Resumo:
The purpose of the current paper is to present the developed methodology of viable model based enterprise management, which is needed for modern enterprises to survive and growth in the information age century. The approach is based on Beer’s viable system model and uses it as a basis of the information technology implementation and development. The enterprise is viewed as a cybernetic system which functioning is controlled from the same rules as for every living system.

One of UNESCO’s overarching goals is to build inclusive knowledge societies by harnessing information and communication technologies to maintain, increase and diffuse knowledge in the fields of education, the sciences, culture, and communication and information, including through open access. Open Access (OA) is the provision of free access to peer-reviewed, scholarly, research information (both scientific papers and research data) to all. It envisages that the rights-holder grants worldwide irrevocable right of access to copy, use, distribute, transmit, and make derivative works in any format for any lawful activities with proper attribution to the original author. Through Open Access, researchers and students from around the world gain increased access to knowledge, publications have greater visibility and readership, and the potential impact of research is heightened.

Modern enterprises work in highly dynamic environment. Thus, the developing of company strategy is of crucial importance. It determines the surviving of the enterprise and its evolution. Adapting the desired management goal in accordance with the environment changes is a complex problem. In the present paper, an approach for solving this problem is suggested. It is based on predictive control philosophy. The enterprise is modelled as a cybernetic system and the future plant response is predicted by a neural network model. The predictions are passed to an optimization routine, which attempts to minimize the quadratic performance criterion.

This paper describes a prototype of the intelligent system of the hearing investigation developed by the Tver State Technical University. The problem of automatic diagnostics, considered as the recognition problem of object not completely determined on set of the diseases classes’ descriptions, is discussed. The management strategy of the hearing investigation is proposed.

Strategic management is a special kind of managerial activity dealing with long-term development and growth of the enterprise. Therefore it has specific information needs and uses various information technologies different than used in the operational and middle-level management processes. In the current paper we present an information technologies' classification according to the phases of strategic management process and extract these information technologies which are of crucial importance for the successful strategic management.

Use of modern object-oriented methods of designing of information systems (IS) both descriptions of interrelations IS and automated with its help business-processes of the enterprises leads to necessity of construction uniform complete IS on the basis of set of local models of such system. As a result of use of such approach there are the contradictions caused by inconsistency of actions of separate developers IS with each other and that is much more important, inconsistency of the points of view of separate users IS. Besides similar contradictions arise while in service IS at the enterprise because of constant change separate business- processes of the enterprise. It is necessary to note also, that now overwhelming majority IS is developed and maintained as set of separate functional modules. Each of such modules can function as independent IS. However the problem of integration of separate functional modules in uniform system can lead to a lot of problems. Among these problems it is possible to specify, for example, presence in modules of functions which are not used by the enterprise to destination, to complexity of information and program integration of modules of various manufacturers, etc. In most cases these contradictions and the reasons, their caused, are consequence of primary representation IS as equilibrium steady system.
