The lecture deals with broad topics. First, it addresses some questions related to the current state of the EU integration regarding institutions and common policies. Second, it discusses the continued importance, the main results and hindering factors related to the Lisbon Programme, with a special emphasis on the educational system in Europe and Hungary. Third, the lecture deals with some possibilities in changing the EU’s rather limited external relation models to more flexible instruments.

A 2007-es nyári eseményekkel indult és 2008-ban már látható formát öltött válság semmiképpen sem egy a szokványos recessziók sorában. A szubprime válságként ismert visszaesés egy több évtizedes léptékű transzformációs válság része, és nem érthető meg ezen a kontextuson kívül. A transzformációs válság annak a következménye, hogy az ipari társadalom tömegtermékeket produkáló, rutinfolyamatokon nyugvó merev rendszere fokozatosan átadja helyét a gyorsan változó, innovatív tudásgazdaságnak. A tanulmány sorra veszi ennek az új gazdaságnak a fontosabb elemeit, amelyek közös tulajdonsága a bizonytalanság, illetve a stabilitás hiánya. Azok a hagyományos piacbefolyásoló eszközök (például a keynesi keresletnövelés), amelyek kiszámíthatóan működtek a tömegtermékek piacán és jól kalkulálható tömegreakciókat váltottak ki, az információgazdasági környezetben lényegesen veszítenek erejükből. A munkavállalók, a gazdasági szervezetek és a kormányok nehezen alkalmazkodnak az új gazdaság természetéhez: a gyors változásokhoz és az állandósult bizonytalansághoz. A szerző a munkapiaci anomáliák: az új, magasabb természetes rátát produkáló munkanélküliségnek és a tehetséges munkavállalók hiányának az együttes jelenlétén keresztül mutatja be az alkalmazkodás viszontagságait. A tanulmány a kormányzati alkalmazkodás nehézségeinek és az állami szabályozás megoldatlan dilemmáinak az elemzésével zárul a szellemi termékek piacán.

Most outdoor plants in Hungarian horticulture are exotas mainly from Middle and East Asia and North America. The flora of China is diversified and has many species because the last glacial period did not reach China. The richness of the Chinese flora was known for Europeans by the missionaries and medics first in 19th cectury. Later some bigger nurseries sent expeditions in China to collect new plants. Nowadays the Hungarian landscape architecture is impossible without Chinese plants.

The development of futures studies and the future-oriented attitude of Finnish institutions and the government can serve as great example for other countries. This attitude appears in education and economy, issues in which Finland is highly competitive in. We introduce the futures studies-related organizations and the foresight system of Finland. An overview of the development of futures studies and the activities, purposes of foresight institutions, with a major emphasis on the Finland Futures Research Centre will be presented. The main question is how could other countries utilize the Finnish example? Societal changes depend on the environment and its historical background, making it quite a challenge to come up with an all-adaptable answer for this question. Thus we will only present guidelines and proposals regarding the development of strategy at the end of this paper.

The aim of the paper is to highlight the main characteristics of the recent Hungarian public administration reform, as well as to reveal the inconsistent nature of some of its elements and to describe the connected risks. The starting point of the article is the Magyary Zoltán public administration development programme. The reform steps are compared to the ideal type NPM approach. The Hungarian public administration reform can be characterized by strong centralization and the revitalization of Hungarian anti-liberal traditions at macro level, and by the support of the enhancement of market rules and management at micro level.

The paper investigates the role of regionalization and regional identity in the endeavours of emerging economies to connect successfully to the global world economy. It addresses the question of whether the Association of Southeast Asian Nations (ASEAN), with its loose institutional integration framework, has contributed to the global integration of its very heterogenous members in the first decade of the 21st century – and, if so, what are the drivers behind this. The paper summarizes connecting theories, using a multidisciplinary approach, and uses descriptive statistical analysis to identify the achievements of the ASEAN-6 countries within global trade and foreign direct invesment (FDI) flows in the given time period. We suggest that ASEAN countries, with their efforts to initiate interconnecting regional organizations in Asia, most specifically the ASEAN+3 (APT) construction, did contribute to greater integratedness of member countries; and they have created a regional image with a common market and production base. Such achievements, however, can be in great part attributed to the micro-level activities of international and regional firms wishing to establish cross-border production networks in these countries.

The latest reform of the Common Agricultural Policy (CAP) has recently been accepted, identifying important challenges for EU agriculture, but proposing only limited changes to the previous CAP. Now it is time for the implementation of the new measures. However, from a theoretical point of view, it seems that the CAP can hardly meet the challenges it faces due to the inconsistencies between the predefined challenges and the measures proposed to meet them. The aim of the paper is to systematically analyse the consistency between the challenges of European agriculture and the policy measures aimed at meeting them. It seems that not all measures are consistent with the challenges.

Climate change highly impacts on tree growth and also threatens the forest of the karstic terrains. From the 1980s the frequency of decay events of the Pinus nigra Arnold forests showed a marked increase in Hungary. To understanding the vulnerability of Pinus nigra forests to climate change on shallow karstic soils in continental-sub Mediterranean climatic conditions we developed the study of three sampled population in the typical karstic landscape of Veszprém in North Transdanubia. We built our model on non-invasive approach using the annual growth of the individuals. MPI Echam5 climate model and as aridity index the Thornthwaite Agrometeorological Index were used. Our results indicate that soil thickness up to 11 cm has a major influence on the main growth intensity, however, aridity determines the annual growth rate. Our model results showed that the increasing decay frequency in the last decades was a parallel change to the decreasing growth rate of pines. The climate model predicts the similar, increased decay frequency to the presents. Our results can be valid for a wider areas of the periphery of Mediterranean climate zone while the annual-growth based model is a cost-effective and simple method to study the vitality of pine trees in a given area.

Inter-regionalism refers to regular forms of cooperation between regions or actors from different regions and is a result of the parallel phenomena of globalization and regionalism. Inter-regional links are rapidly developing all around the world and form a new level of global governance. Though originally inter-regionalism typically connected the actors of the so-called Triad, today emerging economies and developing regions are more active and visible participants of inter-regional cooperation. The article examines the perspectives and limitations of inter-regional relations between China and Latin America as a new dimension of deepening Sino–Latin American relations.

In the wake of the economic crisis, a question arises increasingly often: what is the role of economic culture in overcoming the crisis? Since the mid-2000s, leaders of developed countries have kept pointing out that fostering political and economic education is a driver of growth and development. Curricula are being overhauled; new modules are appearing in the study programmes of secondary schools, colleges, and university-level undergraduate courses; significant curriculum developments have been launched at the world’s leading universities in the last few years. Hungarian higher education cannot exclude itself from this process.

For two decades Hungary, like the other Eastern European countries, followed a general policy of establishing and strengthening the institutions of democracy, rule of law, and a market economy based on private property. However, since the elections of 2010, when Viktor Orbán's Fidesz party came to power, Hungary has made a dramatic U-turn. This article investigates the different spheres of society: political institutions, the rule of law, and the influence of state and market on one another, as well as the world of ideology (education, science and art), and describes the U-turn's implications for these fields and the effect it has on the life of people. It argues against the frequent misunderstandings in the interpretation and evaluation of the Hungarian situation, pointing out some typical intellectual fallacies. It draws attention to the dangers of strengthening nationalism, and to the ambivalence evident in Hungarian foreign policy, and looks into the relationship between Hungary and the Western world, particularly the European Union. Finally, it outlines the possible scenarios resulting from future developments in the Hungarian situation.

The paper intends to give an insight into the relations of the economic and political systems of the Central Asian republics using the theoretical framework of the "rentier economy" and "rentier state" approach. The main findings of the paper are that two (Kazakhstan and Turkmenistan) of the five states examined are commodity export dependent “full-scale” rentier states. The two political systems are of a stable neo-patrimonial regime character, while the Kyrgyz Republic and Tajikistan, poor in natural resources but dependent on external rents, may be described as "semi-rentier" states or "rentier economies". They are politically more instable, but have an altogether authoritarian, oligarchical “clan-based” character. Uzbekistan with its closed economy, showing tendencies of economic autarchy, is also a potentially politically unstable clan-based regime. Thus, in the Central Asian context, the rentier state or rentier economy character affects the political stability of the actual regimes rather than having a direct impact on whether power is exercised in an autocratic or democratic way.

The project management literature on project success is rich. Numerous papers focus on the evolution of the understanding of project success, identification of success criteria and critical success factors. Critical success factors increase the potential for achieving project success, while project success can be evaluated with the help of success criteria. Although the interrelationships between critical success factors and success criteria are rarely analyzed, yet there is a strong demand for it. The aim of this paper is twofold. One of the aims is to identify the impact of one of the critical success factors, the project manager’s project management attitude on project success. The other aim is to highlight the interrelationship between the project manager’s personal characteristics and project management attitude and leadership style, which are three critical success factors. These aim to address the shortcoming mentioned above, which is considering the lack of the interrelationships between critical success factors and success criteria. The research outcomes are drawn from qualitative field research at the Hungarian subsidiaries of multinational companies operating in the ICT sector.

The paper examines the motivational drivers behind the participation of Hungarian consumers on a special shopping event, also known as Glamour Days. The study encompasses a variety of related conceptualizations such as hedonic/utilitarian shopping values, self-gifting as well as impulsive buying practices. After the introduction of relevant consumer behaviour concepts and theoretical frameworks, the paper presents a qualitative research on adult and adolescent female consumers’ shopping experiences during Glamour Days. By building on phenomenological methodology, this study also portrays the ways this shopping event has changed consumer society within an originally strongly utilitarian attitude driven Hungarian culture. The phenomenological interview results highlight differences within the motivational drivers of pleasure-oriented shopping for the two age groups. For teenagers, the main motivation was related to the utilitarian aspect due to their financial dependence and the special opportunity to stand out of their peer group by joining an event that is exclusively held for adult women. On the other hand, adult women are motivated by combined hedonic and utilitarian values manifested in self gifting and impulse buying within an effectively planned and managed shopping trip. Based on the results, retail specific strategies are provided along with future research directions.

Although Western Balkan countries are quite different, they can all be characterised by their one shared goal, to achieve the quickest possible accession to the European Union. Even though agriculture plays an important key role within all Western Balkan states, it’s share is the highest in Albania and only Serbia has a trade surplus. Land is a key production factor but all the analysed countries can be characterized by fragmented land structure and low average farm sizes. Mostly based on land ownership issues, a land reform index can be calculated. The major contribution of this paper to the literature is the reevaluated land reform index for the Western Balkans.
