Through careful historical and ethnographic research and extensive use of local scholarly works, this book provides a persuasive and careful analysis of the production of knowledge in Central Asia. The author demonstrates that classical theories of science and society are inadequate for understanding the science project in Central Asia. Instead, a critical understanding of local science is more appropriate. In the region, the professional and political ethos of Marxism-Leninism was incorporated into the logic of science on the periphery of the Soviet empire. This book reveals that science, organizes and constructed by Soviet rule, was also defined by individual efforts of local scientists. Their work to establish themselves 'between Marx and the market' is therefore creating new political economies of knowledge at the edge of the scientific world system.

The Politics of the New Germany takes a new approach to understanding politics in the post-unification Federal Republic. Assuming only elementary knowledge, it focuses on debates and issues in order to help students understand both the workings of Germany's key institutions and some of the key policy challenges facing German politicians. Written in a straightforward style by four experts, each of the chapters draws on a rich variety of real-world examples. Packed with boxed summaries of key points, a guide to further reading and a range of seminar questions for discussion at the end of each chapter, this book highlights both the challenges and opportunities facing policy-makers in such areas as foreign affairs, economic policy, immigration, identity politics and institutional reforms. Immigration is one of the most sensitive issues of modern European politics. Nowhere is this more the case than in Germany, as a result of its history and the sheer scale of immigration it has experienced since 1945. Yet despite this background, Germany's immigration, residence and citizenship policy has been more restrictive when compared to that of many other countries; indeed, official policy long maintained that Germany was not a 'country of immigration'. But why has this been the case? The politics of exclusion provides a new analytical perspective on immigration in Germany, tracing the country's immigration and citizenship policy since the Second World War. The book argues that institutional politics are central to understanding why Germany's policy structures have experienced only incremental change over the past 20 years, and have remained comparatively restrictive. With its lively and accessible style, the book will appeal to advanced scholars and students of immigration and Germany.

This article discusses the policy and politics of dual nationality in Germany. It contrasts the policy reality, in which dual nationality is tolerated in a wide range of cases, with Germany's continued opposition in principle to this phenomenon. It then analyzes political, cultural and electoral factors to explain why this opposition persists despite these widespread exceptions. In conclusion, the article argues that by continuing formally to oppose dual nationalities, Germany in effect discourages naturalizations and thereby continues to operate a broadly exclusive citizenship.

There would seem to be no greater field for observing the effects of neo-liberal reforms in higher education than the former Soviet university, where attempts to legitimize neo-liberal philosophy over Soviet ideology plays out in everyday practices of educational reform. However, ethnographic research about higher education in post-Soviet Central Asia suggests that its “liberalization” is both an ideological myth and a complicated reality. This chapter focuses on how and why neo-liberal agendas have “travelled” to the Central Asian republic of Kyrgyzstan, what happens when educators encounter and resist them, and why these spaces of resistance are important starting points for the development of alternative visions of educational possibility in this recently “Third-worlded” society.

This article examines how the Ukrainian state has used, and continues to use, history to forge collective identities in Ukraine. It assesses how history textbooks are utilised by the state as ‘tools’ to introduce schoolchildren to key historical episodes around which a modern Ukrainian national identity can be shaped. Attempts to ‘historicise’ Ukrainian national identity must answer fundamental questions such as: Who are we? Where have we come from? Where are we going? Who are we not? The final question is vital in understanding ‘who we are’ in comparison to the ‘other’. Thus, emphasis is placed on how the Ukrainian state is attempting to form an all-encompassing Ukrainian identity by distancing itself from Russia. The article argues that while a ‘national’ history is being espoused, a ‘regional politics of the textbook’ is subtly being allowed by the state to develop. This stands at odds with state attempts to create one universal, all-encompassing Ukrainian history.

This paper aims to explore the (re)construction of identities in three regions adjacent to the Russian–Ukrainian border. The article analyses the areas' historical and political development and argues that placing such areas within a mega-region term such as ‘eastern Ukraine’ fails to recognise important differences between them. Content analysis of regional history textbooks reveals that the ‘official’ state historical narrative found in school history textbooks is heavily negotiated, with regional elites in each area ‘picking and choosing’ which parts of the ‘official’ state narrative to accept and which parts to reject. In this way, the article demonstrates how the notions of ‘inclusion’ and ‘exclusion’ are highly debated topics in the Ukrainian classroom as the central and local state elites are both part of the dynamic process of (re)definition of national identities.

The study examines the contribution of the Greens to the changing nature of West Germany's local politics in the 1980s. The changes correspond broadly to the politicisation and parliamentarisation of a sphere of government traditionally perceived as being "unpolitical". Building upon theories of the New Politics, it is suggested that the varying pace of socio-economic change across the Federal Republic underlies the nonuniform development of its local party systems. The party systems of localities which have witnessed rapid social and economic change are found to be more susceptible to the emergence of a New Politics dimension than those of communities in which change has occurred less rapidly. The thesis continues by addressing aspects of the Greens' role in the development of local party systems across the Federal Republic. Despite the fact that marked differences in the Greens' approach to local political participation are registered in communities of varying socio-economic types, it is argued that the Greens are largely responsible for the introduction of a "New Local Politics" dimension into West Germany's local party systems. In a comprehensive study of the Greens' role in the Mainz party system, the conflicting styles and practices of the Greens and the established political parties in the city are depicted. The failure of the Green Party to form an alliance with the SPD in the city council is attributed to the cleavage between the Greens' New Politics and the SPD's Old Politics approaches. A detailed analysis of the parliamentary initiatives introduced by the four parties represented in the Mainz council between 1984 and 1987 also supports the contention that a New Politics dimension exists in the city's party system. This dimension is identified as representing a significant source of conflict during the period of analysis.

It stands to reason that critical theorists should be interested in the newest student movements working to challenge the neoliberalisation of higher education. Yet, while these politics are pushing the limits of critical knowledge about the cultivation of new modalities of radical political resistance, their theoretical significance remains marginalised within the academy. While the academic literature is replete with analysis of the long-anticipated ‘crisis of the university’, many professional responses to the most recent privatisation policies have been muted and ambivalent; or, at the very least, hopeful that the trends can be arrested or mitigated by sanctioned operations of professional critique and opposition. In this essay, I suggest that some of the recent work of student activists demonstrates both the contingency of this position and the possibility of cultivating new political subjectivities and critical-experimental modalities of resistance, within and beyond the university.

This article explores gender politics and processes in the academy and investigates change from the perspectives of feminist academics. In particular, it explores the experiences of women academics attempting to effect change to the gendered status quo of their own institutions. Focusing on micro-politics, the feminist movement is empirically explored in localized spaces of resistance and in the small but significant individual efforts at making changes in academic institutions. The analysis is based on interviews with female academics working in business and management schools and focuses on the challenges for change and how change attempts affect their personal and professional identities. The article explores the range of change strategies that participants use as they try to progress in their academic career while staying true to their feminist values and priorities through both resisting and incorporating dominant discourses of academic work. The analysis highlights such tensions and focuses on a contextualized, bottom-up perspective on change that, unlike more totalizing theorization, takes into account mundane and lived experiences at the level of the individual. © 2012 Blackwell Publishing Ltd.

Recent reports about procurement within the NHS have been highly critical. One problem identified in the reports is the fragmentation of NHS demand across an unnecessarily large number of suppliers. This fragmentation is said to increase transaction costs, reduce opportunities for scale economies and reduce NHS leverage over suppliers. It has been suggested, therefore, that an important way of improving procurement in the NHS is the better consolidation of demand with a lower number of preferred suppliers. However, such a policy, because it will create ‘winners’ and ‘losers’ within NHS organisations, has political as well as technical and practical ramifications. In this article, the authors present a model, the Veto Players Model, in order to assist managers to address these political ramifications. In the article, the authors not only demonstrate the utility of this model with regard to demand consolidation policies, but also argue that the model provides useful lessons for change management initiatives more generally.
