Recently, political voices have stressed the need to introduce a right to be forgotten as new human right. Individuals should have the right to make potentially damaging information disappear after a certain time has elapsed. Such new right, however, can come in conflict with the principle of free speech. Therefore, its scope needs to be evaluated in the light of appropriate data protection rules. Insofar, a more user-centered approach is to be realized. “Delete” can not be a value as such, but must be balanced within a new legal framework.

During the last decades, the virtual world increasingly gained importance and in this context the enforcement of privacy rights became more and more difficult. An important emanation of this trend is the right to be forgotten enshrining the protection of the data subject’s rights over his/her “own” data. Even though the right to be forgotten has been made part of the proposal for a completely revised Data Protection Regulation and has recently been acknowledged by the Court of Justice of the European Union (“Google/Spain” decision), to date, the discussions about the right and especially its implementation with regard to the fundamental right to freedom of expression have remained rather vague and need to be examined in more depth.

The present article describes and analyses youth criminality in the city of Rosario, Argentina between the years 2003-2006. Key actors’ understandings of and responses to the conflict were investigated by means of semi-structured interviews, observations, discourse analysis of policy documents, analysis of secondary data, and draw heavily on the experience of the author, a citizen and youth worker of Rosario. The actors examined were the police, the local government, young delinquents and youth organisations. Youth criminality is analysed from a conflict transformation approach using conflict analysis tools. Whereas, the provincial police understand the issue as a delinquency problem, other actors perceive it as an expression of a wider urban social conflict between those that are “included” and those that are “excluded” and as one of the negative effects of globalisation processes. The results suggest that police responses addressing only direct violence are ineffective, even contributing to increased tensions and polarisation, whereas strategies addressing cultural and structural violence are more suitable for this type of social urban conflict. Finally, recommendations for local youth policy are proposed to facilitate participation and inclusion of youth and as a tool for peaceful conflict transformation.

A multitude of products, systems, approaches, views and notions characterize the field of e-learning. This article attempts to disentangle the field by using economic and sociological theories, theories of marketing management and strategy as well as practical experience gained by the author while working with leading edge suppliers of e-learning. On this basis, a distinction between knowledge creation e-learning and knowledge transfer e-learning is made. The various views are divided into four different ideal-typical paradigms, each with its own characteristics and limitations. Selecting the right paradigm to use in the development of an e-learning strategy may prove crucial to success. Implications for the development of an e-learning strategy in businesses and educational institutions are outlined.
