First meeting on European soil. The Nineteenth Meeting of National Customs Directors of Latin America, Spain and Portugal was held in Palma, Mallorca, Spain, from 2 to 6 November 1998. The opening session stressed the importance of this being the first meeting held on European soil, and members were urged to pool their efforts to develop closer cooperative ties between the region's customs services.

Concessions have become an important mechanism in Latin America for attracting financing and private management to the highway sector. Highways are one of the areas of transport infrastructure in which this concept in long-term investment in road conservation and management has been widely applied and the concession-holder's costs are recouped through tolls and other complementary mechanisms.After a brisk start in the 1990s, the pattern of road concessions has proved to be less dynamic in the current decade. Nevertheless, highway concessions have expanded significantly and now account for 1% of the total inter-city road network. The international seminar entitled "Concessions for the provision of transport infrastructure: challenges for Latin America" was organized jointly by the Economic Commission for Latin America and the Caribbean (ECLAC) and the Agency for the Promotion of Private Investment of Peru (PROINVERSION) and held in Lima, Peru, on 13 and 14 November 2003.

This issue of the Bulletin introduces the reader to the Latin American Metro and Subway Association (ALAMYS), which throughout its 15-year history has supported a variety of initiatives aimed at improving the quality of services provided by urban mass transit railway systems.At its most recent general assembly, held in Madrid, Spain, in December 2000, ALAMYS set up several technical committees to improve its operational efficiency so that it can progress as an organization and achieve its goals.This article was written by Aurelio Rojo Garrido, arojo@mail.metromadrid.es, current secretary general of ALAMYS and operations manager of Metro de Madrid, S.A.
