Del centro a la periferia, del nivel nacional al municipal : Análisis del proceso de descentralización fiscal y económica en Loreto, Santiago del Estero, 1993-2003

La literatura política y administrativa que debate acerca de la descentralización municipal producida en los noventa, da cuenta de que el caso argentino efectivamente mostró un sostenido proceso de descentralización administrativa y fiscal hacia las instancias inferiores de gobierno, sin embargo, también deja entrever que esto dependerá de cada caso analizado. El foco de interés que guía este trabajo está centrado en el análisis de la política pública de descentralización municipal que se dio en el marco de los procesos de reforma del Estado durante los noventa en el municipio de Loreto, provincia de Santiago del Estero. En este caso particular, se dará relevancia a la dimensión de descentralización fiscal y económica hacia el municipio, para observar el impacto que tuvo en el desenvolvimiento de las capacidades administrativas del gobierno local, y si efectivamente significó el aumento de atribuciones y competencias promovidas y prometidas en el discurso neo-liberal del período. La metodología utilizada en este trabajo se basa en entrevistas a informantes clave en el nivel municipal (no hay datos cuantitativos disponibles en la ciudad)

Produçao do conhecimento em Educaçao Física : Algumas reflexoes a partir do Brasil

This paper aims to problematize knowledge production in Physical Education (PE) from the Brazilian context. From a hermeneutic perspective, it questions the nature of its knowledge considering the difficulties arising from the objects/subjects diversity, methodological approaches and epistemological perspectives. From historic and controversial theory-practice relationship, it identifies some research problems of the area, since it is heiress of the Western dualism in its different aspects. We understand that overcoming the epistemological classical notion places us before other types of research and knowledge validation. It also recognizes that the autonomy enjoyed by science is a concession of a Democratic and Republican Society (therefore, it is always relative) and that it is constantly threatened by instrumental and political perspectives. With regards to intervention problems, we consider that they should occupy a prominent place inside research concerns, even if it means radicalize this interdisciplinary character of Physical Education. We concludes that in these disciplinary field boundaries, and with an effort to link them with pedagogical challenges, knowledge production can contribute to shape a Physical Education identity.

Por uma Governança Democrática : Triangulo Mineiro - Brasil - Uberlândia

The City Educator Program is articulated with PROEX-Pro - Deanship Culture and Student Affairs through the Directorate of Extension, along with the Institute of Geography, Faculty of Architecture, Urban Planning and Design Institute and the City Futura Pro. Program is conducted since 2008 by the Federal University of Uberlândia and Motion City Futura. The outreach program aims to promote democratic governance and smart planning municipal and regional level, enabling public and social (government technicians, law enforcement officers, and civil society leaders) seeking implementation of legal instruments, urban and tributaries in the counties of Araguari and Uberlândia, established in the City Statute and Master Plans, and the Fiscal Responsibility, Social Rights established by the Constitution, and all the instruments of social control in the municipalities involved. The methodology includes content developed through dynamic, research participant, group work and exposure dialogue. The results were relevant to holding the Course on Urban Management and Sustainable Democratic, Uberlândia A Forum for Sustainable Leadership Training Course Ethical and Sustainable, Community Workshops Seminars in Neighborhoods assessment; Map Workshop Speaker, Research Participants, Seminars and Interactive Campaigns Mobilization office in the territory. Were produced articles, reports and reflections that are public in book form. At the end of the implementation of program activities, the municipal governments, entities and non-governmental organizations as well as citizens who, directly or indirectly, involved with the program, attended the final seminar where, besides the presentation of results, was made, collectively, evaluation and assessment of all activities

Os jovens agricultores familiares e a reproduçao geracional na agricultura familiar : Estudo de caso dos jovens residentes no município de Faxinal do Soturno - Brasil

This study examines how the youth's Professional projects in new generation of family farmers are prepared and the perspective of reproduction of the familiar mode of production. The sociological task is to specify the distinctive features of the situation of the youth in family farming, seeking to identify the elements considered in the preparation of their professional projects. Qualitative data were produced by a case study of young farmers who lives in the city of Faxinal do Soturno, a municipality belonging to the fourth colony of Italian immigration in Rio Grande do Sul/Brazil. We performed 36 interviews, consisting of open questions, adopting a semi-structured script, wich were examined by de method of content analysis. Among the results, were observed a context marked by professional projects that breaks with the succession of the family farm work. The negative ratings on agricultural work stand out, particularly on issues related to health, salubrity of work and conditions of aging in rural areas. Family and emotional issues, and also specific aspects of the juvenile condition, marked by the pursuit of autonomy and emancipation, permeate the professional projects in development and show a complex analytical framework, wich amplify the explanatory factors of migration of youth.
