Information Supply of Geo-information Systems for the Forecasting Problem of the Avalanche Danger

This article is dedicated to the vital problem of the creation of GIS-systems for the monitoring, prognostication and control of technogenic natural catastrophes. The decrease of risks, the protection of economic objects, averting the human victims, caused by the dynamism of avalanche centers, depends on the effectiveness of the prognostication procedures of avalanche danger used. In the article the structure of a prognostication subsystem information input is developed and the technology for the complex forecast of avalanche-prone situations is proposed.

Segmentation of a Speech Signal with Application of Fast Wavelet Transformation

The article describes the method of preliminary segmentation of a speech signal with wavelet transformation use, consisting of two stages. At the first stage there is an allocation of sibilants and pauses, at the second – the further segmentation of the rest signal parts.

Variable Neighborhood Search for Solving the Capacitated Single Allocation Hub Location Problem

In this paper a Variable Neighborhood Search (VNS) algorithm for solving the Capacitated Single Allocation Hub Location Problem (CSAHLP) is presented. CSAHLP consists of two subproblems; the first is choosing a set of hubs from all nodes in a network, while the other comprises finding the optimal allocation of non-hubs to hubs when a set of hubs is already known. The VNS algorithm was used for the first subproblem, while the CPLEX solver was used for the second. Computational results demonstrate that the proposed algorithm has reached optimal solutions on all 20 test instances for which optimal solutions are known, and this in short computational time.
