The Chilean system of contributory pensions as locus of rivalry and of a new social compact

This study assesses the contributory pension system in Chile and offers some recommendations for reform, from the viewpoint of social rights that generate expectations of satisfaction. The primary objective of any pension system is to provide income security to the elderly, and contributory pensions must reflect the savings achieved throughout working life in order to guarantee that, for similar levels of effort, similar and proportionate protection will be obtained.

Toward a system of basic cash transfers for children and older persons: An estimation of efforts, impacts and possibilities in Latin America

This paper seeks to estimate the costs and impacts of expanding the coverage and improving the quality of cash transfers to older people and to families with younge children in the countries of Latin America.

This document was prepared by the Economic Commission for Latin America and the Caribbean (ECLAC) for the official visit of Geung-hye Park, President of the Republic of Korea, to several countries in the region. The Republic of Korea’s success in economic and social development offers many lessons for Latin America and the Caribbean and the developing world as a whole. From being one of the poorest countries in the world in the early 1960s, in six short decades the Republic of Korea has succeeded in transforming itself into a high-income economy, a major manufacturing, scientific and export power and a highly cohesive society with impressive levels of educational achievement.
