L’attuale rilevanza rappresentata dalla stretta relazione tra cambiamenti climatici e influenza antropogenica ha da tempo posto l’attenzione sull’effetto serra e sul surriscaldamento planetario cos come sull’aumento delle concentrazioni atmosferiche dei gas climaticamente attivi, in primo luogo la CO2. Il radiocarbonio è attualmente il tracciante ambientale per eccellenza in grado di fornire mediante un approccio “top-down” un valido strumento di controllo per discriminare e quantificare il diossido di carbonio presente in atmosfera di provenienza fossile o biogenica. Ecco allora che ai settori applicativi tradizionali del 14C, quali le datazioni archeometriche, si affiancano nuovi ambiti legati da un lato al settore energetico per quanto riguarda le problematiche associate alle emissioni di impianti, ai combustibili, allo stoccaggio geologico della CO2, dall’altro al mercato in forte crescita dei cosiddetti prodotti biobased costituiti da materie prime rinnovabili. Nell’ambito del presente lavoro di tesi è stato quindi esplorato il mondo del radiocarbonio sia dal punto di vista strettamente tecnico e metodologico che dal punto di vista applicativo relativamente ai molteplici e diversificati campi d’indagine. E’ stato realizzato e validato un impianto di analisi basato sul metodo radiometrico mediante assorbimento diretto della CO2 ed analisi in scintillazione liquida apportando miglioramenti tecnologici ed accorgimenti procedurali volti a migliorare le performance del metodo in termini di semplicità, sensibilità e riproducibilità. Il metodo, pur rappresentando generalmente un buon compromesso rispetto alle metodologie tradizionalmente usate per l’analisi del 14C, risulta allo stato attuale ancora inadeguato a quei settori applicativi laddove è richiesta una precisione molto puntuale, ma competitivo per l’analisi di campioni moderni ad elevata concentrazione di 14C. La sperimentazione condotta su alcuni liquidi ionici, seppur preliminare e non conclusiva, apre infine nuove linee di ricerca sulla possibilità di utilizzare questa nuova classe di composti come mezzi per la cattura della CO2 e l’analisi del 14C in LSC.

The project of this Ph.D. thesis is based on a co-supervised collaboration between Università di Bologna, ALMA MATER STUDIORUM (Italy) and Instituto de Tecnología Química, Universitat Politècnica de València ITQ-UPV (Spain). This Ph.D. thesis is about the synthesis, characterization and catalytic testing of complex mixed-oxide catalysts mainly related to the family of Hexagonal Tungsten Bronzes (HTBs). These materials have been little explored as catalysts, although they have a great potential as multifunctional materials. Their peculiar acid properties can be coupled to other functionalities (e.g. redox sites) by isomorphous substitution of tungsten atoms with other transition metals such as vanadium, niobium and molybdenum. In this PhD thesis, it was demonstrated how it is possible to prepare substituted-HTBs by hydrothermal synthesis; these mixed-oxide were fully characterize by a number of physicochemical techniques such as XPS, HR-TEM, XAS etc. They were also used as catalysts for the one-pot glycerol oxidehydration to acrylic acid; this reaction might represent a viable chemical route to solve the important issue related to the co-production of glycerin along the biodiesel production chain. Acrylic acid yields as high as 51% were obtained and important structure-reactivity correlations were proved to govern the catalytic performance; only fine tuning of acid and redox properties as well as the in-framework presence of vanadium are fundamental to achieve noteworthy yields into the acid monomer. The overall results reported herein might represent an important contribution for future applications of HTBs in catalysis as well as a general guideline for a multifaceted approach for their physicochemical characterization.

Il presente lavoro trae origine dagli obiettivi e dalle relative misure applicative della riforma dell’OCM zucchero del 2006 e nello specifico dal Piano nazionale per la razionalizzazione e riconversione della produzione bieticolo-saccarifera approvato dal MIPAF nel 2007. Lo studio riguarda la riconversione dello zuccherificio di Finale Emilia (MO), di appartenenza del Gruppo bieticolo-saccarifero Co.Pro.B, in un impianto di generazione di energia elettrica e termica che utilizza biomassa di origine agricola per la combustione diretta. L'alimentazione avviene principalmente dalla coltivazione dedicata del sorgo da fibra (Sorghum bicolor), integrata con risorse agro-forestali. Lo studio mostra la necessità di coltivazione di 4.400 ettari di sorgo da fibra con una produzione annua di circa 97.000 t di prodotto al 75% di sostanza secca necessari per l’alimentazione della centrale a biomassa. L’obiettivo é quello di valutare l’impatto della nuova coltura energetica sul comprensorio agricolo e sulla economia dell’impresa agricola. La metodologia adottata si basa sulla simulazione di modelli aziendali di programmazione lineare che prevedono l’inserimento del sorgo da fibra come coltura energetica nel piano ottimo delle aziende considerate. I modelli predisposti sono stati calibrati su aziende RICA al fine di riprodurre riparti medi reali su tre tipologie dimensionali rappresentative: azienda piccola entro i 20 ha, media da 20 a 50 ha e grande oltre i 50 ha. La superficie di entrata a livello aziendale, se rapportata alla rappresentatività delle aziende dell’area di studio, risulta insufficiente per soddisfare la richiesta di approvvigionamento dell’impianto a biomassa. Infatti con tale incremento la superficie di coltivazione nel comprensorio si attesta sui 2.500 ettari circa contro i 4.400 necessari alla centrale. Lo studio mostra pertanto che occorre un incentivo superiore, di circa 80-90 €/ha, per soddisfare la richiesta della superficie colturale a livello di territorio. A questi livelli, la disponibilità della coltura energetica sul comprensorio risulta circa 9.500 ettari.

We observed 82 healthy subjects, from both sexes, aged between 19 and 77 years. All subjects performed two different tests: for being scientifically acknowledged, the first one was used as a reference and it was a stress test (CPX). During the entire test, heart rate and gas exchange were recorded continuously; the second, the actual object of this study, was a submaximal test (TOP). Only heart rate was recorded continuously. The main purpose was to determinate an index of physical fitness as result of TOP. CPX test allowed us to individuate anaerobic threshold. We used an incremental protocol of 10/20 Watt/min, different by age. For our TOP test we used an RHC400 UPRIGHT BIKE, by Air Machine. Each subject was monitored for heart frequency. After 2 minutes of resting period there was a first step: 3 minutes of pedalling at a constant rate of 60 RPM, (40 watts for elder subjects and 60 watts for the younger ones). Then, the subject was allowed to rest for a recovery phase of 5 minutes. Third and last step consisted of 3 minutes of pedalling again at 60 RPM but now set to 60 watts for elder subjects and 80 watts for the young subjects. Finally another five minutes of recovery. A good correlation was found between TOP and CPX results especially between punctua l heart rate reserve (HRR’) and anaerobic threshold parameters such as Watt, VO2, VCO2 . HRR’ was obtained by subtracting maximal heart rate during TOP from maximal theoretic heart rate (206,9-(0,67*age)). Data were analyzed through cluster analysis in order to obtain 3 homogeneous groups. The first group contains the least fit subjects (inactive, women, elderly). The other groups contain the “average fit” and the fittest subjects (active, men, younger). Concordance between test resulted in 83,23%. Afterwards, a linear combinations of the most relevant variables gave us a formula to classify people in the correct group. The most relevant result is that this submaximal test is able to discriminate subjects with different physical condition and to provide information (index) about physical fitness through HRR’. Compared to a traditional incremental stress test, the very low load of TOP, short duration and extended resting period, make this new method suitable to very different people. To better define the TOP index, it is necessary to enlarge our subject sample especially by diversifying the age range.

The Department of Mechanical and Civil Engineering (DIMeC) of the University of Modena and Reggio Emilia is developing a new type of small capacity HSDI 2-Stroke Diesel engine (called HSD2), featuring a specifically designed combustion system, aimed to reduce weight, size and manufacturing costs, and improving pollutant emissions at partial load. The present work is focused on the analysis of the combustion and the scavenging process, investigated by means of a version of the KIVA-3V code customized by the University of Chalmers and modified by DIMeC. The customization of the KIVA-3V code includes a detailed combustion chemistry approach, coupled with a comprehensive oxidation mechanism for diesel oil surrogate and the modeling of turbulence/chemistry interaction through the PaSR (Partially Stirred Reactor) model. A four stroke automobile Diesel engine featuring a very close bore size is taken as a reference, for both the numerical models calibration and for a comparison with the 2-Stroke engine. Analysis is carried out trough a comparison between HSD2 and FIAT 1300 MultiJet in several operating conditions, at full and partial load. Such a comparison clearly demonstrates the effectiveness of the two stroke concept in terms of emissions reduction and high power density. However, HSD2 is still a virtual engine, and experimental results are needed to assume the reliability of numerical results.

By examining seven major reviews (the French “Revue des deux Mondes, the “Revue de Paris and the “Nouvelle Revue”; the Italian “Nuova Antologia”, the “Rassegna Nazionale”, the “Rivista europea” and the “Revue internationale”) this thesis investigate the female participation in high quality journalism in Italy and France between the 1870s and the First World War. The aim is to show that despite some obvious limitations, women found room in that apparently very ‘male’ space of culture and emerged on a considerable scale in all walks of the profession. Many women regularly published on high quality reviews. Some of them even rose to high positions on editorials board. With the exception of a few fields of knowledge – albeit fundamental to the journals overall structure – such as economics, finance and matters to do with the army and the colonies, women contributors covedered nearly all the range of subjects contained in this periodicals: not only fiction, but also literary criticism, travelogues, politics and others. Quality and cultural journals offered women writers a considerable space for entering the public sphere, as both authors and readers. It may thus construed on a dual plane: as an opportunity for women writers to join the new professional ranks of modern publishing, but also as an important terrain for acknowledgment of their standing as intellectuals.

This thesis is the result of my experience as a PhD student taking part in the Joint Doctoral Programme at the University of York and the University of Bologna. In my thesis I deal with topics that are of particular interest in Italy and in Great Britain. Chapter 2 focuses on the empirical test of the existence of the relationship between technological profiles and market structure claimed by Sutton’s theory (1991, 1998) in the specific economic framework of hospital care services provided by the Italian National Health Service (NHS). In order to test the empirical predictions by Sutton, we identify the relevant markets for hospital care services in Italy in terms of both product and geographic dimensions. In particular, the Elzinga and Hogarty (1978) approach has been applied to data on patients flows across Italian Provinces in order to derive the geographic dimension of each market. Our results provide evidence in favour of the empirical predictions of Sutton. Chapter 3 deals with the patient mobility in the Italian NHS. To analyse the determinants of patient mobility across Local Health Authorities, we estimate gravity equations in multiplicative form using a Poisson pseudo maximum likelihood method, as proposed by Santos-Silva and Tenreyro (2006). In particular, we focus on the scale effect played by the size of the pool of enrolees. In most of the cases our results are consistent with the predictions of the gravity model. Chapter 4 considers the effects of contractual and working conditions on selfassessed health and psychological well-being (derived from the General Health Questionnaire) using the British Household Panel Survey (BHPS). We consider two branches of the literature. One suggests that “atypical” contractual conditions have a significant impact on health while the other suggests that health is damaged by adverse working conditions. The main objective of our paper is to combine the two branches of the literature to assess the distinct effects of contractual and working conditions on health. The results suggest that both sets of conditions have some influence on health and psychological well-being of employees.

This doctoral dissertation faces the debated topic of the traditions of Republicanism in the Modern Age assuming, as a point of view, the problem of the "mixed" government. The research therefore dwells upon the use of this model in Sixteenth-Century Italy, also in connection with the historical events of two standard Republics such as Florence and Venice. The work focuses on Donato Giannotti (1492-1573), Gasparo Contarini (1483-1542) and Paolo Paruta (1540-1598), as the main figures in order to reconstruct the debate on "mixed" constitution: in them, decisive in the attention paid to the peculiar structure of the Venetian Republic, the only of a certain dimension and power to survive after 1530. The research takes into account also the writings of Traiano Boccalini (1556-1613): he himself, though being involved in the same topics of debate, sets for some aspects his considerations in the framework of a new theme, that of Reason of State.

I Max Bill is an intense giornata of a big fresco. An analysis of the main social, artistic and cultural events throughout the twentieth century is needed in order to trace his career through his masterpieces and architectures. Some of the faces of this hypothetical mural painting are, among others, Le Corbusier, Walter Gropius, Ernesto Nathan Rogers, Kandinskij, Klee, Mondrian, Vatongerloo, Ignazio Silone, while the backcloth is given by artistic avant-gardes, Bauhaus, International Exhibitions, CIAM, war events, reconstruction, Milan Triennali, Venice Biennali, the School of Ulm. Architect, even though more known as painter, sculptor, designer and graphic artist, Max Bill attends the Bauhaus as a student in the years 1927-1929, and from this experience derives the main features of a rational, objective, constructive and non figurative art. His research is devoted to give his art a scientific methodology: each work proceeds from the analysis of a problem to the logical and always verifiable solution of the same problem. By means of composition elements (such as rhythm, seriality, theme and its variation, harmony and dissonance), he faces, with consistent results, themes apparently very distant from each other as the project for the H.f.G. or the design for a font. Mathematics are a constant reference frame as field of certainties, order, objectivity: ‘for Bill mathematics are never confined to a simple function: they represent a climate of spiritual certainties, and also the theme of non attempted in its purest state, objectivity of the sign and of the geometrical place, and at the same time restlessness of the infinity: Limited and Unlimited ’. In almost sixty years of activity, experiencing all artistic fields, Max Bill works, projects, designs, holds conferences and exhibitions in Europe, Asia and Americas, confronting himself with the most influencing personalities of the twentieth century. In such a vast scenery, the need to limit the investigation field combined with the necessity to address and analyse the unpublished and original aspect of Bill’s relations with Italy. The original contribution of the present research regards this particular ‘geographic delimitation’; in particular, beyond the deep cultural exchanges between Bill and a series of Milanese architects, most of all with Rogers, two main projects have been addressed: the realtà nuova at Milan Triennale in 1947, and the Contemporary Art Museum in Florence in 1980. It is important to note that these projects have not been previously investigated, and the former never appears in the sources either. These works, together with the most well-known ones, such as the projects for the VI and IX Triennale, and the Swiss pavilion for the Biennale, add important details to the reference frame of the relations which took place between Zurich and Milan. Most of the occasions for exchanges took part in between the Thirties and the Fifties, years during which Bill underwent a significant period of artistic growth. He meets the Swiss progressive architects and the Paris artists from the Abstraction-Création movement, enters the CIAM, collaborates with Le Corbusier to the third volume of his Complete Works, and in Milan he works and gets confronted with the events related to post-war reconstruction. In these years Bill defines his own working methodology, attaining an artistic maturity in his work. The present research investigates the mentioned time period, despite some necessary exceptions. II The official Max Bill bibliography is naturally wide, including spreading works along with ones more devoted to analytical investigation, mainly written in German and often translated into French and English (Max Bill himself published his works in three languages). Few works have been published in Italian and, excluding the catalogue of the Parma exhibition from 1977, they cannot be considered comprehensive. Many publications are exhibition catalogues, some of which include essays written by Max Bill himself, some others bring Bill’s comments in a educational-pedagogical approach, to accompany the observer towards a full understanding of the composition processes of his art works. Bill also left a great amount of theoretical speculations to encourage a critical reading of his works in the form of books edited or written by him, and essays published in ‘Werk’, magazine of the Swiss Werkbund, and other international reviews, among which Domus and Casabella. These three reviews have been important tools of analysis, since they include tracks of some of Max Bill’s architectural works. The architectural aspect is less investigated than the plastic and pictorial ones in all the main reference manuals on the subject: Benevolo, Tafuri and Dal Co, Frampton, Allenspach consider Max Bill as an artist proceeding in his work from Bauhaus in the Ulm experience . A first filing of his works was published in 2004 in the monographic issue of the Spanish magazine 2G, together with critical essays by Karin Gimmi, Stanislaus von Moos, Arthur Rüegg and Hans Frei, and in ‘Konkrete Architektur?’, again by Hans Frei. Moreover, the monographic essay on the Atelier Haus building by Arthur Rüegg from 1997, and the DPA 17 issue of the Catalonia Polytechnic with contributions of Carlos Martì, Bruno Reichlin and Ton Salvadò, the latter publication concentrating on a few Bill’s themes and architectures. An urge to studying and going in depth in Max Bill’s works was marked in 2008 by the centenary of his birth and by a recent rediscovery of Bill as initiator of the ‘minimalist’ tradition in Swiss architecture. Bill’s heirs are both very active in promoting exhibitions, researching and publishing. Jakob Bill, Max Bill’s son and painter himself, recently published a work on Bill’s experience in Bauhaus, and earlier on he had published an in-depth study on ‘Endless Ribbons sculptures. Angela Thomas Schmid, Bill’s wife and art historian, published in end 2008 the first volume of a biography on Max Bill and, together with the film maker Eric Schmid, produced a documentary film which was also presented at the last Locarno Film Festival. Both biography and documentary concentrate on Max Bill’s political involvement, from antifascism and 1968 protest movements to Bill experiences as Zurich Municipality councilman and member of the Swiss Confederation Parliament. In the present research, the bibliography includes also direct sources, such as interviews and original materials in the form of letters correspondence and graphic works together with related essays, kept in the max+binia+jakob bill stiftung archive in Zurich. III The results of the present research are organized into four main chapters, each of them subdivided into four parts. The first chapter concentrates on the research field, reasons, tools and methodologies employed, whereas the second one consists of a short biographical note organized by topics, introducing the subject of the research. The third chapter, which includes unpublished events, traces the historical and cultural frame with particular reference to the relations between Max Bill and the Italian scene, especially Milan and the architects Rogers and Baldessari around the Fifties, searching the themes and the keys for interpretation of Bill’s architectures and investigating the critical debate on the reviews and the plastic survey through sculpture. The fourth and last chapter examines four main architectures chosen on a geographical basis, all devoted to exhibition spaces, investigating Max Bill’s composition process related to the pictorial field. Paintings has surely been easier and faster to investigate and verify than the building field. A doctoral thesis discussed in Lausanne in 1977 investigating Max Bill’s plastic and pictorial works, provided a series of devices which were corrected and adapted for the definition of the interpretation grid for the composition structures of Bill’s main architectures. Four different tools are employed in the investigation of each work: a context analysis related to chapter three results; a specific theoretical essay by Max Bill briefly explaining his main theses, even though not directly linked to the very same work of art considered; the interpretation grid for the composition themes derived from a related pictorial work; the architecture drawing and digital three-dimensional model. The double analysis of the architectural and pictorial fields is functional to underlining the relation among the different elements of the composition process; the two fields, however, cannot be compared and they stay, in Max Bill’s works as in the present research, interdependent though self-sufficient. IV An important aspect of Max Bill production is self-referentiality: talking of Max Bill, also through Max Bill, as a need for coherence instead of a method limitation. Ernesto Nathan Rogers describes Bill as the last humanist, and his horizon is the known world but, as the ‘Concrete Art’ of which he is one of the main representatives, his production justifies itself: Max Bill not only found a method, but he autonomously re-wrote the ‘rules of the game’, derived timeless theoretical principles and verified them through a rich and interdisciplinary artistic production. The most recurrent words in the present research work are synthesis, unity, space and logic. These terms are part of Max Bill’s vocabulary and can be referred to his works. Similarly, graphic settings or analytical schemes in this research text referring to or commenting Bill’s architectural projects were drawn up keeping in mind the concise precision of his architectural design. As for Mies van der Rohe, it has been written that Max Bill took art to ‘zero degree’ reaching in this way a high complexity. His works are a synthesis of art: they conceptually encompass all previous and –considered their developments- most of contemporary pictures. Contents and message are generally explicitly declared in the title or in Bill’s essays on his artistic works and architectural projects: the beneficiary is invited to go through and re-build the process of synthesis generating the shape. In the course of the interview with the Milan artist Getulio Alviani, he tells how he would not write more than a page for an essay on Josef Albers: everything was already evident ‘on the surface’ and any additional sentence would be redundant. Two years after that interview, these pages attempt to decompose and single out the elements and processes connected with some of Max Bill’s works which, for their own origin, already contain all possible explanations and interpretations. The formal reduction in favour of contents maximization is, perhaps, Max Bill’s main lesson.

Sociology of work in Italy revived at the end of WWII, after thirty years of forced oblivion. This thesis examines the history of discipline by considering three paths that it followed from its revival up to its institutionalization: the influence of the productivity drive, the role of trade unions and the activity of early young researchers. European Productivity Agency's Italian office Comitato Nazionale per la Produttività propagandised studies on management and on the effects of the industrialization on work and society. Academicians, technicians, psychologists who worked for CNP started rethinking sociology of work, but the managerial use of sociology was unacceptable for both trade unions and young researchers. So âfree unionâ CISL created a School in Florence with an eager attention to social sciences as a medium to become a new model union, while Marxist CGIL, despite its ideological aversion to sociology, finally accepted the social sciences lexicon in order to explain the work changes and to resist against the employers' association offensive. On the other hand, political and social engagement led a first generation of sociologists to study social phenomenon in the recently industrialized Italy by using the sociological analysis. Finally, the thesis investigate the cultural transfers from France, whose industrial sociology (sociologie du travail) was considered as a reference in continental Europe. Nearby the wide importance of French sociologie, financially aided by planning institutions in order to employ it in the industrial reconstruction, other minor experiences such as the social surveys accomplished by worker-priests in the suburbs of industrial cities and the heterodox Marxism of the review âSocialisme ou Barbarieâ influenced Italian sociology of work.

L’Azienda USL di Bologna è la più grande della regione ed è una delle più grandi in Italia: serve una popolazione di 836.697 abitanti ed è distribuita su 50 comuni. E’ stata istituita il 1° gennaio 2004 con la Legge della Regione Emilia Romagna n. 21 del 20/10/2003 che ha unificato i Comuni di tre Aziende USL: “Città di Bologna”, “Bologna Sud” e “Bologna Nord” (ad eccezione del Comune di Medicina che dall’Area Nord è entrato a far parte dell’Azienda USL di Imola che ha mantenuto un’autonoma configurazione giuridica). Il territorio dell’Azienda USL di Bologna si estende per 2915,4 Kmq ed è caratterizzato dalla particolare ubicazione geografica dei suoi distretti. Al Distretto prettamente urbano, quale quello di Bologna Città si affiancano nell’Area Nord i Distretti di pianura quali Pianura Est e Pianura Ovest, mentre nell’Area Sud si collocano i Distretti con territorio più collinare, quali quelli di Casalecchio di Reno e San Lazzaro di Savena ed il Distretto di Porretta Terme che si caratterizza per l’alta percentuale di territorio montuoso. L’unificazione di territori diversi per caratteristiche orografiche, demografiche e socioeconomiche, ha comportato una maggiore complessità rispetto al passato in termini di governo delle condizioni di equità. La rimodulazione istituzionale ed organizzativa dell’offerta dei sevizi sanitari ha comportato il gravoso compito di razionalizzarne la distribuzione, tenendo conto delle peculiarità del contesto. Alcuni studi di fattibilità precedenti l’unificazione, avevano rilevato come attraverso la costituzione di un’Azienda USL unica si sarebbero potuti più agevolmente perseguire gli obiettivi collegati alle prospettive di sviluppo e di ulteriore qualificazione del sistema dei servizi delle Aziende USL dell’area bolognese, con benefici per il complessivo servizio sanitario regionale. Le tre Aziende precedentemente operanti nell’area bolognese erano percepite come inadeguate, per dimensioni, a supportare uno sviluppo dei servizi ritenuto indispensabile per la popolazione ma, che, se singolarmente realizzato, avrebbe condotto ad una inutile duplicazione di servizi già presenti. Attraverso l’integrazione delle attività di acquisizione dei fattori produttivi e di gestione dei servizi delle tre Aziende, si sarebbero potute ragionevolmente conseguire economie più consistenti rispetto a quanto in precedenza ottenuto attraverso il coordinamento volontario di tali processi da parte delle tre Direzioni. L’istituzione della nuova Azienda unica, conformemente al Piano sanitario regionale si proponeva di: o accelerare i processi di integrazione e di redistribuzione dell’offerta dei servizi territoriali, tenendo conto della progressiva divaricazione fra i cambiamenti demografici, che segnavano un crescente deflusso dal centro storico verso le periferie, ed i flussi legati alle attività lavorative, che si muovevano in senso contrario; o riorganizzare i servizi sanitari in una logica di rete e di sistema, condizione necessaria per assicurare l’equità di accesso ai servizi e alle cure, in stretta interlocuzione con gli Enti Locali titolari dei servizi sociali; o favorire il raggiungimento dell’equilibrio finanziario dell’Azienda e contribuire in modo significativo alla sostenibilità finanziaria dell’intero sistema sanitario regionale. L’entità delle risorse impegnate nell’Area bolognese e le dimensioni del bilancio della nuova Azienda unificata offrivano la possibilità di realizzare economie di scala e di scopo, attraverso la concentrazione e/o la creazione di sinergie fra funzioni e attività, sia in ambito ospedaliero, sia territoriale, con un chiaro effetto sull’equilibrio del bilancio dell’intero Servizio sanitario regionale. A cinque anni dalla sua costituzione, l’Azienda USL di Bologna, ha completato una significativa fase del complessivo processo riorganizzativo superando le principali difficoltà dovute alla fusione di tre Aziende diverse, non solo per collocazione geografica e sistemi di gestione, ma anche per la cultura dei propri componenti. La tesi affronta il tema dell’analisi dell’impatto della fusione sugli assetti organizzativi aziendali attraverso uno sviluppo cos articolato: o la sistematizzazione delle principali teorie e modelli organizzativi con particolare attenzione alla loro contestualizzazione nella realtà delle organizzazioni professionali di tipo sanitario; o l’analisi principali aspetti della complessità del sistema tecnico, sociale, culturale e valoriale delle organizzazioni sanitarie; o l’esame dello sviluppo organizzativo dell’Azienda USL di Bologna attraverso la lettura combinata dell’Atto e del Regolamento Organizzativo Aziendali esaminati alla luce della normativa vigente, con particolare attenzione all’articolazione distrettuale e all’organizzazione Dipartimentale per cogliere gli aspetti di specificità che hanno caratterizzano il disegno organizzativo globalmente declinato. o l’esposizione degli esiti di un questionario progettato, in accordo con la Direzione Sanitaria Aziendale, allo scopo di raccogliere significativi elementi per valutare l’impatto della riorganizzazione dipartimentale rispetto ai tre ruoli designati in “staff “alle Direzioni degli otto Dipartimenti Ospedalieri dell’AUSL di Bologna, a tre anni dalla loro formale istituzione. La raccolta dei dati è stata attuata tramite la somministrazione diretta, ai soggetti indagati, di un questionario costituito da numerosi quesiti a risposta chiusa, integrati da domande aperte finalizzate all’approfondimento delle dimensioni di ruolo che più frequentemente possono presentare aspetti di criticità. Il progetto ha previsto la rielaborazione aggregata dei dati e la diffusione degli esiti della ricerca: alla Direzione Sanitaria Aziendale, alle Direzioni Dipartimentali ospedaliere ed a tutti i soggetti coinvolti nell’indagine stessa per poi riesaminare in una discussione allargata i temi di maggiore interesse e le criticità emersi. Gli esiti sono esposti in una serie di tabelle con i principali indicatori e vengono adeguatamente illustrati.
