The document which ECLAC presents on this occasion explores further the theme of equality addressed at the two previous sessions of the Commission, in Time for Equality: Closing Gaps, Opening Trails (2010, Brasilia), and Structural Change for Equality: An Integrated Approach to Development (2012, San Salvador). The document prepared for the thirty-fifth session, entitled Compacts for Equality: Towards a Sustainable Future, discusses the two major challenges to development in Latin America and the Caribbean today: to achieve greater equality and to make development sustainable for future generations. The various chapters examine the social, economic, environmental and natural resource governance constraints on sustainability, as well as the challenges associated with strategic development options. They also further explore the equality approach developed by ECLAC at previous sessions, treating the world of work as a key arena. Consumption is analysed as it relates to the economic, social and environmental spheres, highlighting its potential to increase well-being as well as its problematic externalities in terms of environmental sustainability, the fiscal covenant and the production structure, among others. The dynamics existing between production structures and institutions are explored, drawing attention to ways in which the efficient organization of institutions can help to maximize contributions to development. The document concludes with a set of medium- and long-term policy proposals that need to be enshrined in social covenants and policy instruments for implementing, in a democratic context, the policies and institutional reforms that the Latin American and Caribbean countries need to resolve the dilemmas they face at the current crossroads.

Este documento tiene por objetivo principal mostrar los cambios demográfico-poblacionales estructurales que experimentan los países de América Latina y el Caribe desde una perspectiva de largo plazo, que abarca el período comprendido entre 1950 y 2100. Esos cambios son de tal magnitud que se propone la expresión “nueva era demográfica” para describirlos y abarcarlos. El estudio también procura demostrar que esas transformaciones tienen una importante incidencia en las oportunidades y desafíos presentes y futuros de la lucha contra la desigualdad. En la primera parte se abordan los cambios ocurridos en la experiencia demográfica de las personas y las sociedades, deteniéndose en las modificaciones que se producen en la longevidad, la fecundidad, la urbanización, el crecimiento y sobre todo en la estructura etaria de la población. En la segunda parte el análisis se concentra en el impacto de estos cambios demográficos en la economía regional, prestando especial atención a las fuentes de oportunidades y desafíos en materia de realización de derechos humanos y de lucha contra la desigualdad. El análisis se detiene en el aprovechamiento del bono demográfico, particularmente en las posibilidades de invertir para mejorar la cobertura y la calidad de la educación y del bono de género; el surgimiento de las sociedades envejecidas y los desafíos futuros que deberán enfrentarse para financiar la sostenibilidad de los sistemas de pensiones, de salud y cuidados. El último apartado resume las principales conclusiones y recomendaciones desarrolladas a lo largo del documento.

This study analyses digital inclusion in secondary education in the Tarija School District in the Plurinational State of Bolivia for the 2012-2013 school year, using the indicators in the Plan of Action for the Information Society in Latin America and the Caribbean (Plan of Action elac). This is an exploratory and descriptive analysis based on a sample of 311 students, 108 teachers and 15 school principals. According to the findings, teenagers use the Internet to look for information and entertainment; the expansion of mobile technology among them offers numerous educational opportunities; and insufficient training for teachers on how to integrate information and communications technologies (icts) into the learning process is a top challenge. The existence of icts in schools has been confirmed, but not their use. Local and national efforts are helping to reduce the digital divide and promote equality of opportunity for young people.
Resumo:
The Caribbean sub-regional synthesis report, covering 12 countries, assesses progress towards the gender equality goals articulated in the 1995 World Conference on Women, which produced the Beijing Platform for Action (BPfA). The process leading to the preparation of the report has involved a series of national, regional and global consultations that will culminate in the Beijing + 20 Review. The process has also led to the formulation of the Caribbean Joint Statement on Gender Equality and the Post-2015, as well as the SIDS Agenda, both of which express Caribbean perspectives and expectations regarding gender equality.
