Em sua edição 2015 o Estudo Econômico da América Latina e do Caribe consta de três partes. A primeira resume o desempenho da economia regional durante 2014 e analisa a evolução durante o primeiro semestre de 2015 e as perspectivas para o resto do ano. A segunda parte deste estudo analisa a dinâmica do investimento nos países da América Latina e do Caribe, sua relação com o ciclo econômico, o papel do investimento público, as carências em infraestrutura e os desafios de financiamento do investimento privado. No site da CEPAL (http://www.cepal.org/es/publicaciones/38713-estudio-economico-de-america-latina-y-el-caribe-2015-desafios-para-impulsar-el) está disponível a terceira parte, que contém as notas referentes ao desempenho econômico dos países da América Latina e do Caribe durante 2014 e o primeiro semestre de 2015, bem como os respectivos anexos estatísticos, que mostram a evolução dos principais indicadores econômicos dos países da região. This report highlights the activities carried out by ECLAC in the Caribbean subregion between 1 January 2014 and 31 March 2015. Subprogramme 13 of the ECLAC programme of work 2014-2015 (“Subregional activities in the Caribbean”) covers the Commission’s work in Antigua and Barbuda, the Bahamas, Barbados, Belize, Cuba, Dominica, the Dominican Republic, Grenada, Guyana, Haiti, Jamaica, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, Suriname and Trinidad and Tobago, as well as Anguilla, Aruba, the British Virgin Islands, the Cayman Islands, Curaçao, Guadeloupe, Martinique, Montserrat, Puerto Rico, Sint Maarten, the Turks and Caicos Islands and the United States Virgin Islands. Subprogramme 12 (“Subregional activities in Central America, Cuba, the Dominican Republic, Haiti and Mexico”) includes activities conducted in the Caribbean member States of Cuba, the Dominican Republic and Haiti. In addition, countries of the Caribbean were included in activities organized under the 12 other substantive subprogrammes of the ECLAC programme of work 2014-2015, namely: (i) linkages with the global economy, integration and regional cooperation; (ii) production and innovation; (iii) macroeconomic policies and growth; (iv) financing for development; (v) social development and equality; (vi) mainstreaming the gender perspective in regional development; (vii) population and development; (viii) sustainable development and human settlements; (ix) natural resources and infrastructure; (x) planning of public administration; (xi) statistics; and (xii) support for regional and subregional integration and cooperation processes and organizations.

The 2015 edition of the Economic Survey of Latin America and the Caribbean consists of three parts. Part I outlines the region’s economic performance in 2014 and analyses trends in the first half of 2015, as well as the outlook for the rest of the year. Part II analyses the dynamics of investment in Latin America and the Caribbean, the relationship between investment and the business cycle, the role of public investment, infrastructure gaps and the challenges in financing private investment. Part III of this publication may be accessed on the web page of the Economic Commission for Latin America and the Caribbean (http://www.cepal.org/en/node/33006). It contains the notes relating to the economic performance of the countries of Latin America and the Caribbean in 2014 and the first half of 2015, together with their respective statistical annexes, which present the main economic indicators of the countries of the region. The cut-off date for updating the statistical information in this publication was 30 June 2015.

The Global Survey on Trade Facilitation and Paperless Trade Implementation 2014-2015 is a global effort led by the Economic and Social Commission for Asia and the Pacific (ESCAP) in collaboration with the other four United Nations Regional Commissions, namely, the Economic Commission for Latin America and the Caribbean (ECLAC), the Economic and Social Commission for Western Asia (ESCWA), the Economic Commission for Africa (ECA) and the Economic Commission for Europe (UNECE). The goal of the Global Survey is to gather information from the member states of the respective Regional Commissions on trade facilitation and paperless trade measures and strategies implemented at the national and regional levels. The results of the survey will enable countries and development partners to better understand and monitor progress on trade facilitation, support evidence-based public policies, share best practices and identify capacity building and technical assistance needs.

El estudio abarca el análisis de las nuevas legislaciones de aguas adoptadas en América Latina durante la década 2005-2015 (Venezuela, Nicaragua, Paraguay, Perú, Honduras, Argentina y Ecuador). Con ese objetivo se revisa la evolución reciente del derecho de aguas, el movimiento de reformas tanto como la consideración de aspectos cruciales de su efectividad en el contexto regional donde se advierte su relativa ineficacia y grandes dificultades para su aplicación por parte de gobiernos. Los estatutos se revisan en su propio contexto constitucional, y conforme el sentido de su estructura pero favoreciendo la comparación entre ellos.
