Overview of Transport in Latin America and the Caribbean in the Year 2000

The outlook for inter-modal transport in Latin America at the end of 1999 was a complex one, fraught with uncertainties and unresolved issues. On the other hand, things came into sharper focus in the year 2000 and several major projects were launched. This annual summary focuses on three of these initiatives, which tend to underscore the need for an increasing integration of services, infrastructure and information technologies.

Facilitation of international trade in goods

The FAL Bulletin is reverting to its original concept, that is, facilitation of trade in the broad sense. In the context of ECLAC, this is a topic covered by the International Trade Unit in the International Trade and Development Finance Division, to which the Transport Unit also belonged until it was incorporated into the Natural Resources and Infrastructure Division in April 1999.In an effort at inter-divisional cooperation starting with this issue, the International Trade Unit will be responsible for preparing four articles per year on trade facilitation for the FAL Bulletin. These are certain to be of great interest not only to those of our readers concerned with multi-modal ocean transport and customs procedures but also to those with links to the broader issue of promoting foreign trade in the region.

The Evolution of Modal Split in Freight Transport in South America, 2000-2013

This FAL Bulletin analyzes data on commodities traded and the modes of transport used between nine South American countries, during 2000, 2006, 2010 and 2013. The aim is to identify the current modal split in intraregional freight transport in South America, and to ascertain the level and evolution of trade flows, imbalances and the burden of transport and insurance costs. The authors conclude with some policy recommendations.

Competition and complementarity between road and rail transport in the carriage of freight

A seminar on competition and complementarity between road and rail transport in the carriage of freight was conducted at ECLAC Headquarters on 6-7 November 2001. The seminar was attended by experts on transport matters from a range of countries, and their presentations covered the current state of integration of transport in countries like Argentina, Brazil, Chile and Mexico. Also in attendance was an expert from Central America, who spoke about modal integration of freight transport in that region. Three round-table discussions were held with the participation of representatives of the trucking and rail sectors, drawn from both the private and public spheres.
