For over a quarter of a century, the Economic Commission for Latin America and the Caribbean (ECLAC) has been in the vanguard of the search for greater physical integration among South American countries, especially in the area of transport, including road, rail, river and multimodal transport.Its activities in this field have ranged from drafting agreements to the design and introduction of concrete measures and have been carried out, either individually, at the request of the Governments of member States, or in collaboration with other organizations, such as the Institute for the Integration of Latin America and the Caribbean (INTAL), which is part of the Inter-American Development Bank (IDB).

The third ordinary meeting of the Conference of South American Ministers of Transport, Communications and Public Works was held from 6 to 8 November 1996 in Montevideo, Uruguay. Representatives of Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Paraguay, Peru, Uruguay and Venezuela took part. Representatives of the following organizations were present as observers: the Latin American and Caribbean Federation of National Associations of Cargo Agents, the Latin American Railways Association, the Latin American Association for Automated Highway Transport, the Inter-American Development Bank, the Economic Commission for Latin America and the Caribbean (ECLAC), the United Nations Conference on Trade and Development (UNCTAD), the International Road Federation/German Agency for Technical Cooperation (IRF/GTZ); and other representatives from both the private and public sectors.

This edition of the Bulletin is based on a document prepared by ECLAC and the Technical Coordination Committee of the presidential initiative for Regional Infrastructure Integration in South America (IIRSA), which is composed of the Inter-American Development Bank (IDB), the Andean Development Corporation (ADC) and the Financial Fund for the Development of the River Plate Basin (FONPLATA). The document was prepared as a joint activity on maritime and port security in South America in the context of the IIRSA sectoral integration process in relation to operational systems for maritime transport. It served as an input for the meeting on that subject held by representatives of the authorities of the South American countries in Montevideo, Uruguay, on 22 June 2004.This edition presents the results of the implementation cost assessment for the new compulsory regulations for maritime and port security of the International Maritime Organization (IMO) and also considers the costs of the voluntary measures.

The seventeenth Meeting of National Customs Directors of Latin America, Spain and Portugal was held in Santa Cruz, Bolivia from 27 to 31 January 1997. The meeting was attended by representatives from Argentina, Bolivia, Brazil, Chile, Cuba, Dominican Republic, El Salvador, Mexico, Nicaragua, Panama, Paraguay, Peru, Portugal, Spain, Uruguay and Venezuela. Observers from Australia, France, Japan and the United States were also present. Representatives of the following international organizations also attended the meeting: Association of Customs Agents of Uruguay, International Association of Professional Customs Agents (ASAPRA), Latin American Integration Organization (LAIA), Inter-American Development Bank (IDB), Economic Commission for Latin America and the Caribbean (ECLAC), United Nations Conference on Trade and Development (UNCTAD), Latin American Convention of Courier Enterprises (CLADEC), Central American Institute of Business Administration (INCAE), Board of the Cartagena Agreement (JUNAC), Organization of American States (OAS), World Customs Organization (WCO), and Postal Union of the Americas, Spain and Portugal (PUASP).

This edition of the FAL Bulletin aims to present and encourage the use of the economic infrastructure investment database for Latin America and the Caribbean (EII-LAC-DB), built by the Infrastructure Services Unit of the Economic Commission for Latin America and the Caribbean (ECLAC). The information contained refers to the period 1980-2012, in keeping with measurements undertaken by the World Bank, ECLAC and under the cooperation agreement between ECLAC and the Development Bank of Latin America (CAF).

This report indicates the main advances of the past 20 years based on the information provided by the region’s countries on implementation of the Beijing Declaration and Platform for Action, in response to the recommendations made in the final document of the twenty-third special session of the General Assembly (2000) for the regional and global reviews that would take place in 2015, on the twentieth anniversary of the Beijing Conference (Beijing+20). The subregional report on the Caribbean (ECLAC, 2014c) has also been taken into account, which includes data from the country gender assessments prepared by the Caribbean Development Bank, the country poverty assessments and information provided by the Caribbean Community (CARICOM).

This study builds on the Corporate governance and development of capital markets in Latin America report published by the Development Bank of Latin America (CAF) and the Economic Commission for Latin America and the Caribbean (ECLAC), which looked at the regulatory framework related to the principles of corporate governance in the region and assessed its contribution to the development of capital markets. This book complements the previous study and is the result of a joint effort by CAF, the Inter- American Development Bank (IDB) and ECLAC to identify the key elements of corporate governance for determining debt instrument issuance risk in potential conflicts of interest arising from relationships among shareholders, executives and bondholders

The Economic Commission for Latin America and the Caribbean (ECLAC), in collaboration with the Caribbean Development Bank, convened the meeting “Promoting Energy Efficiency in the Caribbean” on 13–14 May 2010 at its Subregional Headquarters for the Caribbean, in Port of Spain, Trinidad and Tobago. The meeting had its genesis in the convening of consultations in 2009 with Latin American and Caribbean countries, members of the Latin American Energy Agency, and resulted in a report calling for greater awareness of energy efficiency among Caribbean countries, so as to provide the impetus of the development of a regional energy efficiency strategy. An evaluation form was distributed towards the end of the meeting, providing the participants with the opportunity to assess the quality and success of different aspects of the meeting (the logistics of the meeting, venue, the organization and the technical aspects of the meeting). ECLAC has acknowledged the importance of receiving feedback from its meeting participants to tailor future meetings to the specific needs of its clients.

Eighteen months into the implementation of the 2008-2009 biennial strategic work programme, the Economic Commission for Latin America and the Caribbean (ECLAC) Subregional Headquarters for the Caribbean continues to focus on strengthening the delivery of activities through regular internal meetings with programme and research staff and consultations with member countries and other partner institutions. The scaling up of efforts advocating for more evidence-based development policy-making is being advanced utilizing the resources provided through the implementation of an additional seven extrabudgetary-funded projects. This effort is being undertaken in collaboration and in consultation with our major international and regional development partners – United Nations Development Programme (UNDP), United Nations Development Fund for Women (UNIFEM), United Nations Population Fund (UNFPA), United Nations Children’s Fund (UNICEF), Caribbean Community (CARICOM), Caribbean Development Bank (CDB), Organisation of Eastern Caribbean States (OECS), Association of Caribbean States (ACS), Inter-American Development Bank (IDB), World Bank, Department for International Development (DFID), Caribbean Community Climate Change Centre (CCCCC). and others.
