This paper reviews the current status of the international fight against money laundering and the financing of terrorism, highlighting the importance of its prevention for economic and financial stability in Latin America and the Caribbean. It synthesizes the recent history of international legislation and agreements with respect to the issues, and presents the framework of public and private sector actors engaged in combating these threats. It reviews Latin American and Caribbean countries’ compliance with the Financial Action Task Force (FATF) (40 + 9) Recommendations, and analyzes the region’s performance with respect to their third round Mutual Evaluation Reports.

This article investigates the effects of the investments made by the Northeast Financing Constitutional Fund (FNE) on the economic growth of that region's municipalities in the decade of 2000. To that end, it uses an empirical framework based on growth models that make it possible to form convergence clubs according to the municipalities' initial development level. The results corroborate the empirical strategy and reveal the existence of four groups of municipalities, in which investment flows through the FNE have different effects on growth. In general, the FNE produces positive and significant effects in most municipalities of the Northeast, except for those whose gross domestic product (GDP) per capita was either very low or very high at the start of the decade, in which case its effects are not significant.

Este trabajo contribuye a la literatura empírica sobre evaluación del impacto de la financiación pública a la innovación, los gastos en innovación y la productividad en países en desarrollo. Utilizando técnicas de emparejamiento por puntaje de propensión y datos de las Encuestas de actividades de innovación, se analizan los efectos de las ayudas públicas a la innovación en las empresas uruguayas. Se constata que la inversión en innovación privada mediante fondos públicos no tiene un efecto excluyente y que la financiación pública parece aumentar los gastos privados en innovación. El apoyo financiero también pareciera inducir un incremento de los gastos de i+d y de las ventas innovadoras, especialmente en las empresas de servicios. Empero, los fondos públicos no estimulan considerablemente los gastos privados de las empresas que habrían realizado actividades de innovación incluso sin apoyo financiero.

The Regional Consultation on Financing for Development in Latin America and the Caribbean took place in Santiago on 12 and 13 March 2015, in the framework of the twentieth session of Committee of High-level Government Exports (CEGAN), established by virtue of ECLAC resolution 310(XIV) and comprising Latin American and Caribbean member countries of the Commission. The Regional Consultation was held in preparation for the Third International Conference on Financing for Development, to be held in Addis Ababa in July 2015, and gave rise to 10 key messages.
