The economic and productive development of a region is closely tied to its transport infrastructure. Adequate transport infrastructure enables companies to increase their production levels as a result of lowered logistical costs, inventory savings and access to larger supply and labour markets. The competitiveness of a city depends on elements of its economy and other aspects such as social disciplines. Despite being a rather broadly defined concept, it is widely used to categorise and compare cities, projecting the image of a prosperous city in the public eye. The aim of this issue of the Bulletin is to identify the role played by investments in transport in the competitiveness of a specific city and to demonstrate the need for adequate transport planning to ensure that economic development does not interfere with the quality of life of city dwellers.

El objetivo de este artículo es estimar, mediante un meta-análisis, el valor promedio de las elasticidades ingreso y precio de la demanda de gasolinas y analizar las causas de la variación en las elasticidades reportadas en la literatura. Los resultados muestran que existe un sesgo de publicación, que la volatilidad de las estimaciones de las elasticidades no se debe exclusivamente a errores de muestreo y que existen factores sistemáticos que explican estas diferencias. Las elasticidades ingreso y precio de la demanda de gasolinas son distintas en el corto y largo plazo, por regiones, y son susceptibles de incluirse en la estimación la flota vehicular y el precio de bienes substitutos, los tipos de datos y métodos de estimación utilizados. La presencia de una baja elasticidad precio sugiere que un impuesto a los combustibles, en un entorno de rápido crecimiento económico, será insuficiente para controlar el aumento del consumo.

En este estudio se analizan los efectos del cambio climático sobre el sector de energía eléctrica en Bolivia, tomando como base las proyecciones realizadas por el modelo de equilibrio general computable. El cambio climático afectaría a la generación de energía hidroeléctrica a través del efecto sobre los caudales de los ríos que suministran agua a las centrales hidroeléctricas del Sistema Interconectado Nacional. Concretamente, se espera una disminución de las precipitaciones con la consecuente disminución en el caudal, lo que reduciría la oferta de energía hidroeléctrica.
