The logic of territorial ordainment in Recife has been developed mainly through the seclusion of the unwanted and the removal of stilt houses and slums in order to make room and prepare the space for new private enterprises. As an example of ordainment we took the 'Via Mangue' project, which is part of Recife's mobility plan and is one of the main projects aimed at the city's preparation for the 2014 FIFA World Cup Brazil. We believe that the project makes use of the 'great social benefits' discourse in order to cover its actual and practical consequences which, taken as whole, lead to the favoring of private sector over the public interest. That being so, the main goal of the present work is to make an analysis of territorial ordainment in Recife through the execution of the Via Mangue project; observing at the same time the urban and social impacts caused by the relocation of communities to the Via Mangue III housing complex, and verifying whether this policy actually promoted substantial improvement of habitability or only a precarious social inclusion of these populations. Our research was conducted and operated at three levels. First, the conceptual reconstitution of territorial ordainment; second, documental and cartographic research on the Via Mangue project; and last, fieldwork with observation of the constructed space and personal interviews with members of the families relocated to the Via Mangue III housing complex. We hope the present work could be a valuable contribution to the comprehension of the complexities involved in the relocation of families to housing complexes built by the government

Apresenta-se ao debate os resultados parciais de investigaçoes teóricas e empíricas empreendidas no âmbito do Grupo de Pesquisa "Mitopoética da Cidade: Experiência Subjetiva, Paisagem, Memória e Imaginaçao" (Universidade de Sao Paulo), que enfocam as experiências subjetivas de dois grupos de moradores da megalópole Sao Paulo: os moradores de rua do bairro da Luz na regiao central da cidade, e os moradores do Jardim Pantanal, bairro periférico constituído pela ocupaçao informal da várzea do rio Tietê no extremo Leste da cidade. Além de sua situaçao de vulnerabilidade social, estes grupos têm em comum o fato de serem, ambos, visados por Programas Sociais que preconizam uma alteraçao drástica em seus locais e modos de viver; nesta perspectiva, serao apresentadas reflexoes sobre aspectos éticos a serem considerados pelas políticas públicas de habitaçao, nas situaçoes cada vez mais freqüentes em que, por razoes ambientais ou de interesse social, é necessário promover remoçoes.

Planned to be a process of early evaluation of Politics, Plans and Programs (PPPs), which interfere in the environment; the Strategic Environmental Assessment (SEA) suggests a methodology for planning and managing the land, which overcomes the limitations of the traditional plans that try to mitigate the environmental impacts of Projects, assuming a pro-active conception that incorporates the social and environmental aspects in the planning stage of the PPPs. This kind of Evaluation surpasses the existing limitations of the Environmental Impact Assessment (EIA), once the EIA happens after the planning process, when lots of decisions have been made and carried out. In order to overcome the limitations of EIA, the SEA is a strategic tool in the process of planning and managing the land. When we focus on the PPPs and not on the Projects, the SEA, which is more political than technical, priorizes the strategies that assure the integration of the environmental, social, economic and institutional aspects into the planning process, in private or public organizations. In this context, this work aims to establish the concept basis of the Strategic Environmental Evaluation as a tool for land planning and managing. The methodology procedures used here lie in the literature review concerning the SEA, analyzing how this tool can be introduced as an alternative for sustainable development. Although the SEA is a tool that introduces the sustainable development theme as a guiding principle of planning, it is seldom used by managers and decision makers, locally and nationally
