect on the different genders. The final section of the paper provides a tentative synthesis of the main conclusions and findings from the examined papers.

To the extent minimum-wage regulation is effective in fighting against excessive earnings handicaps of those at the lower end-tail of earnings distribution, it may have the side-effect of worsening their employment prospects. A demand-and-supply interpretation of data on the relative employment rate and earnings position of the least educated in the EU27 suggests that the resulting dilemma might be particularly relevant for minimum-wage policies in post-socialist countries.

This paper explores the concepts of Europe, Europeanism and European Union, their meaning to Hungarians, how people define them and how they relate to these concepts through the analysis of qualitative in-depth interviews. The main question is whether the discourse, expressing attitudes towards Europe and the European Union, are of symbolic or utilitarian character. The symbolic way to relate to the EU is based on principles, an ideological or an emotional approach of the subject, while the pragmatic or utilitarian logic is based on rational cost-benefit analysis. The main argument of this current paper is that the way Hungarians tend to relate to the EU is rather utilitarian and it is the utilitarian logic that represents the relevant frame to understand peopleâs attitudes on the subject.

One of the two reviewers studied in high school to be a physicist. In the end, he became something else, but he never lost his awe of physics. The other reviewer never intended to become a physicist, but he sometimes asks himself why he didnât become one. Today, they are both sociologists who practice their science on an action theory basis and believe that regularities exist in the world of social actions which can be perceived, understood, explained â and even used for making predictions.

In Albert Hirschmanâs theory, loyalty plays a key role in the equilibrium between exit and voice. This article extends economic (rational choice) analysis to the emergence of loyalty, which Hirschman considers an exogenous factor. This is accomplished by linking Williamsonâs theory of specific investment to Hirschmanâs model. Three cases are distinguished: (1) loyalty is due to specific investment; (2) loyalty is due to (intermediate) factors influenced by specific investment; and, (3) loyalty is independent of specific investment. A simple model formalizes the first case. A paradoxical dynamic of loyalty is identified: a lower degree of specificity may lead to a weakening of loyalty in the short run but astrengthening of loyalty in the long run. An application to the process of European integration is sketched.

Hungary has a higher unemployment rate than the member states of the European Union and even most former socialist countries. This rate for 15-64 year-olds has been around 56% since 1999, as against 66% in the European Union (OECD Employment Database). There is also a high degree of regional unevenness within the country. The situation is worst in North Hungary, an area of multiple economic and social deprivations. Several pieces of research have analysed the causes of long-term unemployment and have highlighted the main social, geographical and institutional factors behind it. People of low educational attainment who live in small villages and members of the Roma minority are particularly likely to have been without jobs for a long time.

This paper describes the results of an investigation into the finance-related innovative ability of Hungarian micro, small and medium sized enterprises (SMEs) by using two datasets (from 2006 and 2010). The author explored SMEsâ levels of openness to new financial solutions and identified features which influence their innovative solution-seeking behavior. Additionally, changes in innovation between 2006 and 2010 were analyzed according to the SME sector and whether there is a correlation between having an active solution seeking attitude and business performance was examined. The findings show that shared/multiple ownership in businesses (having interests in different enterprises simultaneously) has a significant positive effect on flexibility and innovative ability. However, the size of the business, industrial sector, type of ownership and market of the SME also have some effect. Furthermore, the hypothesis that an active solution-seeking attitude increases after-tax performance per employee was confirmed.

In this paper the behavior of economic actors shown in the uncertain quality goods markets is examined from the perspective of the sociology of markets. The analysis uses the findings of in-depth interviews conducted in 2011 and 2012 respectively amongst small and medium size entrepreneurs working in construction industry. In the Hungarian construction industry neither formal rules, nor vocational chambers, are able to create a safe environment for entrepreneurs. Nevertheless, networks created as a result of micro-selection steps might be able to enforce the quality of services, observe deadlines and what is more, ensure payment discipline. In this market, the typical high risk can be reduced by relationships. Networks reduce also the cost of transactions, since the important part of the services in this field could only be standardized at significant costs.

This paper explains how Poisson regression can be used in studies in which the dependent variable describes the number of occurrences of some rare event such as suicide. After pointing out why ordinary linear regression is inappropriate for treating dependent variables of this sort, we go on to present the basic Poisson regression model and show how it fits in the broad class of generalized linear models. Then we turn to discussing a major problem of Poisson regression known as overdispersion and suggest possible solutions, including the correction of standard errors and negative binomial regression. The paper ends with a detailed empirical example, drawn from our own research on suicide.

The present paper examines the political construction of ageing and conflicts between generations. The process of construction is driven not merely by institutional actors and opinion leaders in the media, but also by citizens who talk to each other about politics. In my paper I have focused on the latter by observing online discussions that appear on the political forum Index.hu. Disagreement between old peopleâ and â˜young peopleâ evolved mainly about the pension system, thus the examination of ageing constructions is embedded in this context. In spite of its numerous limits, the method used seems to be suitable for providing hypotheses for further research. In the first part of the study I present the applied theoretical approach in which the concept of stereotype is connected with the concept of social construction. After that I focus on investigating the activity, origin and contents of the stereotypes that influence the construction of ageing. In the third part of the study the components of the constructions are demonstrated.

This paper first explores the polarizationthesis, according to which between 1990-2010 political polarization increased to a large extent in the Hungarian political elite and among citizens, although it did not undermine the stability of the political system. Second, it gives an endogenousexplanation for this phenomenon. Third, through theoretical discussion and empirical examples taken from Hungarian politics it is revealed that although growing polarization has not generated regime instability, it reduces, or might reduce, the efficiency of the operation of democracy. Five mechanisms of the effects of ideological polarization which weaken democratic accountability are explored.
