Il Medio Oriente è una regione in cui le scarse risorse idriche giocano un ruolo fondamentale nei rapporti e nelle relazioni tra gli Stati. Soprattutto nell'area di Israele, Palestina e Giordania la natura transfrontaliera delle fonti idriche condivise è considerata da qualche ricercatore come un catalizzatore del più ampio conflitto arabo-israeliano. Altri studiosi, tuttavia, vedono nella cooperazione regionale sulle risorse idriche un potenziale cammino verso una pace duratura veicolata dalla natura interdipendente delle fonti idriche comuni a più territori. Dato che l'acqua è l'elemento che per molti aspetti contribuisce allo sviluppo sociale ed economico e dato che le fonti idriche sotterranee e di superficie non conoscono confini e si muovono liberamente nel territorio, la cooperazione tra gli Stati rivieraschi delle risorse idriche dovrebbe arrivare a prevalere sul conflitto. Unica nel suo genere, l'ong trilaterale israelo-palestinese giordana Friends of the Earth Middle East, FoEME, ha fatto proprio tale auspicio e dal 1994 punta a sviluppare progetti di cooperazione per la salvaguardia del patrimonio naturale dell'area del bacino del fiume Giordano e del Mar Morto. Attraverso l'esperienza del Progetto Good Water Neighbors, GWN, avviato nel 2002, sta lavorando ad una serie di iniziative nel campo dell'environmental awareness e del social empowerment a favore di comunità israeliane, palestinesi e giordane transfrontaliere che condividono risorse idriche sotterranee o di superficie. Operando inizialmente a livello locale per identificare i problemi idrico-ambientali di ogni comunità selezionata e lavorare con i cittadini (ragazzi, famiglie e amministratori municipali) per migliorare la conoscenza idrica locale attraverso attività di educazione ambientale, di water awareness e piani di sviluppo urbano eco-compatibile, il Progetto GWN ha facilitato a livello transfrontaliero i rapporti tra le comunità confinanti abbattendo la barriera di sfiducia e sospetto che normalmente impedisce relazioni pacifiche, ha coadiuvato l'analisi dei problemi idrici comuni cercando di risolverli attraverso uno sforzo programmatico condiviso e sostenibile, per giungere infine a livello regionale ad incoraggiare la gestione idrica comune attraverso lo scambio di informazioni, il dialogo e lo sforzo/impegno cooperativo congiunto tra gli attori parte del GWN al fine di incentivare la pace attraverso l'interesse comune della tutela delle fonti idriche condivise. Gli approcci di local development e participation, le azioni di confidence building e il peacebuilding attraverso la tutela ambientale applicati con il metodo di bottom up all'interno di un contesto non pacificato come quello del conflitto arabo-israeliano, fanno del Progetto GWN un esperimento innovativo e originale. Le comunità israeliane, palestinesi e giordane selezionate hanno imparato a migliorare le proprie condizioni idrico-ambiennali cooperando assieme e sfruttando l'interdipendenza dalle fonti idriche condivise, avviando nel contempo rapporti pacifici con società sempre considerate nemiche. La sfida è stata quella di far comprendere le potenzialità di una cooperazione locale, in vista di un coordinamento regionale e di uno sforzo comune in grado di generare un beneficio collettivo. La lezione appresa finora durante questi primi sette anni di Progetto è stata quella di capire che non è necessario attendere la fine del conflitto per poter essere di aiuto alle proprie comunità o per un benessere personale, ma si può agire subito, anche nel pieno dell'Intifada al-Aqsa e con i coprifuoco.

The use of scaffolds for Tissue Engineering (TE) is increasing due to their efficacy in helping the body rebuild damaged or diseased tissue. Hydroxyapatite (HA) is the most suitable bioactive ceramic to be used in orthopaedic reconstruction since it replicates the mineral component of the hard tissues, and it has therefore excellent biocompatibility properties. The temporal and spatial control of the tissue regeneration process is the limit to be overcome in order to treat large bone and osteochondral defects. In this thesis we describe the realization of a magnetic scaffolds able to attract and take up growth factors or other bio-agents in vivo via a driving magnetic force. This concept involves the use of magnetic nanoparticles (MNP) functionalized with selected growth factors or stem cells. These functionalized MNP act as shuttles transporting the bio-agents towards and inside the scaffold under the effect of the magnetic field, enhancing the control of tissue regeneration processes. This scaffold can be imagined as a fixed “station” that provides a unique possibility to adjust the scaffold activity to the specific needs of the healing tissue. Synthetic bone graft substitutes, made of collagen or biomineralized collagen (i.e. biomimetic Hydroxyapatite/collagen composites) were used as starting materials for the fabrication of magnetic scaffolds. These materials are routinely used clinically to replace damaged or diseased cartilaginous or bone tissue. Our magnetization technique is based on a dip-coating process consisting in the infilling of biologically inspired porous scaffolds with aqueous biocompatible ferrofluids’ suspensions. In this technique, the specific interconnected porosity of the scaffolds allows the ferrofluids to be drawn inside the structure by capillarity. A subsequent freeze-drying process allows the solvent elimination while keeping very nearly the original shape and porosity of the scaffolds. The remaining magnetic nanoparticles, which are trapped in the structure, lead to the magnetization of the HA/Collagen scaffold. We demonstrate here the possibility to magnetize commercially available scaffolds up to magnetization values that are used in drug delivery processes. The preliminary biocompatibility test showed that the investigated scaffolds provide a suitable micro-environment for cells. The biocompatibility of scaffold facilitates the growth and proliferation of osteogenic cells.

The first part of the thesis is a brief review on the most important aspects of HEV infection in human and swine, followed by an update on the laboratory techniques currently in use for the diagnosis of HEV infections in humans and animals. The second part refers on the results of two investigations carried out on the presence of HEV infection in swine farms in Toscana and Piemonte and on the presence of HEV infection in pigs and humans in some rural communities in Bolivia. HEV strains isolated from swine herds in Toscana and Piemonte were all included in the genotype 3, showing particular homology with Dutch porcine isolates, Spanish porcine and human isolates and British human isolates. The investigation carried out, with a random sampling, in the province of Cuneo, detected HEV infection with a prevalence of 46% on farms with a number of pigs greater than 500. HEV was detected in pigs and humans in rural communities in Bolivia and all the viral isolate were included in the genotype 3. Aminoacidic homology of human and swine isolates was estimated to be 92%. Results on the development of a Real Time RT-PCR to detect HEV are also reported. The used Real Time RT-PCR protocols, one step and two steps, exhibited good sensitivity to detect several Italian swine HEV strains with high rate of genetic variability.

A lo largo de los últimos años, la narrativa extremeña ha producido un buen número de autores y obras cuya calidad destaca en el mundo de la literatura española. Entre otros, Luis Landero, Dulce Chacón, J.A. Gabriel y Galán y Eugenio Fuentes han aportado una importante contribución a las letras españolas de las últimas décadas. Gonzalo Hidalgo Bayal, autor que comparte con los antes citados el origen extremeño, se sitúa por ende en una generación literaria importante. La obra de este narrador, nacido en Higuera de Albalat y actualmente residente en Plasencia, no es muy conocida por el gran público. Sin embargo, no cabe duda de que los escritos de Bayal poseen unas calidades de primario valor. Su obra narrativa se puede dividir en dos agrupaciones principales. La primera es un grupo de narraciones breves, constituido por unas memorias (Campo de amapolas blancas), un conjunto de relatos fantásticos (La princesa y la muerte) y dos relatos brevísimos reunidos en un único volumen (El artista del billar). La segunda està formada por cuatro novelas: una es la interpretación moderna del cuento cervantino El celoso extremeño (Amad a la dama) y las demás (Misera fue, señora, la osadía, El cerco oblicuo y Paradoja del interventor) se desarrollan en época contemporánea, aunque en períodos distintos, y están protagonizadas por diferentes personajes. Al parecer es difícil encontrar un hilo conductor que valga para la entera obra del autor de Plasencia. Los diferentes desenlaces, un estilo que muda y protagonistas distintos proporcionan a los relatos hidalguianos cierta aptitud a la metamórfosis. Para comprender eficazmente la obra de Hidalgo hay que analizar, en primer lugar, su pensamiento estético: “En la literatura, a partir del primer fruto maduro, no hay evolución ni progresión, sino un deambular circular [...] las obras de un escritor son como satélites en torno a su materia” (El desierto de Takla Makán). Con referencia a uno de sus grandes maestros, Rafael Sánchez Ferlosio, el autor habla de la producción literaria como de un movimiento circular alrededor de una sustancia central. Esta sustancia central es constante: las diferentes obras del escritor pueden alejarse o acercarse a ella, describriéndola y descubriéndola con mayor o menor eficacia. Un análisis de la obra del propio Gonzalo Hidalgo debe entonces tener en cuenta de la necesidad de considerar esta materia central: relatos y novelas se mueven, formando un círculo que encierra una sustancia constante. Para investigar la materia alrededor de que la obra de Gonzalo Hidalgo se mueve, se han elegido dos téminos fundamentales del cuento. Lugar (o, mejor dicho, espacio) y personaje son ejes necesarios, cuya evolución puede proporcionar indicios sobre las lineas fundamentales que orientan el rumbo de la narrativa del autor. Se analiza entonces la manera en que Hidalgo describe y hace vivir espacios y personajes, y como estos se penetran recíprocamente. En algunos de los cuentos el autor utiliza un lugar (Murania) cuyas características físicas proceden de la realidad. La agrupación periférica de medio tamaño es el ambiente de la mayoría de los relatos de Gonzalo Hidalgo Bayal y la inspiración que la produce se encuentra en Plasencia, lugar de residencia del escritor. La función narrativa del espacio, de todas formas, varía y se hace cada vez más clara y precisa. Murania y los demás lugares realizan, con una evolución que atraviesa los distintos relatos, un rechazo firme e inapelable que excluye el personaje principal de la comunidad formada por los ciudadanos y, finalmente, por la entera humanidad. De forma cada vez más intensa, desde Misera fue, señora, la osadía hasta Paradoja del interventor (que constituye, por ahora, el punto de llegada del recorrido narrativo hidalguiano), el espacio actúa para excluir (y destruir) el protagonista, moral y físicamente. Manuel Simón Viola, en los estudios y en las reseñas dedicadas a Gonzalo Hidalgo Bayal, evidencia como el autor de Plasencia construye un trayecto que reúne sobre todo tres novelas (Misera fue, señora, la osadía, El Cerco oblicuo e Paradoja del interventor). Estas obras, además de tener algunas características comunes (conexiones temporales, temas, voz narradora), se centran en odiseas personales, protagonizadas por personajes distintos pero con un común denominador. El protagonista evoluciona hacia un pesimismo que se hace concreto en la relación con un mundo exterior, mundo que no permite ilusión nuguna. El fracaso inevitable con que el personaje se enfrenta es la única salida posible para los desenlaces del cuento hidalguiano. Al final de una evolución que incluye todos los personajes de la obra de Gonzalo Hidalgo, la resignación, principal característica del protagonista de Paradoja del interventor, se convierte en un rasgo distintivo. La derrota y el fracaso, por otro lado, funcionan de hilo conductor también en las obras de otros autores extremeños: Luis Landero y Dulce Chacón concentran, como Gonzalo Hidalgo, el esfuerzo literario en la descripción de afanes sin realizar. Con estilos y enfoques propios, comparten entonces una materia literaria que se descubre en la evolución del personaje y en la cada vez más clara definición de la función del espacio. La palabra, medio necesario para la trasmisión del mensaje literario, tiene entonces un valor fundamental. Como enseña Rafael Sánchez Ferlosio, a través del lenguaje el ser humano realiza su encuentro con la naturaleza: las relaciones humanas, el derecho, la ética y la literatura revolotean en torno al don de la palabra. El lenguaje literario es, como sugiere Gonzalo Hidalgo en algunos escritos críticos dedicados a la literatura extremeña, un vértice del tríangulo formado con sujeto y realidad. A través de las formas del lenguaje, elemento imprescindible, se expresa la relación entre persona y relidad exterior, entre yo y otro, entre personaje y espacio. En suma, el triángulo formado por lenguaje, sujeto y realidad es la clave para descubrir los mecanismos del “deambular circular” del escritor en torno a su materia.

La ricerca indaga le dinamiche socio - economiche in atto in rapporto con le trasformazioni territoriali e valuta in quale misura la pianificazione territoriale ed urbanistica sia in grado di soddisfare le attuali esigenze nella gestione del territorio, urbanizzato e non. La riflessione parte dalla necessità di capire come un territorio possa conservare vitalità nel momento in cui si ritrova all’interno di un sistema di dinamiche che non si rivolge più ad ambiti di riferimento vicini (fino ad una decina d’anni fa la competitività veniva misurata, generalmente, tra regioni contermini, al massimo con riferimento ai trend nazionali), ma che necessita di confrontarsi per lo meno con le realtà regionali europee, se non, per certi versi, con la scala mondiale, globale appunto. La generalità della tematica ha imposto, di conseguenza, l’individuazione di un case book al quale riferirsi così da approfondirla attraverso una conoscenza diretta di un preciso ambito territoriale. È stato scelto, quale esemplificazione, il territorio della regione Veneto, con particolare riferimento all’area centrale. La ragione di tale scelta è da individuarsi, oltre che in motivi meramente strumentali, nel fatto che il Veneto, tra le regioni italiane, tuttora si configura come un territorio soggetto a forti trasformazioni indotte dalle dinamiche socio - economiche. Infatti da un primo periodo veneto, legato alla costruzione dell’armatura territoriale articolata su una molteplicità di poli diffusi sul territorio, si è passati al Secondo Veneto, quello della diffusione produttiva, dei capannoni, della marmellata urbanistica, del consumo del suolo. L’epoca attuale risponde poi ad un Terzo Veneto, un periodo forse di transizione verso un nuovo assetto. Il punto di partenza è stato dunque quello della delimitazione dell’area di riferimento, attraverso il riconoscimento di quei caratteri territoriali che la contraddistinguono da altre aree all’interno della regione stessa e su scala europea. Dopo una prima descrizione in chiave descrittiva e storico - evolutiva rivolta alla comprensione dei fenomeni in atto (diffuso e frammentazione insediativa tra i principali) si è passati ad una lettura quantitativa che consentisse, da un lato, di comprendere meglio alcuni caratteri della Regione e, dall’altro, di confrontarla con la scala globale, che si è scelto essere per la realtà considerata quella dell’Unione Europea. Le problematiche, i punti di forza e di debolezza emersi hanno consentito di formulare alcune ipotesi volte al miglioramento del territorio dell’area centrale veneta attraverso un processo che individuasse, non solo gli attori interessati alla trasformazione, ma anche gli strumenti maggiormente idonei per la realizzazione degli stessi. Sono emerse così le caratteristiche che potrebbe assumere il Quarto Veneto, il Veneto che verrà. I temi trattati spaziano dall’individuazione dei metodi di governance che, tramite il processo di visioning, siano in grado di individuare le priorità, di definire l’intensità d’uso, la vocazione dei luoghi e chi siano gli operatori interessati, all’integrazione tra i valori della storia e della cultura territoriale con i nuovi modi del fare (nuove tecnologie), fino all’individuazione di strumenti di coesione economica, sociale e territoriale per scongiurare quei rischi di disgregazione insiti nella globalizzazione. La ricerca si è dunque concretizzata attraverso un approccio euristico alla problematica delle trasformazioni territoriali, in cui il tema della scala di riferimento (locale - globale), ha consentito di valutare esperienze, tecniche e progetti volti al raggiungimento di livelli di sviluppo territoriale ed urbano sostenibili.

Introduction. Craniopharyngioma (CF) is a malformation of the hypothalamicpituitary region and it is the most common nonglial cerebral tumor in children with an high overall survival rate. In some case severe endocrinologic and metabolic sequelae may occur during follow up. 50% of patients (pts), in particular those with radical removal of suprasellar lesions, develop intractable hyperphagia and morbid obesity, with dyslypidemia and high cardiovascular risk. We studied the auxological and metabolic features of a series of 29 patients (18 males) treated at a mean age of 7,6 years, followed up in our Centre from 1973 to 2008 with a mean follow up of 8,3 years. Patients features at the onset. 62% of pts showed as first symptoms of disease visual impairment and neurological disturbancies (headache); 34% growth arrest; 24% signs of raised intracranial pressure and 7% diabetes insipidus. Diagnosis. Diagnosis of CF was reached finally by TC or MRI scans which showed endo-suprasellar lesion in 23 cases and endosellar tumour in 6 cases. Treatment and outcome. 25/29 pts underwent surgical removal of CF (19 by transcranial approach and 6 by endoscopic surgery); 4 pts underwent stereotactic surgery as first line therapy. 3 pts underwent local irradiation with yttrium-90, 5 pts post surgery radiotherapy. 45% of pts needed more than one treatment procedure. Results. After CF treatment all patients suffered from 3 or more pituitary hormone deficiencies and diabetes insipidus. They underwent promptly substitutive therapy with corticosteroids, l-thyroxine and desmopressin. In 28/29 pts we found growth hormone (GH) deficiency. 20/28 pts started GH substitutive therapy and 15 pts reached final height(FH) near target height(TH). 8 pts were not GH treated for good growth velocity, even without GH, or for tumour residual. They reached in 2 cases FH over TH showing the already known phenomenon of growth without GH. 38% of patients showed BMI SDS >2 SDS at last assessment, in particular pts not GH treated (BMI 2,5 SDS) are more obese than GH treated (BMI 1,2 SDS). Lipid panel of 16 examined pts showed significative differencies among GH treated (9 pts) and not treated (7 pts) with better profile in GH treated ones for Total Cholesterol/C-HDL and C-LDL/C-HDL. We examined intima media thickness of common carotid arteries in 11 pts. 3/4 not GH treated pts showed ultrasonographic abnormalities: calcifications in 2 and plaque in 1 case. Of them 1 pt was only 12,6 years old and already showed hypothalamic obesity with hyperphagia, high HOMA index and dyslipidemia. In the GH treated group (7) we found calcifications in 1 case and a plaque in another one. GH therapy was started in the young pt with carotid calcifications, with good improvement within 6 months of treatment. 5/29 pts showed hypothalamic obesity, related to hypothalamic damage (type of surgical treatment, endo-suprasellar primitive lesion, recurrences). 48% of patients recurred during follow up ( mean time from treatment: 3 years) and underwent, in some cases up to 4 transcranial surgical treatments. GH seems not to increase recurrence rate since 40% of GH treated recurred vs 66,6% of not GH treated pts. Discussion. Our data show the extereme difficulties that occur during follow up of craniopharyngioma treated patients. GH therapy should be offered to all patients even with good growth velocity after CF treatment, to avoid dislypidemia and reduce cardiovascular risk. The optimal therapy is not completely understood and whether gross tumor removal or partial surgery is the best option remains to be decided only on one patient tumour features and hypothalamic involvement. In conclusion the gold standard treatment of CF remains complete tumour removal, when feasible, or partial resection to preserve hypothalamic function in endosuprasellar large neoplasms.

Objective: To document the existence of a relationship between apnea of prematurity (AOP) and gastroesophageal reflux (GER) in preterm infants. Setting: One Neonatal Intensive Care Unit Patients: Twenty-six preterm infants (gestational age<32 weeks) with recurrent apneas. Intervention: Simultaneous and synchronized recording of polysomnography and pH-impedance monitoring (pH-MII). Polysomnography detects and characterizes apneas, by recording of breathing movement, nasal airflow, electrocardiogram, pulse oximeter saturation. pH-MII is the state-of-theart methodology for GER detection in preterm newborns. Main outcome measures: Relationship between AOP and GER, which were considered temporally related if both started within 30 seconds of each other. Results: One-hundred-fifty-four apneas out of 1136 were temporally related to GER. The frequency of apnea during the one-minute time around the onset of GER was significantly higher than the one detected in the GER-free period (p=0.03). Furthermore, the frequency of apnea in the 30 seconds after GER (GER-triggered apneas) was greater than that detected in the 30 seconds before (p=0.01). A great inter-individual variability was documented in the proportion of GERtriggered apneas. A strong correlation between total number of apneas and the difference between apneas detected 30 seconds after and before GER was found (p=0.034). Conclusions: Our data show that a variable rate of apneas can be triggered by GER in very preterm infant. Further studies are needed to recognise clinical features which identify those patients who are more susceptible to GER-triggered apneas.

The experiments described in the thesis for my PhD were addressed to the study of the anticancer activity of a conjugate of doxorubicin (DOXO) with lactosaminated human albumin (L-HSA) on hepatocellular carcinomas (HCCs) induced in rats by diethylnitrosamine. L-HSA is a neoglycoprotein exposing galactosyl residues. The conjugate was prepared to improve the chemo therapeutic index of DOXO in the treatment of the well differentiated (WD) HCCs whose cells mantain the receptor for galactosyl terminating glycoproteins and consequently can actively internalize L-HSA. In my first experiments I found that L-HSA coupled DOXO produced concentrations of DOXO higher than those raised by an equal dose of free drug, not only in WD HCCs, but also in the poorly differentiated forms (PD) of these tumors which do no express the receptor for galactosyl terminating glycoproteins. Subsequently I provided evidence that penetration of L-HSA-DOXO in PD HCCs was due to a non-specific adsorption mediated by the DOXO residues of the conjugate which interact with the cell surface mainly because at physiological pH they are positively charged and bind to anionic phospholipids of the cell membrane. In subsequent experiments, by ultrasound technique, I studied the action of free and L-HSA coupled DOXO on the growth of rat HCCs. I found that L-HSA coupled DOXO hindered the development of new neoplastic nodules and inhibited the growth of the established tumors. In contrast, the free drug neither inhibited the development of HCCs nor prevented the growth of the established tumors. Moreover, the free drug produced a severe loss of weight of rats, a sign of severe toxicity, which was not caused by the conjugate. In conclusion assuming that the results obtained in rats can be applied to patients, the results of my thesis suggest that the conjugate by increasing the efficacy and tolerability of DOXO could improve the value of this drug in the treatment of human HCCs.

THE TITLE OF MY THESIS IS THE ROLE OF THE IDEAS AND THEIR CHANGE IN HIGHER EDUCATION POLICY-MAKING PROCESSES FROM THE EIGHTIES TO PRESENT-DAY: THE CASES OF ENGLAND AND NEW ZEALAND IN COMPARATIVE PERSPECTIVE UNDER A THEORETICAL POINT OF VIEW, THE AIM OF MY WORK IS TO CARRY OUT A RESEARCH MODELLED ON THE CONSTRUCTIVIST THEORY. IT FOCUSES ON THE ANALYSIS OF THE IMPACT OF IDEAS ON THE PROCESSES OF POLICY MAKING BY MEANS OF EPISTEMIC COMMUNITIES, THINK TANKS AND VARIOUS SOCIOECONOMIC CONTEXTS THAT MAY HAVE PLAYED A KEY ROLE IN THE CONSTRUCTION OF THE DIFFERENT PATHS. FROM MY POINT OF VIEW IDEAS CONSTITUTE A PRIORITY RESEARCH FIELD WHICH IS WORTH ANALYSING SINCE THEIR ROLE IN POLICY MAKING PROCESSES HAS BEEN TRADITIONALLY RATHER UNEXPLORED. IN THIS CONTEXT AND WITH THE AIM OF DEVELOPING A RESEARCH STRAND BASED ON THE ROLE OF IDEAS, I INTEND TO CARRY ON MY STUDY UNDER THE PERSPECTIVE OF CHANGE. DEPENDING ON THE DATA AND INFORMATION THAT I COLLECTED I EVALUATED THE WEIGHT OF EACH OF THESE VARIABLES AND MAYBE OTHERS SUCH AS THE INSTITUTIONS AND THE INDIVIDUAL INTERESTS, WHICH MAY HAVE INFLUENCED THE FORMATION OF THE POLICY MAKING PROCESSES. UNDER THIS LIGHT, I PLANNED TO ADOPT THE QUALITATIVE METHODOLOGY OF RESEARCH WHICH I BELIEVE TO BE VERY EFFECTIVE AGAINST THE MORE DIFFICULT AND POSSIBLY REDUCTIVE APPLICATION OF QUANTITIVE DATA SETS. I RECKON THEREFORE THAT THE MOST APPROPRIATE TOOLS FOR INFORMATION PROCESSING INCLUDE CONTENT ANALYSIS, AND IN-DEPTH INTERVIEWS TO PERSONALITIES OF THE POLITICAL PANORAMA (ÉLITE OR NOT) WHO HAVE PARTICIPATED IN THE PROCESS OF HIGHER EDUCATION REFORM FROM THE EIGHTIES TO PRESENT-DAY. THE TWO CASES TAKEN INTO CONSIDERATION SURELY SET AN EXAMPLE OF RADICAL REFORM PROCESSES WHICH HAVE OCCURRED IN QUITE DIFFERENT CONTEXTS DETERMINED BY THE SOCIOECONOMIC CHARACTERISTICS AND THE TRAITS OF THE ÉLITE. IN NEW ZEALAND THE DESCRIBED PROCESS HAS TAKEN PLACE WITH A STEADY PACE AND A GOOD GRADE OF CONSEQUANTIALITY, IN LINE WTH THE REFORMS IN OTHER STATE DIVISIONS DRIVEN BY THE IDEAS OF THE NEW PUBLIC MANAGEMENT. CONTRARILY IN ENGLAND THE REFORMATIVE ACTION OF MARGARET THATCHER HAS ACQUIRED A VERY RADICAL CONNOTATION AS IT HAS BROUGHT INTO THE AMBIT OF HIGHER EDUCATION POLICY CONCEPTS LIKE EFFICIENCY, EXCELLENCE, RATIONALIZATION THAT WOULD CONTRAST WITH THE GENERALISTIC AND MASS-ORIENTED IDEAS THAT WERE FASHIONABLE DURING THE SEVENTIES. THE MISSION I INTEND TO ACCOMPLISH THORUGHOUT MY RESEARCH IS TO INVESTIGATE AND ANALYSE INTO MORE DEPTH THE DIFFERENCES THAT SEEM TO EMERGE FROM TWO CONTEXTS WHICH MOST OF THE LITERATURE REGARDS AS A SINGLE MODEL: THE ANGLO-SAXON MODEL. UNDER THIS LIGHT, THE DENSE ANALYSIS OF POLICY PROCESSES ALLOWED TO BRING OUT BOTH THE CONTROVERSIAL AND CONTRASTING ASPECTS OF THE TWO REALITIES COMPARED, AND THE ROLE AND WEIGHT OF VARIABLES SUCH AS IDEAS (MAIN VARIABLE), INSTITUTIONAL SETTINGS AND INDIVIDUAL INTERESTS ACTING IN EACH CONTEXT. THE CASES I MEAN TO ATTEND PRESENT PECULIAR ASPECTS WORTH DEVELOPING AN IN-DEPTH ANALYSIS, AN OUTLINE OF WHICH WILL BE PROVIDED IN THIS ABSTRACT. ENGLAND THE CONSERVATIVE GOVERNMENT, SINCE 1981, INTRODUCED RADICAL CHANGES IN THE SECTOR OF HIGHER EDUCATION: FIRST CUTTING DOWN ON STATE FUNDINGS AND THEN WITH THE CREATION OF AN INSTITUTION FOR THE PLANNING AND LEADERSHIP OF THE POLYTECHNICS (NON-UNIVERSITY SECTOR). AFTERWARDS THE SCHOOL REFORM BY MARGARET THATCHER IN 1988 RAISED TO A GREAT STIR ALL OVER EUROPE DUE TO BOTH ITS CONSIDERABLE INNOVATIVE IMPRINT AND THE STRONG ATTACK AGAINST THE PEDAGOGY OF THE ‘ACTIVE’ SCHOOLING AND PROGRESSIVE EDUCATION, UNTIL THEN RECOGNIZED AS A MERIT OF THE BRITISH PUBLIC SCHOOL. IN THE AMBIT OF UNIVERSITY EDUCATION THIS REFORM, TOGETHER WITH SIMILAR MEASURES BROUGHT IN DURING 1992, PUT INTO PRACTICE THE CONSERVATIVE PRINCIPLES THROUGH A SERIES OF ACTIONS THAT INCLUDED: THE SUPPRESSION OF THE IRREMOVABILITY PRINCIPLE FOR UNIVERSITY TEACHERS; THE INTRODUCTION OF STUDENT LOANS FOR LOW-INCOME STUDENTS AND THE CANCELLATION OF THE CLEAR DISTINCTION BETWEEN UNIVERSITIES AND POLYTECHNICS. THE POLICIES OF THE LABOUR MAJORITY OF MR BLAIR DID NOT QUITE DIVERGE FROM THE CONSERVATIVES’ POSITION. IN 2003 BLAIR’S CABINET RISKED TO BECOME A MINORITY RIGHT ON THE OCCASION OF AN IMPORTANT UNIVERSITY REFORM PROPOSAL. THIS PROPOSAL WOULD FORESEE THE AUTONOMY FOR THE UNIVERSITIES TO RAISE UP TO 3.000 POUNDS THE ENROLMENT FEES FOR STUDENTS (WHILE FORMERLY THE CEILING WAS 1.125 POUNDS). SHOULD WE SPOTLIGHT A PECULIARITY OF THE NEW ZEALAND TERTIARY EDUCATION POLICY THEN IT WOULD BE ‘CHANGE’. LOOKING AT THE REFORM HISTORY RELATED TO THE TERTIARY EDUCATION SYSTEM, WE CAN CLEARLY IDENTIFY FOUR ‘SUB-PERIODS’ FROM THE EIGHTIES TO PRESENT-DAY: 1. BEFORE THE 80S’: AN ELITARIAN SYSTEM CHARACTERIZED BY LOW PARTICIPATION RATES. 2. BETWEEN MID AND LATE 80S’: A TREND TOWARDS THE ENLARGEMENT OF PARTICIPATION ASSOCIATED TO A GREATER COMPETITION. 3. 1990-1999: A FUTHER STEP TOWARDS A COMPETITIVE MODEL BASED ON THE MARKET-ORIENTED SYSTEM. 4. FROM 2000 TO TODAY: A CONTINUOUS EVOLUTION TOWARDS A MORE COMPETITIVE MODEL BASED ON THE MARKET-ORIENTED SYSTEM TOGETHER WITH A GROWING ATTENTION TO STATE CONTROL FOR SOCIAL AND ECONOMIC DEVELOPMENT OF THE NATION. AT PRESENT THE GOVERNMENT OF NEW ZEALAND OPERATES TO STRENGHTHEN THIS PROCESS, PRIMARILY IN RELATION TO THE ROLE OF TERTIARY EDUCATION AS A STEADY FACTOR OF NATIONAL WALFARE, WHERE PROFESSIONAL DEVELOPMENT CONTRIBUTES ACTIVELY TO THE GROWTH OF THE NATIONAL ECONOMIC SYSTEM5. THE CASES OF ENGLAND AND NEW ZEALAND ARE THE FOCUS OF AN IN-DEPTH INVESTIGATION THAT STARTS FROM AN ANALYSIS OF THE POLICIES OF EACH NATION AND DEVELOP INTO A COMPARATIVE STUDY. AT THIS POINT I ATTEMPT TO DRAW SOME PRELIMINARY IMPRESSIONS ON THE FACTS ESSENTIALLY DECRIBED ABOVE. THE UNIVERSITY POLICIES IN ENGLAND AND NEW ZEALAND HAVE BOTH UNDERGONE A SIGNIFICANT REFORMATORY PROCESS SINCE THE EARLY EIGHTIES; IN BOTH CONTEXTS THE IMPORTANCE OF IDEAS THAT CONSTITUTED THE BASE OF POLITICS UNTIL 1980 WAS QUITE RELEVANT. GENERALLY SPEAKING, IN BOTH CASES THE PRE-REFORM POLICIES WERE INSPIRED BY EGALITARIANISM AND EXPANSION OF THE STUDENT POPULATION WHILE THOSE BROUGHT IN BY THE REFORM WOULD PURSUE EFFICIENCY, QUALITY AND COMPETITIVENESS. UNDOUBTEDLY, IN LINE WITH THIS GENERAL TENDENCY THAT REFLECTS THE HYPOTHESIS PROPOSED, THE TWO UNIVERSITY SYSTEMS PRESENT SEVERAL DIFFERENCES. THE UNIVERSITY SYSTEM IN NEW ZEALAND PROCEEDED STEADILY TOWARDS THE IMPLEMENTATION OF A MANAGERIAL CONCEPTION OF TERTIARY EDUCATION, ESPECIALLY FROM 1996 ONWARDS, IN ACCORDANCE WITH THE REFORMATORY PROCESS OF THE WHOLE PUBLIC SECTOR. IN THE UNITED KINGDOM, AS IN THE REST OF EUROPE, THE NEW APPROACH TO UNIVERSITY POLICY-MAKING HAD TO CONFRONT A DEEP-ROOTED TRADITION OF PROGRESSIVE EDUCATION AND THE IDEA OF EDUCATION EXPANSION THAT IN FACT DOMINATED UNTIL THE EIGHTIES. FROM THIS VIEW POINT THE GOVERNING ACTION OF MARGARET THATCHER GAVE RISE TO A RADICAL CHANGE THAT REVOLUTIONIZED THE OBJECTIVES AND KEY VALUES OF THE WHOLE EDUCATIONAL SYSTEM, IN PARTICULAR IN THE HIGHER EDUCATION SECTOR. IDEAS AS EFFICIENCY, EXCELLENCE AND CONTROL OF THE PERFORMANCE BECAME DECISIVE. THE LABOUR CABINETS OF BLAIR DEVELOPED IN THE WAKE OF CONSERVATIVE REFORMS. THIS APPEARS TO BE A FOCAL POINT OF THIS STUDY THAT OBSERVES HOW ALSO IN NEW ZEALAND THE REFORMING PROCESS OCCURRED TRANSVERSELY DURING PROGRESSIVE AND CONSERVATIVE ADMINISTRATIONS. THE PRELIMINARY IMPRESSION IS THEREFORE THAT IDEAS DEEPLY MARK THE REFORMATIVE PROCESSES: THE AIM OF MY RESEARCH IS TO VERIFY TO WHICH EXTENT THIS STATEMENT IS TRUE. IN ORDER TO BUILD A COMPREHENSIVE ANALYLIS, FURTHER SIGNIFICANT FACTORS WILL HAVE TO BE INVESTIGATED: THE WAY IDEAS ARE PERCEIVED AND IMPLEMENTED BY THE DIFFERENT POLITICAL ELITES; HOW THE VARIOUS SOCIOECONOMIC CONTEXTS INFLUENCE THE REFORMATIVE PROCESS; HOW THE INSTITUTIONAL STRUCTURES CONDITION THE POLICY-MAKING PROCESSES; WHETHER INDIVIDUAL INTERESTS PLAY A ROLE AND, IF YES, TO WHICH EXTENT.
