In today's complex and changing global context, the Latin American and Caribbean region must persevere, more than ever, in three directions: structural change to underpin progress towards more knowledge-intensive sectors, convergence to reduce internal and external gaps in income and productivity, and equality of rights. This is the integrated approach proposed by ECLAC as a route towards the development the region needs. This implies tackling three major challenges: to achieve high and sustained rates of growth so as to close structural gaps and generate quality jobs; to change consumption and production patterns in the context of a genuine technological revolution with environmental sustainability; and to guarantee equality on the basis of greater convergence in the production structure, with universal social protection and capacity-building. Such an endeavour requires the return of politics and of the State's role in promoting investment and growth, redistribution and regulation with a view to structural change for equality, through industrial, macroeconomic, social and labour policies. These are some of the key proposals of Structural Change for Equality: An Integrated Approach to Development, which ECLAC will present to its member States at the thirty-fourth session of the Commission (San Salvador, August 2012). The proposals in that document, which is summarized here, deepen and broaden the ideas set forth in Time for equality: closing gaps, opening trails, aiming towards sustainable development with equality and taking into account the diverse national conditions across the region.

Chile ha logrado indicadores de crecimiento superiores a los de la región, sin embargo, sus beneficios no se han distribuido de manera equitativa en toda su población y las personas en situación de discapacidad forman parte del grupo menos favorecido. El Programa de Gobierno 2014-2018 de Michel Bachelet, consciente de esta situación, propuso dentro de sus objetivos avanzar hacia la inclusión laboral de personas en situación de discapacidad y, para lograrlo, ofreció como estrategia la implementación de un programa de capacitación en oficios para 20.000 personas en situación de discapacidad. La responsabilidad del diseño y ejecución del programa recayó en el Servicio Nacional de Empleo (SENCE), y el presente informe corresponde una propuesta de largo plazo para su diseño. La propuesta incluye los bienes y servicios que deberían ser parte de la oferta del programa, así como los procesos que deberían ser ejecutados por SENCE para ejecutarlo.

This book reflects on the public policies, programmes and regulatory frameworks that are taking a rights-based approach to expanding social protection coverage and benefits in Latin America, with a view to achieving universal coverage. The book’s discussion of the policy tools and programmes pursued in the region aims to provide the reader with technical and programmatic insights for assembling and coordinating public policies within consistent and sustainable social protection systems. The combination of normative orientations and stock of technical knowledge, together with advances regarding the rights-based approach to social protection within a life cycle framework, afford the reader not only a tool box of specific social protection instruments, but also an in-depth examination of related political economy aspects.
