The paper reviews the existing cost-sharing practices in four Central European countries namely the Czech Republic, Hungary, Poland and Slovakia focusing on patient co-payments for pharmaceuticals and services covered by the social health insurance. The aim is to examine the role of cost-sharing arrangements and to evaluate them in terms of efficiency, equity and public acceptance to support policy making on patient payments in Central Europe. Our results suggest that the share of out-of-pocket payments in total health care expenditure is relatively high (24–27%) in the countries examined. The main driver of these payments is the expenditure on pharmaceuticals and medical devices, which share exceeds 70% of the household expenditure on health care. The four countries use similar cost-sharing techniques for pharmaceuticals, however there are differences concerning the measure of exemption mechanisms for vulnerable social groups. Patient payment policies for health care services covered by the social health insurance are also converging. All the four countries apply co-payments for dental care, some hotel services or in the case of free choice of physician. Also the countries (except for Poland) tried to extend co-payments for physician services and hospital care. However, their introduction met strong political opposition and unpopularity among public.

_______ Fairness plays a role in social, organizational and interorganizational relations. Relationships which are considered to be fair by both parties increase the aggregate effectiveness of the participating organizations and develop mutual and reciprocal competitive advantage in the long-run. But what does fairness mean? The author describes the general definition of fairness and its closely related notions, which is followed by a review of Aristotle’s understanding of justice and equity. Some of the philosophical concepts with different social justice interpretation are examined. The author details the most important concepts of justice, equity and fairness of economics, experimental economics, and organizational psychology. The study provides a comprehensive picture of fairness and equity definitions based on the literature overview and the relevance of further research related to inter-company fairness.

This paper examines the methodological aspect of climate change, particularly the aggregation of costs and benefits induced by climate change on individuals, societies, economies and on the whole ecosystem. Assessing the total and/or marginal costs of environmental change is difficult because of wide range of factors that have to be involved. The subsequent study tries to capture the complexity of cost assessment on climate change therefore includes several critical factors such as scenarios and modeling, valuation and estimation, equity and discounting.
