PURPOSE: To evaluate the consecutive treatment results regarding pterygium recurrence and the efficacy of exclusive strontium-/yttrium-90 beta-irradiation for primary and recurrent pterygia and to analyze the functional outcome. PATIENTS AND METHODS: Between October 1974 and December 2005, 58 primary and 21 recurrent pterygia were exclusively treated with strontium-/yttrium-90 beta-irradiation with doses ranging from 3,600 to 5,500 cGy. The follow-up time was 46.6 +/- 26.7 months, with a median of 46.5 months. RESULTS: The treatment led to a size reduction in all pterygia (p < 0.0001). Neither recurrences nor side effects were observed during therapy and follow-up in this study. Best-corrected visual acuity increased (p = 0.0064). Corneal astigmatism was reduced in recurrent pterygia (p = 0.009). CONCLUSION: Exclusive strontium-/yttrium-90 beta-irradiation of pterygia is a very efficient and well-tolerated treatment, with remarkable aesthetic and rehabilitative results in comparison to conventional treatments, especially for recurrent lesions which have undergone prior surgical excision.

Onora O’Neill’s thesis that, in a world like ours, institutionalization is a necessary condition for the existence of typical universal welfare rights—the “institutionalization thesis” for short—has often been criticized. I believe that most of these criticisms fail to appreciate that the institutionalization thesis is based on her “classical” understanding of rights, which stresses the essential duty-implying character of rights. By and large, O’Neill’s thesis stands and falls with the classical theory of rights. My suggestion is, therefore, that what is really at issue between O’Neill and at least some of her critics is the proper understanding of the concept of a right.

This paper analyses the difference between two specific forms of citizens’ involvements, namely whether a vote is cast by ballot or in a citizens’ assembly in which people gather in town halls to decide legislative questions in a deliberative manner. We show both theoretically and empirically how citizens’ assemblies and decisions at the ballot box substantially differ not only in terms of their underlying model of democracy, but also in their structural conditions and, thus, with respect to the social inequality of participation. We test our hypotheses in a Bayesian multilevel framework using real participation data collected from 15 political decisions made in a Swiss commune. Our results show that citizens’ assemblies are not only characterised by lower participation rates, but also by a particular composition of the electorate. While citizens’ assemblies are more equal regarding income groups, ballots favour a more equitable participation in terms of gender and age.
