The current issue of the Bulletin is based on a document prepared by the ECLAC Transport Unit, Natural Resources and Infrastructure Division, on maritime and port security in South America: implementation of measures, general status as of mid-2004 (in Spanish only). This is a joint activity of the Technical Coordination Committee of the presidential initiative for Regional Infrastructure Integration in South America (IIRSA) and ECLAC. This document served as an input for a meeting on this subject held by representatives of the authorities of South American countries in Montevideo, Uruguay, on 22 June 2004. In this issue the results are presented of two recent surveys conducted by the users, operators and governmental authorities of the region on the new maritime and port security measures of the International Maritime Organization (IMO). An effort was made, on the one hand, to ascertain the existing level of awareness of the measures and the perceptions of impact, the potential costs and responsibility for the cost of the measures, and on the other hand to ascertain the degree of progress in their implementation, for which the deadline was 1 July 2004.

The global tourist cruise industry has been experiencing sustained growth for quite some time; the industry's future prospects are promising, due to good profitability and a reduction in costs achieved thanks to use of ever larger ships, which are making this new form of tourism accessible to more and more people.South American destinations have been visited by a wide range of cruise operators, reflecting the expansion of this industry worldwide; it is necessary that players in the industry take advantage of this opportunity to provide services that employ substantial numbers of people and develop port facilities in order to meet the requirements of ships and tourists alike, thereby heading off competition from other routes.

This FAL Bulletin analyzes data on commodities traded and the modes of transport used between nine South American countries, during 2000, 2006, 2010 and 2013. The aim is to identify the current modal split in intraregional freight transport in South America, and to ascertain the level and evolution of trade flows, imbalances and the burden of transport and insurance costs. The authors conclude with some policy recommendations.

El presente Boletín Fal está dedicado al tema de la clasificación de las vías de navegación interior en América del Sur. El Boletín describe los sistemas existentes de clasificación (CEMT/ CEPE), destacando su rol en el desarrollo del transporte fluvial. Sobre esa base, se discuten las lecciones aprendidas y se presenta una propuesta preliminar sobre la clasificación para América Latina.
