El artículo aborda los vínculos sostenidos por la Comisión Protectora de las Bibliotecas Populares y las bibliotecas populares con relación a la elaboración de reglas adecuadas para ordenar el funcionamiento de estas instituciones. A partir de un análisis del Boletín de las Bibliotecas Populares, se estudia la manera en que la Comisión insistió en la difusión de dos servicios: la lectura gratuita en la sala y el préstamo domiciliario de libros a cambio de una cuota accesible. Se observa cómo las bibliotecas incorporaron progresivamente esas pautas y, al hacerlo, colaboraron con sus propios reglamentos con la estrategia pedagógica del Boletín. Se examinan, asimismo, las indicaciones técnicas presentes en la revista para contribuir con el desarrollo de los procesos bibliotecarios necesarios para sustentar dichos servicios. Se concluye que entre 1870 y 1875 estas acciones renovaron la tradición bibliotecaria en la Argentina, aun cuando es posible detectar diversas deficiencias y contrasentidos en la transmisión de esta nueva concepción bibliotecológica. Finalmente, se evalúa la pertinencia de los reglamentos y otros documentos institucionales para desenvolver los estudios históricos sobre los contextos de la lectura

The work has as objective to produce a look about what we can think as a long history of information, what we think out from the most remote times until its conversion to theástatusáof object of the Information Science (IS) in the second half of 20th century. Of theorical nature and keeping up itself by the literature in IS and in similar areas, a discussion is made about the concept of information to then to list names, happenings and theories that contributed in the passage of the domain of the daily life to the domain of the Science. From a distant past to the most recent happenings connected to the problem of the privacity of the citizens in the digital networks, it is verified in the history of information a closed relation with the power, reason that suggests the deepening of the studies in IS about the political and ethical issues in the contemporary society.

This article focuses on some aspects of the agrarian history of Soledade, a town in the north of the state of Rio Grande do Sul, southern Brazil. Our aim is to understand how this area was in many ways affected by the Land Law of 1850, particularly in economic and social terms. Population growth, arrival of European immigrants and increasing privatization of the commons contributed for the increasing of land prices in the region during the second half of the 19 th century. Understanding this situation as a great opportunity to make money, some landowners, directly or through a colonization company, allotted and sold the land they had previously acquired through the Land Law of 1850
