A cikk a magyar gazdaságpolitika dilemmáit helyezi szélesebb közgazdasági perspektívába, a stabilizációs programcsomag intézkedéseiből kiindulva. A jelen pillanatban a külső egyensúly jól érzékelhető javítása a legsürgősebb; a rövid távú intézkedéseknek elsősorban ennek a feladatnak a szolgálatában kell állniuk. / === / The article examines the dilemmas of the Hungarian economic policy, placing it into a wider economic perspective and setting out from the measures prescribed stabilization program. The author analyses the interrelations among the three gravely distressing tasks of the postsocialist transition: improvement of the external balances and domestic financial equilibrium, and creation of the conditions of sustainable growth. For the moment, a well perceptible improvement of the external equilibrium is the most urgent task; the shortterm measures have to serve first of all this purpose. Unfortunately, the package of shortterm measures has not yet been embedded into a convincing medium and longterm reform program. Finally, the article analyses the political conditions of economic stabilization and emphasesizes the importance of joining the social forces and of self restraint.

Survey results in Hungary and Slovakia are presented with special attention to how companies tried to react to the present economic recession. The study analyses the possible consequences of the strategies followed by the Slovakian and Hungarian firms during the crisis period from the point of view of capabilities for utilizing the options for growth when demand will start to increase.

A helyettesítési rugalmasság értéke eltér a szakirodalomhoz képest, aminek magyarázata Magyarország fejlettségi szintjével állhat összefüggésben. ____ The model of the new economic geography - very popular material for economic study these days - allows almost every parameter to be presented directly with the aid of outside data. However, another method is required for substitution flexibility. With the new economic-geography model devised by Puga [1999], a regression equation allows an estimate to be made for the desired parameter, which yielded the wage equation for the six regions of Hungary. The value for substitution flexibility differs from that of the literature, the explanation for which may lie in Hungary's level of development.

Economic behavior is multifaceted and context-dependent. However, the so-called Homo Oeconomicus model states that agents are perfectly rational, self-interest-maximizing beings. This model can be criticized on both empirical and normative grounds. Understanding economic behavior requires a more complex and dynamic framework. In the "I & We" paradigm developed by Amitai Etzioni, economic behavior is co-determined by utility calculations and moral considerations. Two major factors can explain the ethicality of economic behavior; namely, the moral character of the agents and the relative cost of ethical behavior. Economic agents are moral beings, but the ethical fabric of the economy determines which face of the Moral Economic Man predominates.

In the last decade, non-technological and particularly organisational innovations have gained more and more importance and research focus. However, there is no consensus among the academic community either about the definition or about the broader theoretical and methodological foundations of this phenomena. In the present study the authors intend to partly improve this knowledge deficiency syndrome by analysing the most important theoretical contributions of organisational innovation and by reviewing the development in the methodological tools aimed to measure organisational innovation on a European level. By doing so, the authors will focus on the various waves of the Community Innovation Survey (CIS) as an employer-oriented and of the European Working Conditions Survey (EWCS) as an employee-oriented survey. Finally, they will formulate some remarks for further empirical research streams.
