La División de Comercio Internacional e Integración de la CEPAL (DCII) lanzará a fines de septiembre del 2005 el libro titulado Information Technology for Development of Small and Medium-sized Exporters in Latin America and East Asia (Tecnología de la información para el desarrollo de pequeños y medianos exportadores en América Latina y Asia del Este). Este estudio proporciona una descripción de la actual condición de las TIC y de su uso para promover el comercio internacional. Se centra en las experiencias sobre el uso de las TIC por las pequeñas y medianas empresas (pymes) en las regiones de América Latina, de Asia y el Pacífico, enfocándose, en especial, en las pymes exportadoras de 13 países investigados, que fueron seleccionados entre los países miembros del Foro de Cooperación América Latina y Asia del Este (FOCALAE). La presente edición del Boletín de FAL se basa en el resumen del citado libro.

Every port is unique. Although all ports exist for the same basic purpose (to act as an interface in the transfer from one mode of transport to another), no two are ever organized in the same way.Ports may be classified according to: Physical conditions: location (geographical position, man-made or natural harbour, estuary location, difficult weather conditions, tides, etc.) and size (large, small or medium-sized). Use: commercial (general cargo, bulk solids, bulk liquids, oil, break bulk, mixed), passenger, sport and leisure, fishing, mixed, etc. Ownership: private, municipal, regional or State-owned. The Port Authority's role in management of the port: Overall control, i.e. the Port Authority plans, sets up and operates the whole range of services. Facilitator, i.e. the Port Authority plans and sets up the infrastructure and the superstructure, but services are provided by private companies. Landlord, i.e. the Port Authority allows private companies to be responsible for the superstructure and provide port services. Different combinations of port types will therefore give rise to different kinds of organization and different information flows, which means that the associated information systems may differ significantly from port to port. Since this paper relates to the port of Barcelona, with its own specific characteristics, the contents may not always be applicable to other ports.

This issue of the Bulletin is based on the material presented at the seminar Information Technology for Development of Small and Medium-sized Exporters in East Asia and Latin America, which was held on 23 and 24 November 2004 at the headquarters of ECLAC in Santiago, Chile. The seminar was part of the project entitled Comparative Study on East Asian and Latin American IT Industry, financed by the thematic fund for information and communication technologies (ICT) for development of the United Nations Development Programme (UNDP) and has been carried out in close collaboration with the Institute of Developing Economies (IDE), an organization that belongs to the Japanese External Trade Organization (JETRO). This article contains a discussion of the concepts, definitions and standards associated with electronic commerce, as well as the opportunities to be seized and the challenges to be met so that MSMEs can expand their electronic business.
