While sound and video may capture viewers' attention, interaction can captivate them. This has not been available prior to the advent of Digital Television. In fact, what lies at the heart of the Digital Television revolution is this new type of interactive content, offered in the form of interactive Television (iTV) services. On top of that, the new world of converged networks has created a demand for a new type of converged services on a range of mobile terminals (Tablet PCs, PDAs and mobile phones). This paper aims at presenting a new approach to service creation that allows for the semi-automatic translation of simulations and rapid prototypes created in the accessible desktop multimedia authoring package Macromedia Director into services ready for broadcast. This is achieved by a series of tools that de-skill and speed-up the process of creating digital TV user interfaces (UI) and applications for mobile terminals. The benefits of rapid prototyping are essential for the production of these new types of services, and are therefore discussed in the first section of this paper. In the following sections, an overview of the operation of content, service, creation and management sub-systems is presented, which illustrates why these tools compose an important and integral part of a system responsible of creating, delivering and managing converged broadcast and telecommunications services. The next section examines a number of metadata languages candidates for describing the iTV services user interface and the schema language adopted in this project. A detailed description of the operation of the two tools is provided to offer an insight of how they can be used to de-skill and speed-up the process of creating digital TV user interfaces and applications for mobile terminals. Finally, representative broadcast oriented and telecommunication oriented converged service components are also introduced, demonstrating how these tools have been used to generate different types of services.

Die kurzen Technologiezyklen in der IT-Industrie stellen Unternehmen vor das Problem, Mitarbeiter zeit- und themenadäquat weiter zu qualifizieren. Für Bildungsanbieter erwächst damit die Herausforderung, relevante Bildungsthemen möglichst frühzeitig zu identifizieren, ökonomisch zu bewerten und ausgewählte Themen in Form geeigneter Bildungsangebote zur Marktreife zu bringen. Zur Handhabung dieser Problematik wurde an der Hochschule für Telekommunikation Leipzig (HfTL), die sich in Trägerschaft der Deutsche Telekom AG befindet, ein innovatives Analyseinstrument entwickelt. Mit diesem Instrument, dem IT-KompetenzBarometer, werden Stellenanzeigen, die in Jobportalen online publiziert werden, ausgelesen und mithilfe von Text Mining-Methoden untersucht. Auf diese Weise können Informationen gewonnen werden, die differenzierte Auskunft über die qualitativen Kompetenzanforderungen zentraler Berufsbilder des IT-Sektors liefern. Dieser Beitrag stellt Ergebnisse vor, die durch Analyse von mehr als 40.000 Stellenanzeigen für IT-Fachkräfte aus Jobportalen im Zeitraum von Juni-September 2012 gewonnen werden konnten. Diese Ergebnisse liefern eine Informationsgrundlage, um marktrelevante Bildungsthemen zu identifizieren, sodass Bildungsangebote erfolgreich gestaltet und weiterentwickelt werden können.

We use electronic communication networks for more than simply traditional telecommunications: we access the news, buy goods online, file our taxes, contribute to public debate, and more. As a result, a wider array of privacy interests is implicated for users of electronic communications networks and services. . This development calls into question the scope of electronic communications privacy rules. This paper analyses the scope of these rules, taking into account the rationale and the historic background of the European electronic communications privacy framework. We develop a framework for analysing the scope of electronic communications privacy rules using three approaches: (i) a service-centric approach, (ii) a data-centric approach, and (iii) a value-centric approach. We discuss the strengths and weaknesses of each approach. The current e-Privacy Directive contains a complex blend of the three approaches, which does not seem to be based on a thorough analysis of their strengths and weaknesses. The upcoming review of the directive announced by the European Commission provides an opportunity to improve the scoping of the rules.
