Quels sont les rapports entre une culture et une langue? Les Francophones de France et du Québec partagent-ils la même culture? On peut répondre à ces questions en étudiant les discours sur l'autre. L'analyse des discours publics sur la langue de l'autre permet de démontrer des divergences entre les deux groupes. Elles comprennent la valeur relative accordée à chaque variété, l'importance qu'y prend la formalité et la façon qu'on y a de conduire la conversation. Ces différences sont solidaires des stéréotypes sur l'arrogance des uns et la simplicité des autres.

Different disciplinary fields in the humanities have started to formulate the question of the representations by one community of the linguistic practices of some other communities with which a common language is nonetheless shared. This question is considered through the way in which Quebec French is represented in two recent detective novels from France French authors. Two rhetorical strategies are evidenced. A realist strategy presents Quebec French as a differential practice and cannot escape reasserting the symbolic asymmetry between a so-called peripheral variety and the central variety from which the author is writing. A moderation strategy brings together practices from different groups without identifying them as such. The study further allows us to document the apparent reduction in the linguistic insecurity of the Quebec French community, through the reception of the first strategy in particular.

This thesis examines the external activities of the European Union conducted in the wider Europe against the backdrop of eastern enlargement. It focuses on the technical aspects of EU diplomacy, using qualitative research methodology to study the programmes and initiatives launched since the year 2000 in the countries lying along the Union’s new border to the east. Drawing on evidence from Ukraine, it hypothesises that the EU is an agent of transformation in the eastern neighbourhood and that this transformation has important implications for the regional order in the post-Soviet space. The thesis constitutes an investigation into the transformational activities engaged by the EU in Ukraine conducted with an eye to their strategic implications. It documents and analyses three instances of EU intervention in Ukraine’s internal processes that relate to management of cross-border traffic in the Ukrainian-Russian borderland, restructuring of the country’s energy sector, and conduct of its contentious presidential election in 2004. It is argued that while these interventions have explicitly sought to advance the Union’s security with respect to certain twenty-first century transnational threats, they have at the same time served to confer important strategic advantages on the EU that include giving the bloc greater knowledge and control over developments in Ukraine and that contribute to the dismantling of infrastructural, institutional and other ties between Kiev and the other Soviet successor states, notably Russia. The effect of the European Union’s actions in the region, whether intended or not, has thus been to undermine any competing regional initiatives that cut across its own functions, and thereby to assert itself as the primary integration project in Europe. By showing how technical interventions in the politics, economics and administration of Ukraine can yield important geopolitical dividends, this thesis demonstrates that, in the context of EU external relations, high and low politics are interlinked.

Benchmarking exercises have become increasingly popular within the sphere of regional policy making. However, most exercises are restricted to comparing regions within a particular continental bloc or nation.This article introduces the World Knowledge Competitiveness Index (WKCI), which is one of the very few benchmarking exercises established to compare regions across continents.The article discusses the formulation of the WKCI and analyzes the results of the most recent editions.The results suggest that there are significant variations in the knowledge-based regional economic development models at work across the globe. Further analysis also indicates that Silicon Valley, as the highest ranked WKCI region, holds a unique economic position among the globe’s leading regions. However, significant changes in the sources of regional competitiveness are evolving as a result of the emergence of new regional hot spots in Asia. It is concluded that benchmarking is imperative to the learning process of regional policy making.

A significant forum of scholarly and practitioner-based research has developed in recent years that has sought both to theorize upon and empirically measure the competitiveness of regions. However, the disparate and fragmented nature of this work has led to the lack of a substantive theoretical foundation underpinning the various analyses and measurement methodologies employed. The aim of this paper is to place the regional competitiveness discourse within the context of theories of economic growth, and more particularly, those concerning regional economic growth. It is argued that regional competitiveness models are usually implicitly constructed in the lineage of endogenous growth frameworks, whereby deliberate investments in factors such as human capital and knowledge are considered to be key drivers of growth differentials. This leads to the suggestion that regional competitiveness can be usefully defined as the capacity and capability of regions to achieve economic growth relative to other regions at a similar overall stage of economic development, which will usually be within their own nation or continental bloc. The paper further assesses future avenues for theoretical and methodological exploration, highlighting the role of institutions, resilience and, well-being in understanding how the competitiveness of regions influences their long-term evolution.

The distribution of variants used to express future temporal reference has been the object of many studies, focused on conversational speech or on written data. This article sheds new light on the issue by studying future markers in a communicative setting which consists of prepared speech (the televised weather forecast) from a diatopic perspective (comparison of French and Québécois corpora). The distributional analysis points to a distribution of variants specific to this discursive setting. Furthermore, the Goldvarb X multivariate analysis reveals diatopic variation and the influence of some linguistic factors, most notably the type of verb, as well as the effect of constraints specific to the two speech communities under study.
