The active initiative taken by Russian President Vladamir Putin by bombarding the antigovernment forces in Syria at the end of September 2015 startled the world by its precalculated boldness. Russian intervention has radically changed the dynamic of the war by empowering the Syrian government of Bashar Assad, and has resulted in a ceasefire agreement which starts on 27th February 2016, led by Russia and the US. No one can predict at present the next stage of conflicts in Syria or whether it will result in a positive solution to the tragic wars there. However, there is no denying the fact that Russia has played an important role in the development of the game. This paper analyzes the motivations of Putin in intervening in the Syrian crisis and the factors which have enabled Russia to play an enlarged role in the Middle East, seemingly beyond its objective capabilities. Legacies of international networks built during the Soviet period; shrewd tactics in making use of the inconsistency and vacillation of US policies, particularly towards the Middle East; its historical experience of interaction with the Muslim cultures, including domestic ones; its geopolitical perception of world politics, and the export of energy resources and military weapons as tools of diplomacy are some of the factors which explain Russian behavior. At the same time, the personal leadership and accumulated experience of President Putin in formulating Russian diplomacy and in manipulating different issues in a combined policy should be taken into account. His initiative in Syria succeeded to some extent in turning world attention away from the Ukrainian issue, aimed at changing the present sanctions imposed by the West. Another phenomenon to be noted in the international arena is the newly developed mutual interaction between Russia and the Arab countries in the Gulf. Frequent visits to Russia by autocratic leaders, including kings, emirsand princes do not always reflect a shared common interest between Russia and the Arab leaders. On the contrary, in spite of sharp and fundamental differences in their attitude toward the issues related to Syria, Iran and Yemen, the Arab leaders find it necessary to communicate with Russia and to know Russia’s expected strategies and intentions towards the Middle East, apart from its oil and gas policies. The Iran deal on the nuclear issue in July 2015 may have been a factor behind the phenomena.

The Geographical Simulation Model developed by IDE-JETRO (IDE-GSM) is a computer simulation model based on spatial economics. IDE-GSM enables us to predict the economic impacts of various trade and transport facilitation measures. Here, we mainly compare the prioritized projects of the Master Plan on ASEAN Connectivity (MPAC) and the Comprehensive Asia Development Plan (CADP). MPAC focus on specific hard or soft infrastructure projects that connect one ASEAN member state to another while the CADP emphasizes the importance of economic corridors or linkages between a large cluster and another cluster. As compared with MPAC projects, the simulation analysis shows that CADP projects have much larger positive impacts on ASEAN countries.

The Development Cooperation Charter of Japan, which took over the ODA (Official Development Assistance) Charter in February 2015, drives Japan's cooperation towards non-poor countries and non-poverty issues. The Sustainable Development Goals (SDGs) put Japan forward in these directions. As a result, in Japan the focus on global poverty reduction is overshadowed by its national interests and sustainability under the concept of universality, which was a core principle of the SDGs as differentiated from the Millennium Development Goals.

This article is the introduction to a special issue of The Developing Economies which presented the results of a research project by the Institute of Developing Economies that examined the development mechanisms in Korea and Taiwan. Our conclusion in this article is that their development mechanisms, despite their similar development patterns of export-led industrialization, have been essentially different: a government-led mechanism in Korea as opposed to a market-led mechanism in Taiwan. We verified this difference through comparative studies of the two economies covering trade balances, the growth of total factor productivity, the scale of enterprises and business groups, and the development processes of individual manufacturing sectors. In our explanatory discussion we propose that the difference in the mechanisms is based on: 1) the amount of accumulation in the economy at the time postwar industrialization started, 2) the relationship between government and society, and 3) the mechanism of social network formation.

Ever since the handover of the territory in 1997, Hong Kong has had its own unique law and its own economic system and international legal personality, and has not been integrated with Mainland China. The Basic Law guarantees the uniqueness of the Hong Kong SAR until 2047. But close economic ties between Hong Kong and the Mainland will promote closer economic integration. The Basic Law limits only a customs union and the introduction of a single currency, but not the formation of a Free Trade Agreement (hereafter FTA) and monetary union. FTA has already been realized in the form of the Closer Economic Partnership Arrangement (hereafter CEPA). The Hong Kong SAR government, including the bureaucrat as well as the Chief Executive Tung Chee Hwa, was opposed to, and hesitant towards, the formation of a regional trade agreement with the Mainland, but the business community made them to adopt a positive attitude towards the CEPA. It is unclear how much integration can been deepened, but it can be argued that the current policy of the Hong Kong SAR is too supportive of business, and an excessive degree of economic integration may threaten the uniqueness of Hong Kong. But if Hong Kong achieves democracy and enjoys complete autonomy, it will be easy for economic integration to co-exist with the 'One Country, Two Systems' approach, in the interests of the business community and of the citizens of the SAR.

The importance of organizing local people for development work is widely recognized. Both governmental and non-governmental agencies have implemented various projects that have needed and encouraged collective action by people. Often, however, such projects malfunction after the outside agencies retreat from the project site, suggesting that making organizations is not the same as making a system of making organizations. The latter is essential to make rural organizations self-reliant and sustainable. This paper assumes that such a system exists in local societies and focuses on the capacity of local societies for creating and managing organizations for development. It reveals that (1) such capability differs according to the locality, (2) the difference depends on the structure of the organizations that coordinate people's social relations, and (3) the local administrative bodies define, at least partly, the organizational capability of local societies. We compare two rural societies, one in Thailand and the other in the Philippines, which show clear contrasts in both the form of microfinance organizations and the way of making these organizations.

Salaried managers have been increasing in top management of many Taiwanese companies. Why and how have their roles become more important? In order to answer these questions, it is necessary to examine the complicated relationships between salaried managers and the founders' families who appoint them to top-management positions. This paper examines the case of Hsu Chung-Jen, the president of President Chain Store Corporation. PCSC operates Taiwan's 7-ELEVENs, the largest convenience store chain on the island. He may be regarded as the most advanced salaried manager in Taiwan today.

The Saemaul Undong of the Republic of Korea has been world-widely recognized as a successful model of rural community development. The Saemaul Undong was a pure Korean way of community development program which was initiated by the political will of the top national leadership in order to escape from poverty. There are several key factors to the success of the Saemaul Undong. First, the national government's guidance and support for the movement played a very important role in the whole period of the movement. Second, there was a wide range of people's participation in the implementation process. Third, the Saemaul Undong could make a big success by nurturing community leadership which was selected by rural residents themselves. Finally, as a movement for the spiritual reform, the Saemaul Undong imbued the people with the spirits of diligence, the self-reliance, and cooperation.

The empirical regularities of the Bangladesh business and seasonal cycles are documented in this study. Spectrums, seasonality, volatility, cyclicality, and persistence in the level and variance of macroeconomic variables in Bangladesh are explored using monthly and quarterly macroeconomic series. Most of the features of U.S. and East-Southeast Asian business cycles are common to Bangladeshi business cycles; however, there are some differences. As is seen in the U.S. and European economies, seasonal cycles accentuate the features of business cycles in Bangladesh. To our surprise, the seasonal cycles in Bangladesh embody the features of business cycles in the U.S. and East-Southeast Asian economies more thoroughly than they do the business cycles in Bangladesh.

This study examines the effects of intra-regional cooperation among firms and institutions on the growth of firms, using the unique data set of questionnaire survey collected in the three major industrial clusters in Japan. In contrast to the existing studies on regional innovations or agglomeration economies, this study explicitly focuses on the detailed contents of cooperative activities with two specific viewpoints: 1) the contents of regional cooperation in each of the three production stages of R&D, commercialization, and marketing, and 2) the detailed types of alliance partners. Our results demonstrate three points: 1) positive correlations are observed between the intensity of regional cooperation and the firm growth rate and R&D expenditure, 2) horizontal cooperation such as alliances with universities and cross-industry exchange organizations has positive significant effects on the growth rate of firms, which is in contrast with the previous studies that stressed only the role of vertically integrated inter-firm linkages in Japan, and 3) contents and partners of regional cooperation are different among the three clusters based on different dominant industries.
