This article uses a policy network perspective to assess the independence of regulatory agencies (RAs) in liberalized public utility sectors. We focus on the de facto independence of RAs from elected politicians, regulatees and other co-regulators. We go further than previous studies, which only undertook a general analysis of the de jure independence of RAs from political authorities. Specifically, we apply a social network analysis (SNA), which concentrates on the attributes and relational profiles of all actors involved in new regulatory arrangements. The concept of de facto independence is applied to the Swiss telecommunications sector in order to provide initial empirical insights. Results clearly show that SNA indicators are an appropriate tool to identify the de facto independence of RAs and can improve knowledge about the issues arising from the emergence of the ‘regulatory State’.

BACKGROUND AND AIMS Home artificial nutrition (HAN), including oral nutritional supplements (ONS) and enteral (HEN) and parenteral (HPN) nutrition, is an established, important treatment for malnourished patients. The aim of this study was to analyze the epidemiological data of patients on HAN in Switzerland. METHODS This retrospective study recorded all new cases of HAN in Switzerland from January 2005 to December 2009. RESULTS A total of 12,917 cases were recorded: 6,731 (52%) males and 6,186 (48%) females, with a mean age of 65.0 ± 17.6 years. The number of patients on ONS was 7,827 (57.4%), on HEN 3,966 (39.4%) and on HPN 433 (3.2%). The most common underlying disease category was neoplasms (6,519, 50.7%). The number of patients on ONS increased from 57.0% (n = 1,252) to 60.8% (n = 2,039), and on HPN from 2.1% (n = 45) to 4.0% (n = 134) between 2005 and 2009. CONCLUSIONS This first analysis of the large-scale Swiss registry of HAN shows that approximately half of the patients received ONS, whereas HPN was rarely delivered. The frequency of ONS and HPN increased from the year 2005 to 2009. In accordance with previous European studies, malignant tumors were by far the most frequent indication for HAN.

Mit dem Begriff «Verkehrsmedizin» verbinden die meisten Ärzte die ausschliessliche Beurteilung der Fahrfähigkeit und Fahreignung (Tabelle 1) von Motorfahrzeuglenkern. Die Verkehrsmedizin gilt damit als «Erwachsenengebiet» – Kinder fahren ja nicht Auto! Kinder und Jugendliche können und dürfen in der Schweiz jedoch – abhängig vom Alter – in verschiedener Weise aktiv am Strassenverkehr und an der privaten Binnenschifffahrt teilnehmen. Kinder und Jugendliche müssen analog zu den Erwachsenen gewisse medizinische Mindestanforderungen erfüllen, um sicher am Strassenverkehr und – als nachrangiges Problem – an der privaten Binnenschifffahrt teilnehmen zu können. Nachfolgend soll auf die gesetzlich erlaubten Möglichkeiten der aktiven Verkehrsteilnahme von Kindern und Jugendlichen (bis zum vollendeten 16. Lebensjahr) und auf die für eine sichere Verkehrsteilnahme notwendigen medizinischen Voraussetzungen eingegangen werden. Ergänzend werden die juristische Problematik der Fahrfähigkeits-/Fahreignungsaufklärung sowie die Bedeutung verkehrsmedizinischer Überlegungen für die Berufswahl angesprochen.

Assessing problems in career decision making among adolescents is important for career guidance and research. The present study is the first to investigate among Swiss adolescents the factor structure and convergent validity in relation to personality of the German-language adaptation of the My Vocational Situation Scale. Two preliminary studies (N = 217) suggested that using a 5-point Likert scale response format would increase scale reliability. The confirmatory factor analyses in the main study with two cohorts (n = 341, eighth grade; n = 303, eleventh grade) confirmed that four main factors, which assess problems with identity, decision making, information, and perceived barriers, underlie the data. The barriers factor was differentiated into aspired vocation and personal situation. Construct validity was supported by significant relationships between favorable personality characteristics (emotional stability, extraversion, agreeableness, conscientiousness, generalized self-efficacy, and internal locus of control) and fewer problems. The results suggest that the vocational identity and barriers scales can be fruitfully applied to research on and the practice of career counseling with adolescents.

This study investigated the empirical differentiation of prospective memory, executive functions, and metacognition and their structural relationships in 119 elementary school children (M = 95 months, SD = 4.8 months). These cognitive abilities share many characteristics on the theoretical level and are all highly relevant in many everyday contexts when intentions must be executed. Nevertheless, their empirical relationships have not been examined on the latent level, although an empirical approach would contribute to our knowledge concerning the differentiation of cognitive abilities during childhood. We administered a computerized event-based prospective memory task, three executive function tasks (updating, inhibition, shifting), and a metacognitive control task in the context of spelling. Confirmatory factor analysis revealed that the three cognitive abilities are already empirically differentiable in young elementary school children. At the same time, prospective memory and executive functions were found to be strongly related, and there was also a close link between prospective memory and metacognitive control. Furthermore, executive functions and metacognitive control were marginally significantly related. The findings are discussed within a framework of developmental differentiation and conceptual similarities and differences.

This research examines stereotypes associated with immigrant groups in Switzerland. In line with the stereotype content model, we expected immigrant groups to be perceived differentially on the dimensions of warmth and competence as a function of their national origin. Second, we expected the stereotype content to be predominantly mixed, that is, groups are either perceived as warmer than competent or as colder than competent. Third, we expected stereotype contents to correlate with their sociostructural precursors, namely, competition and status. The results supported our hypotheses: The nine most salient immigrant groups fell into five meaningful clusters, based on their perceived warmth and competence. Most stereotype contents were mixed. Moreover, we found that warmth perceptions were predicted by both competition and status, whereas competence perceptions were predicted by status only. This research emphasizes the importance of considering the diversity of the immigrant population when studying immigrant stereotypes.

Emerging adulthood is a time of instability. This longitudinal study investigated the relationship between mental health and need satisfaction among emerging adults over a period of five years and focused on gender-specific differences. Two possible causal models were examined: (1) the mental health model, which predicts that incongruence is due to the presence of impaired mental health at an earlier point in time; (2) the consistency model, which predicts that impaired mental health is due to a higher level of incongruence reported at an earlier point in time. Emerging adults (N = 1,017) aged 18–24 completed computer-assisted telephone interviews in 2003 (T1), 2005 (T2), and 2008 (T3). The results indicate that better mental health at T1 predicts a lower level of incongruence two years later (T2), when prior level of incongruence is controlled for. The same cross-lagged effect is shown for T3. However, the cross-lagged paths from incongruence to mental health are marginally associated when prior mental health is controlled for. No gender differences were found in the cross-lagged model. The results support the mental health model and show that incongruence does not have a long-lasting negative effect on mental health. The results highlight the importance of identifying emerging adults with poor mental health early to provide support regarding need satisfaction.
