Lo sviluppo locale rappresenta, non solo per gli economisti, un tema di analisi sempre più rilevante sia al livello istituzionale che al livello scientifico. La complessità degli aspetti inerenti lo sviluppo locale richiede il coinvolgimento di diverse discipline, in ambito economico, politico, sociale e ambientale e di tutti i livelli istituzionali. Parallelamente è cresciuta l’esigenza di processi valutativi coerenti e sistematici, basati su di un numero sempre maggiore di strumenti e metodologie di valutazione. Dall’orientamento della Commissione Europea emerge del resto con sempre maggiore evidenza il binomio fra politica di sviluppo locale e valutazione, che coinvolge i diversi livelli di governo. Il presente lavoro realizza un quadro delle politiche di sviluppo locale, partendo dal livello europeo fino ad arrivare al livello locale, ed una successiva analisi di metodologie e strumenti di valutazione consolidati e di frontiera. La considerazione della valutazione come strumento strategico per le politiche di sviluppo locale trova applicazione nella realizzazione di una analisi comparativa di due aree di montagna. Tali aree, identificate nell’Appennino Bolognese e nell’area montana della Contea di Brasov in Romania, pur collocate in paesi a diverso livello di sviluppo, risultano confrontabili, in termini di similitudini e criticità, al fine di trarre considerazioni di policy inerenti il disegno di adeguate politiche di riqualificazione, mettendo in luce l’importanza del processo valutativo e la necessità di contribuire a diffondere una vera e propria cultura della valutazione.

Introduction: The term Clinimetric was introduced by Feinstein in 1982, who first noticed that despite all the improvements in the assessment methods, a number of clinical phenomena were still unconsidered during the evaluation process. Yet today clinical phenomena, such as stress, relevant in diseases progression and course, are not completely evaluated. Only recently, according to the clinimetric approach, Fava and colleagues have introduced specific criteria for evaluating the allostatic overload in clinical setting. Methods: Participants were 240 blood donors recruited from May 2007 to December 2009 in 4 different blood Centers (AVIS) in Italy. Blood samples from each participant were collected for laboratory test the same day the self-rating instruments were administered (Psychosocial Index, Symptom Questionnaire, Psychological well-being scales, Temperament and Character inventory, Self-Report Altruism scale). The study explore different aspects describing sample characteristics and correlates of stress in the total sample (part I), new selection criteria applied to existing instruments to identify individuals reporting allostatic load (part II), and differences on biological correlates between subjects with vs without AL. Results: Significant differences according to gender and past illnesses have been found in different dimensions of well-being and distress. Further, distress was explained for more than 60% by 4 main factors such as anxiety, somatic symptoms, environmental mastery and persistence. According to the new criteria, 98 donors reported AL. Allostatic load individuals reported to engage in less altruistic behaviours. Also they differ in personality traits and characters from controls. In the last part, results showed significant differences among donors according to allostatic load on diverse biological parameters (RBC, MCV, immune essay). Conclusion: This study presents obvious limitations due to its preliminary nature. Further research are need to confirm that these new criteria may lead to identify high risk individuals reporting not only stressful situations but also vulnerabilities.

In this work, I argue that administrative discretional decision-making, achieving a public interest to protect, is an evaluation process that occurs through the reasonable and proportional comparison of several private (secondary) interests conflicting with a single public (primary) interest. I suggest that the dynamics of weighing competing interests are similar to the procedure for balancing constitutional rights. Thus, drawing on Robert Alexy's constitutional balancing model, I propose a model that is applicable to discretionary administrative decisions, in which the outcome of the proportional weighing of secondary interests works as a "moderation factor" for the primary interest. In my model, the outcomes of the discretional process can be converted into numerical values, simplifying decision consistency so as to make it simple, complete and reasonable at the same time.

The aim of the research activity focused on the investigation of the correlation between the degree of purity in terms of chemical dopants in organic small molecule semiconductors and their electrical and optoelectronic performances once introduced as active material in devices. The first step of the work was addressed to the study of the electrical performances variation of two commercial organic semiconductors after being processed by means of thermal sublimation process. In particular, the p-type 2,2′′′-Dihexyl-2,2′:5′,2′′:5′′,2′′′-quaterthiophene (DH4T) semiconductor and the n-type 2,2′′′- Perfluoro-Dihexyl-2,2′:5′,2′′:5′′,2′′′-quaterthiophene (DFH4T) semiconductor underwent several sublimation cycles, with consequent improvement of the electrical performances in terms of charge mobility and threshold voltage, highlighting the benefits brought by this treatment to the electric properties of the discussed semiconductors in OFET devices by the removal of residual impurities. The second step consisted in the provision of a metal-free synthesis of DH4T, which was successfully prepared without organometallic reagents or catalysts in collaboration with Dr. Manuela Melucci from ISOF-CNR Institute in Bologna. Indeed the experimental work demonstrated that those compounds are responsible for the electrical degradation by intentionally doping the semiconductor obtained by metal-free method by Tetrakis(triphenylphosphine)palladium(0) (Pd(PPh3)4) and Tributyltin chloride (Bu3SnCl), as well as with an organic impurity, like 5-hexyl-2,2':5',2''-terthiophene (HexT3) at, in different concentrations (1, 5 and 10% w/w). After completing the entire evaluation process loop, from fabricating OFET devices by vacuum sublimation with implemented intentionally-doped batches to the final electrical characterization in inherent-atmosphere conditions, commercial DH4T, metal-free DH4T and the intentionally-doped DH4T were systematically compared. Indeed, the fabrication of OFET based on doped DH4T clearly pointed out that the vacuum sublimation is still an inherent and efficient purification method for crude semiconductors, but also a reliable way to fabricate high performing devices.
