This and subsequent issues of the Bulletin provide an account of recent events and trends in the transport sector in Latin America and the Caribbean. This edition deals with aspects relating to multimodal transport, maritime transport and ports.

Over the past three years, talks conducted at the subregional level have led to the signing of multimodal transport agreements, and these have been implemented by Mercosur and reviewed by the Andean Community; multimodal transport is only now starting to come into its own in South America but is already a common practice in the region covered by NAFTA. These trends continued in 1997, with consolidation being the dominant theme; on the one hand, consolidation occurred in business, with integrated services increasingly on offer, while on the other the authorities became aware of the need to promote linkages between different modes of transport. Highlights of 1998 may well include major plans for investments in intermodal infrastructure and greater interaction between users and service providers in both the public and private sectors, in order to develop regional intermodal transport systems.

Electronic transactions are becoming increasingly commonplace in the countries of Latin America and the Caribbean, despite the collapse of many dotcom firms and the failure of e-commerce to make inroads in the region. In the transport sphere, the gradual incorporation of technology in support of processes and the exchange of money flows between players has brought greater versatility, security and flexibility. In public transport, such initiatives take the form of automatic ticket machines and prepaid card dispensing machines. In urban transit, electronic purses used for the supervision and payment of parking time, and in road pricing, electronic toll systems streamline the process of collecting money; this is especially the case with motorways and urban concessions. And in shipping, electronic transfers are increasingly being used for the payment of customs dues and port charges.In view of the importance of the topic and the interest expressed in it, the Transport Unit has begun a study of these issues, and recently published a paper entitled Sistemas de cobro electrónico de pasajes en el transporte público, ("Electronic systems for payment of tickets in public transport") LC/L.1752-P/E, July 2002, on which this issue of the Bulletin is based.

The growing use of e-commerce and the need to generate efficient solutions to problems such as traffic jams and the physical distribution of merchandise have created a new scenario for transport in general, particularly in urban areas. Because of this, the application of new information and telecommunications technologies presents a strategic challenge that enables maximum advantage to be obtained from the deregulation of markets and the opening up of economies, as well as addressing other urgent needs of this sector. This issue of the Bulletin is based on a study of the application of information and telecommunications technologies to fleet management and urban transport, being carried out by the ECLAC Transport Unit. Although the study focuses on the impact of these technologies in these fields, its reflections, analysis and conclusions are also applicable in other areas of the transport sector.

Like many other Caribbean countries, Grenada, Saint Lucia and Saint Vincent and the Grenadines are almost entirely dependent on imported petroleum as their primary source of energy. In this regard, many countries in the subregion have taken a strategic approach to long-term planning in the energy sector towards creating higher levels of efficiency on both the demand and supply sides as well as promoting diversification in the energy mix. Within this context, this study was conducted to present mechanisms to improve energy efficiency (EE) in the transport sector in Grenada, Saint Lucia and Saint Vincent and the Grenadines. For each country, the report presents a brief description of current trends in energy consumption generally as well as energy issues in the transport sector and programmes, initiatives and regulatory mechanisms currently in place that are contributing to energy efficiency in the sector.
